The State of the Nation Matthew Coffey Ofsted Regional Director Date 24 March 2010

Add presentation title to master slide | 2  Headlines on the state of the nation  Inspections since September 2009

Add presentation title to master slide | 3 Headlines from the Chief Inspectors annual report  Of the colleges inspected in 2008/09, 63% are good or outstanding  In nearly half of the colleges judged to be satisfactory, performance has not improved since the last inspection  Only 5% of the work-based learning providers inspected in 2009 are outstanding in their overall effectiveness and just 37% are good  The vast majority of good or outstanding work-based learning providers this year are specialist providers or employers with provision in one or sometimes two sector subject areas

Add presentation title to master slide | 4 Headlines from the Chief Inspectors annual report  Employers are generally very supportive of the Train to Gain programme, highlighting improvements in work practice and staff retention  Adult and community learning providers are continuing to have difficulty recruiting suitably qualified tutors for adults who need to develop basic skills.  Participants’ progression into employment has improved in the providers of contracted employment provision funded by the Department for Work and Pensions and inspected in 2009  Relatively few offenders under supervision in the community are being required to undertake basic skills education but where they are participating, much of the provision is good

Add presentation title to master slide | 5 Overall Inspection Trends Comparing the grade for leadership and management in cycle one (2001-05) with the grade for overall effectiveness in cycle two (2005-2009)  Overall improving picture  The proportion of providers judged satisfactory has remained similar in both cycles  Of those colleges and providers judged inadequate and then reinspected, the vast majority improve to satisfactory

Add presentation title to master slide | 6 Overall grades - Cycle 2

Add presentation title to master slide | 7 Overall grades 2008/2009

Add presentation title to master slide | 8 Capacity to Improve 2008/2009

Add presentation title to master slide | 9 Leadership and Management 2008/2009

Add presentation title to master slide | 10 Work based learning in colleges  improving - 60% now good or better compared with a broadly satisfactory profile across the sector  proportion of outstanding and inadequate shows little comparable difference across the sector  not keeping pace with the rate of improvement in other sectors of FE  little correlation with overall college grade – WBL grade generally lower

Add presentation title to master slide | 11 Train to Gain  success rates average around 64%  many providers have developed good relations with employers – but still insufficiently detailed analysis of the skills needs of the employers  an emphasis on accrediting learners’ existing skills at L2 – but is L2 good enough?  skills development at level 3 but confidence and accreditation at level 2  some sector skills areas find delivery of train to gain too complex

Add presentation title to master slide | 12 Entry to Employment  the number of learners progressing to further training and employment is improving in some providers but progression is poor in others  increasing achievement of units in a range of qualifications at entry levels, level 1 and level 2  better use of mentoring, work tasters and placements  lesson planning often poor and not well matched to learners’ varying abilities  poor programme planning and progress reviews  poor support for literacy and numeracy in over half of providers

Inspections since September 2009

Add presentation title to master slide | 14 New Common Inspection Framework 2009  A strengthened approach to judging capacity to improve, in recognition of the drive for self regulation  A greater focus on how providers meet users' needs  A greater focus on learning through teaching, training and assessment  Grades for equality and diversity, safeguarding and value for money that will contribute to the judgement on leadership and management  More emphasis on Every Child Matters as outcomes, where appropriate  An increased focus on the progress made by different groups of learners  The introduction of limiting judgements that will affect the maximum grade which can be achieved for some aspects – safeguarding and equality and diversity

Add presentation title to master slide | 15 Changes in brief – before inspection  Annual selection of providers for inspection  Satisfactory providers inspected at least every four years.  High-performing providers may have up to six years between inspections.  Published interim assessment within three years after an inspection for high performing providers

Add presentation title to master slide | 16 Changes in brief - before inspection  Two to three week notice period  Possibility of unannounced inspections  Minimal provision of documentation for inspectors  Detailed handbook and guidance on the new methodology  A requirement for providers to inform and involve all their learners of the inspection

Add presentation title to master slide | 17 Changes in brief – during inspection  Significant increase in the involvement of learners and other users in inspections.  A greater focus on evaluating the quality of teaching, learning and assessment  Interviews with key managers  Common set of judgements across the post-16 sector  Single inspection events, where appropriate  Differentiating judgements across funding streams  Sector subject area grades on full inspections

Add presentation title to master slide | 18 Questions
