2 Objectives of the HCFC Survey  To carry out a survey and inventory, including survey of all major industrial units in various sub-sector;  Identification of HCFC distributors and end-users in each sub sector;  To investigate the trend and to estimate the future imports of HCFCs (HCFC consumption post 2010);  To propose some alternative refrigeration technologies being implemented in Moldova post 2010.

3 Legislation and licensing system  The Republic of Moldova has ratified the Vienna Convention and the Montreal Protocol (1996), London & Copenhagen Amendments (2001), Montreal Amendment (2005) and the Beijing Amendment 2006).  In accordance with MOP Decision IX/8, a series of additional ODS regulations were introduced by the Government of Moldova.  Fundamental legislative document concerning implementation of the Montreal Protocol in Moldova is the Law nr. 852- XV from 14.02.2002 (with amendments & modifications 2005, 2006 7 2008).  The licensing system was adopted in 1998. In order to reflect the changing situation in the country it was reinforced in 1999 and 2004 respectively.

4 The baseline consumption of CFCs  The baseline consumption of CFCs is 73.3 ODP Tonnes.  Consumption of CFCs in 2005 was 14,4 ODP tonnes, which is below the 50% of the baseline consumption.  The phase-out efforts in parallel with the remaining ongoing projects activities (i.e. end-users incentive programme), and under the TPMP (started in October, 2007) will lead to a gradual phase-out schedule in the refrigeration sector.  The refrigeration service sector is the only remaining sector in Moldova. The majority of the CFC-12 is used in the domestic sector.

11 Prognosis of the use of HCFC in Moldova Exploitation of refrigerants and, particularly, R-22 in the Republic of Moldova depends on a number of factors of internal and external character. The main internal factors are:  The economic condition of the country;  Dynamics in demand for refrigeration/air-conditioning across various sectors of economy;  Competency level of the workforce;  Awareness of the need and benefits of improved service practice among equipment owners;  Energy costs;  Regulatory influence of the government through legislative and normative acts. The external factors are:  International standards in the field of environment protection and climate change;  World trends in evolution of refrigeration equipments;  Global market situation, etc.

12 Prognosis of the use of HCFC in Moldova As of 2006-2007 in the existing refrigeration equipment, exploiting R ‑ 22 (taking into account replacement of R-12), its distribution across the sectors is approximately the following (% out of its overall amount): - in industrial refrigeration – 10%; - in commercial refrigeration – 25%; - in larger air conditioning system – 30%; - in split and unitary systems 30%; - transportation sectors – 5%.
