Demands of the Poor {Tiberius & Gaius – Leaders of Poor} Senate should limit large estates Redistribute land to the poor Settle landless farmers in provinces  Senate deals w/ their demands by murdering them!!  Generals now recruiting landless poor – they are loyal to their generals – NOT loyal to Rome
