3 Overview While test security policies and procedures for FSA administrations are very similar to those in place for NGSSS assessments, it is imperative that district and school personnel involved in FSA administrations familiarize themselves thoroughly with all test administration and security policies and procedures described in these training materials and the FSA test administration manuals. School personnel should communicate any questions or concerns prior to test administration to their district offices, and district personnel should contact the Florida Department of Education (FDOE) if guidance or clarification is needed. 3

7 FSA Test Administration Schedule *Indicates a paper-based test. 7 Students must complete sessions of all FSA assessments in sequential order (i.e., Session 1 before Session 2, and Session 2 before Session 3). 8 FSA Test Administration Schedule Paper-based assessments MUST be administered on assigned dates set be the district and picked up on designated dates for regular reporting. Students with paper-based accommodations may choose to test with their peers during the CBT testing window, however they need to be informed that they may be included in late reporting. 8 PBT

9 Test Administration Schedule- Additional Writing Windows FDOE provided the following daily administration schedule for ELA Writing to districts (cont.): Additional Makeup Windows – April 4–8—results included in regular reporting – May 2–6—results included in late reporting Please remember that the purpose of the makeup windows is to give students who transferred to your district after the ELA Writing administration, or students who missed the entire administration due to illness, etc., an opportunity to test so they may receive an ELA score. You may not delay testing for enrolled students, including virtual school students, until these windows. 9

13 Test Administration Schedule Test administrators must allow the exact amount of time allotted for test sessions and must not collect test materials or instruct students to submit computer-based tests until the end of the test session. While some students may finish before the time allotted for testing ends, this policy is in place to provide a fair environment for students who require all or most of the allotted time and to avoid pressuring any student to finish early. 13

14 Make-Up Administration Procedures All security and administration procedures must be followed while conducting make-up tests. Please remember that after ANY administration, initial or make-up, secure materials must be returned immediately to the school assessment coordinator and placed in locked storage. Secure materials must never remain in classrooms or be removed from the school’s campus overnight. For all assessments, sessions must be completed in the designated order. For example, Session 1 MUST be completed before Session 2. For assessments with three sessions, students must complete Session 1 and Session 2 before completing Session 3. Any students absent for a session may not participate in the next session until they have completed the session that they missed. For make-up testing, two-day tests should still be administered over two days. 14

16 Students to be Tested FSA All students enrolled in tested grade levels/subjects participate in the Spring 2016 FSA administration with or without accommodations, per Section 1008.22(3)(a), Florida Statutes. FSA ELA Reading- Grades 3-10 FSA ELA Writing- Grades 4-10 FSA Mathematics- Grades 3-8 FSA ELA Retake- Retained 10- adult FSA Algebra 1, Geometry, Algebra 2 EOCs- Completed course in Semester 2 FSA ELA and Mathematics- Students must take the test appropriate for the grade level in which they are receiving instruction. FSA ELA- Students must take the same grade-level test for ELA Writing and ELA Reading to receive an ELA score. 16

17 Students to be Tested Special Program Students Make arrangements to test special program students (Home Education, McKay Scholarship, FTC Scholarship, Virtual School, etc.).  The parent/guardian is responsible for contacting the district to register the student for the selected assessments and for transporting the student to and from the district-assigned testing location.  The parent/guardian is also responsible for providing the following to the testing location on or before the day of the test: all student demographic information, photo identification (if the student is unknown to the test administrator or other school staff), and emergency contact information. 17

18 Students to be Tested English Language Learners (ELLs) All ELLs participate in statewide assessments. ELLs who have been enrolled in a U.S. school for less than one year may be exempt from the FSA ELA Reading & Writing assessments. Exempt ELLs must participate in the annual English language proficiency assessment. All ELLs enrolled in tested grade levels and subjects are expected to participate in FSA Mathematics, FCAT Science, FSA EOC and FCAT 2.0 EOC assessments no matter how long these students have been enrolled in a U.S. school. See Appendix A of the Spring Manuals for information regarding allowable accommodations for ELLs. 18

19 Students to be Tested Students with Disabilities Students with disabilities participate in the statewide assessment program by taking one of the following: –FSA without accommodations, –FSA with accommodations, or –Florida Statewide Alternate Assessment (FSAA). All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan. See Appendix A of the spring manuals for information regarding allowable accommodations for students with disabilities. 19

20 Students to Be Tested Students Confined to Custodial or Residential Institutions Contact FDOE to discuss how to proceed with testing students who are confined to a custodial or residential institution and are eligible to participate in this test administration. Test administrations at custodial/residential institutions will be authorized at the discretion of FDOE. 20

21 What’s New FSA Secure Browser All schools administering computer-based tests must download and install the new FSA Secure Browser for 2015–2016 test administrations. The new secure browser was released on the FSA Portal on Monday, August 17, 2015. The previous version of the secure browser will no longer work. 21

22 What’s New- CBT Tools Select Response Version Tool Students taking computer-based tests now have the option of using a Select Response Version tool, which allows students to view and restore responses they previously entered for text response questions (i.e., questions that require students to type a response into a text box). Response versions are only available during the session in which they were written and will not be available after a student pauses or submits his or her test. Test administrators should be sure to discuss the Select Response Version Tool during the computer-based practice tests. 22

24 Test Materials CBT Tools Several tools are available to students taking computer-based assessments. Students will practice using these tools during the practice test; instructions for using these tools are provided in the script for administering practice tests. 24 ToolDescription Expand/Collapse Passage A student can expand or collapse a passage for easier readability. Help A student can view the “Test Instructions and Help,” which provides information about how to use the Test Delivery System. Highlight A student can highlight text in a passage or item. (Text in images cannot be highlighted. The Highlighter tool cannot be used if the Line Reader tool is being used.) Line Reader A student can highlight one line of text in a passage or item at a time. (The Line Reader tool cannot be used if the Highlighter tool is being used.)

25 Test Materials CBT Tools (cont.) 25 ToolDescription System Settings A student can adjust volume during the test. (text-to-speech accommodation only) Tutorial A student can view a short video about each item type and how to respond to that item type. Zoom In A student can increase and decrease the size of the font and images on the test. Four levels of zoom are available. Zoom Out Select Response Version A student can view and restore responses previously entered for a Text Response item. Notes A student can use an on-screen notepad to take notes. The same notepad is available throughout the entire test.

26 Accommodations General Information about Accommodations Appendix A in the spring manuals provides information concerning allowable accommodations for students with disabilities and ELLs. The test administrator and the school assessment coordinator are responsible for ensuring that arrangement for accommodations have been made prior to the test administration dates. PAPER-BASED TESTS: For eligible students participating in the paper- based Grade 3 FSA ELA Reading; Grades 3 and 4 FSA Mathematics; Grades 4-7 FSA ELA Writing, the following accommodated materials are available: –Large print –Contracted braille –Uncontracted braille –One-item-per-page 26

28 Accommodations 28 “Read to” Accommodations – FSA ELA Writing Component – Students with an oral presentation accommodation on their IEPs/504 plans may have the directions and prompt read aloud to them. The Writing Component of the ELA test requires that students read a variety of texts and respond to what they have read. Because this portion of the test assesses reading skills as well as writing skills, the passages may NOT be read aloud to students. – FSA ELA Reading Component – Students with an oral presentation accommodation on their IEPs/504 plans may have the directions, test questions, and answer choices read aloud to them. The Reading passages may NOT be read aloud to students. – FSA Mathematics – All mathematics directions, test questions, and answer choices may be read aloud to students with this accommodation (this policy has not changed). – For all CBT tests, text-to-speech features will be available on the appropriate read- aloud portions for students who are assigned this accommodation in TIDE. – School assessment coordinators must ensure students have been assigned this accommodation in TIDE prior to testing.

29 Test Materials FSA ELA Writing 29 FSA ELA Writing Test and Answer Books Grades 4–7 students and Grades 8–10/Retake students with paper-based accommodations receive FSA ELA Writing Test and Answer Books. FSA Writing Planning Sheets ALL Grades 4–10 students receive Writing Planning Sheets that they may use to take notes and plan their responses. The planning sheet is a one-page, letter-sized sheet. The front of the sheet is lined. The Testing Rules Acknowledgment is printed on the back of the sheet. *Used planning sheets are secure materials and must be stored in a secure location after testing.

30 Test Materials Reading Passage Booklets & Writing Passage Booklets (Accommodations only) FSA ELA Reading and Writing Reading and/or Writing Passage Booklets are provided for eligible students taking a computer-based Reading or Writing assessment who have this accommodation indicated in their IEPs or Section 504 plans. Regular print and large print versions of the passage booklets are available. The booklet contains reading passages but do not contain test items or prompts. Students may write in the booklets but will respond to test items on the computer or device they will use for the assessment. Passage Booklets are secure materials and must be stored in a secure location before and after testing. 30

31 Test Materials- FSA ELA Reading- Grade 3 FSA Mathematics- Grades 3 &4 31 The following test materials will be provided for students participating in the paper-based Spring 2016 FSA ELA Reading and Mathematics administrations: Grade 3 ELA Reading Test and Answer Books Grade 3 Mathematics Test and Answer Books Grade 4 Mathematics Test and Answer Books Students taking Grades 3 and 4 Mathematics are not provided with standalone reference sheets, calculators, or rulers for this test administration. Students taking paper-based tests are not provided with CBT Worksheets, work folders, or scratch paper of any kind, but they may use the blank space in their books. PBT

32 Test Materials FSA ELA Reading, Math, EOCs Students participating in the computer-based Grades 4 –10 FSA ELA Reading Component, Grades 5–8 FSA Mathematics, and FSA EOC assessments will receive the following materials as applicable: CBT Worksheets (ELA Reading only) CBT Work Folders (Mathematics and EOCs only) Scientific Calculators* (Grades 7-8 Mathematics; FSA EOCs– not in Session 1) Mathematics Reference Sheet (Hard copies may be provided) Headphones/Earbuds (ELA Reading only) *Student may receive a calculator if they do not choose to use the online calculator. 32

33 Test Materials CBT Worksheets 33 CBT Worksheets CBT Worksheets, provided for students taking the FSA ELA Reading, are single letter-sized worksheets. Students may use the front and back of the worksheet to take notes during each session of ELA Reading. The Testing Rules Acknowledgment is printed on the back of the CBT Worksheet. CBT Worksheets are not provided for students testing with paper- based accommodations. These students may use the blank space in their test and answer books to take notes. Each student must be given a new worksheet for each ELA Reading test session. Used worksheets are considered secure materials and must be kept in locked storage and kept in a secure location at school until scores are released.

34 Test Materials CBT Work Folders 34 Work Folders Florida Computer-Based Testing Work Folders, provided for students taking FSA Mathematics and EOCs, are four-page folders that students may use to work the mathematics problems. The Testing Rules Acknowledgment is printed on page two. The last page of the folder (back cover) is printed with graph paper. Work folders are not provided for students testing with paper- based accommodations. These students may use the blank space in their test and answer books to work the problems. Used work folders are considered secure materials and must be kept in locked storage and kept in a secure location at school until scores are released.

35 Test Materials Calculators Scientific Calculators Grades 7 and 8 FSA Mathematics and Algebra 1, Geometry, and Algebra 2 EOC assessments include a scientific calculator in TDS. The scientific calculator is available for Session 2 and 3 of the Grades 7 and 8 Mathematics and for Session 2 of the Algebra 1, Geometry, and Algebra 2 EOCs. Handheld scientific calculators MAY be provided to ALL students during the appropriate test sessions ONLY. The FSA Mathematics Calculator and Reference Sheet Policies document, available in the FSA Portal, includes a list of the required and prohibited calculator functionalities, as well as a list of FDOE-approved calculators for the 2015-16 school year. Providing a calculator with prohibited functionality or in the incorrect test session (Session 1) is cause for test invalidation. *Calculators MUST be provided to students taking the paper-based version of all the above listed tests. 35

36 Test Materials Reference Sheets FSA Mathematics (Grades 5-8) and FSA EOCs Math Reference Sheets are provided in an online format for CBT testers; however, schools may provide hardcopy reference sheets or to students. Used Reference Sheets are considered secure materials and must be kept in locked storage and kept in a secure location at school until scores are released. 36

37 Test Materials Headphones/Earbuds 37 Headphones/Earbuds Grades 4–10/Retake (CBT & PBT-accom) students MUST have headphones or earbuds for the ELA Reading assessment. FDOE does not provide headphones or earbuds. Students may use their own. There are no technical specifications for headphones or earbuds. Headphones or earbuds should be checked to ensure they work with the computer or device the students will use for the assessment prior to the first day of testing. Plug headphones or earbuds in and adjust system volume prior to launching the secure browser on each day of testing. A sound check is built in to the assessment, and students are asked to verify that headphones and earbuds are working prior to entering the test. FDOE will provide instructions for how paper-based students will access listening stimuli. Students with paper-based accommodations must have access to a computer or device to access this content.

38 Test Materials/Set-Up Computer Preparations The AIR Secure Browser must be installed on all computers or devices that students will use for testing. Instructions for installing the Secure Browser are available in the FSA Portal. Information on devices supported for testing may be found in the System Requirements for Online Testing, also available in the portal. Support During Testing During testing, a test administrator should not attempt to resolve technical issues if it is disruptive to students. The test administrator must have a way to contact the school assessment coordinator or technology coordinator without leaving the room unattended. If a student has difficulty logging in or gets kicked out of his or her test more than once, the student should not continue to attempt to log in until the issue is diagnosed and resolved. Test administrators are encouraged to refer to the Test Administrator User Guide and other CBT resources available in the portal. 38

39 Preidentified Student Labels Districts and schools will receive blank labels to create On-Demand PreID Labels in TIDE for students who need them. Additional blank labels may be ordered through TIDE, if needed. You will be able to sort alphabetically, by grade level, or by class code before printing On-Demand PreID Labels in TIDE. Class Code: -FSA ELA/Mathematics- By homeroom -FSA EOCs- By assigned course The preidentification information provided by districts is used to print PreID labels and rosters. School staff may verify and apply labels no sooner than one week prior to testing.* * Grades 3 & 4 will receive paper-based materials before Spring Break. Please sign form at this training. 39 PBT

40 Demographic information. The front covers of the test and answer books no longer contain bubbles to grid demographic information. PreID labels must be used. 41 41 Labels District/School labels and DO NOT PROCESS labels will NO LONGER BE USED on student test and answer books. If students will test on paper, PreID labels MUST be used. If a test and answer book is invalidated, the Do Not Score (DNS) bubble must be gridded. If a test and answer book should not be processed, return it with all other NOT TO BE SCORED materials. 42 Preidentified Student Labels Affix PreID Labels Please adhere to the following policies when preparing student materials: Affix labels in the box on the student grid sheet that states “APPLY PREID LABEL HERE.” Please note that this box contains a barcode used for scanning unused documents which will be covered by the PreID Label on TO BE SCORED documents. Only the school assessment coordinator and other authorized school personnel may open the shrink-wrapped packages and affix labels. Sealed test and answer books must not be opened. Do not use student labels from previous administrations. Ensure the administration (e.g., Spring 2016 FSA ELA Writing) is correctly indicated on the label. Students and unauthorized school personnel are not permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing. The Test Materials Chain of Custody Form must be maintained at all times. All secure materials must be returned to locked storage and remain there until testing. 42 PBT

43 Preidentified Student Labels Affix PreID Labels (cont.) Follow these steps when verifying student information and affixing a PreID Label to a test & answer book: 1.Verify that the student is still enrolled and that the student will be tested. Labels for students not testing should be destroyed in a secure manner because they contain student information. 2.Verify the information on the PreID roster against the school’s student information database. Because the complete Social Security Number is not printed on the label, the PreID roster must be used to verify student information. It is not necessary to verify the labels against the roster because the same data file was used to create both. 3.If any information other than the student ID number (Social Security Number or Florida Student Number) is blank or incorrect on the PreID Label, the information should be entered or edited in TIDE, but the label may still be used. If the student ID number is INCORRECT, a new student record must be created in TIDE and an On-Demand PreID Label must be printed. 43 PBT

44 Preidentified Student Labels Affix PreID Labels (cont.) 4.In order for a document to be properly scanned, carefully place the label in the box that states “APPLY PREID LABEL HERE.” Ensure the barcode on the label is legible (i.e., not smudged or faded) and the label is not wrinkled or applied unevenly. 5.Do not remove labels once they have been affixed; however, if information on a label is incorrect, a new label may be printed and applied over the incorrect label. 44 PBT

45 Test Security Per Test Security Statute, s. 1008.24, F.S., and Florida State Board Rule, 6A-10.042, Florida Administrative Code (FAC), inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. Examples of prohibited activities include the following: Reading or viewing the passages, test items, or writing prompts before, during, or after testing Revealing the passages, test items, or writing prompts Copying the passages, test items, or writing prompts Explaining or reading the passages, test items, or writing prompts for students Changing or otherwise interfering with student responses to test items or writing prompts Copying or reading student responses Causing achievement of schools to be inaccurately measured or reported 45

46 Test Security Policies and Procedures The security of all test materials must be maintained before, during, and after test administration. Under no circumstances are students permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing. After ANY administration, initial or make-up, secure materials (e.g., test and answer books, passage booklets, test tickets, used worksheets, used work folders, used planning sheets) must be returned immediately to the school assessment coordinator and placed in locked storage. The Test Materials Chain of Custody Form must be maintained at all times. 46

47 Test Security Policies and Procedures No more than three people should have access to the locked storage room. Secure materials must never be left unsecured and must not remain in classrooms or be taken off the school’s campus overnight. Test & Answer Books should never be destroyed (e.g., shredded, thrown in the trash), except for soiled documents, as described in the “Hazardous Materials” section of the manual. Any monitoring software that would allow test content on student workstations to be viewed or recorded on another computer during testing must be turned off. 47

48 Test Security Policies and Procedures 48 Hazardous Materials If a used test and answer book is soiled (e.g., with blood or vomit), the district assessment coordinator should email the security number to DRC, attention Florida Project Team, at FLProjectTeam@DataRecognitionCorp.com. At their discretion, school personnel may transcribe the response into a replacement test and answer book and print an On-Demand PreID Label for that book. The damaged test and answer book should then be destroyed or disposed of in a secure manner (e.g., shredding, burning). Soiled test and answer books should not be returned to DRC. PBT

49 Test Security Policies and Procedures School administrators, school assessment coordinators, technology coordinators, test administrators, and proctors must receive adequate training prior to test administration and all personnel must sign and return a Test Administration and Security Agreement stating that they have read and agree to abide by all test administration and test security policies and procedures. Additionally, any other person who assists the school assessment coordinator, technology coordinator, or test administrator must sign and return an agreement. Test administrators must sign a Test Administrator Prohibited Activities Agreement, located in Appendix E of the manual. 49

50 Test Security Policies and Procedures Each school is required to maintain an accurate Security Log, provided in Appendix E of the manuals, and an accurate Seating Chart for each testing room. Anyone who enters a testing room for the purpose of monitoring the test is required to sign the log. This applies to test administrators, proctors, and anyone who relieves a test administrator, even for a short break, regardless of how much time he or she spends monitoring a testing room. Test administrators must NOT administer tests to their family members. Students related to their assigned test administrator should be reassigned to an alternate test administrator. In addition, under NO circumstances may a student’s parent/guardian be present in that student’s testing room. 50

However, FDOE strongly recommends that proctors be assigned to testing rooms with fewer than 26 (CBT) or 31 (PBT) students whenever possible. In order to provide the best testing environment for our students and to best protect our teachers from wrongful accusations, Citrus County will adhere to the following guidelines:

Proctors and anyone who assists with any aspect of test preparation or administration must be informed of the test security laws and rules prohibiting any activities that may threaten the integrity of the test. Each proctor who monitors a testing room for any length of time must sign a Test Administration and Security Agreement and the Security Log for that room. School personnel and non-school personnel may be trained as proctors. Prior to testing, all proctors should be informed or their duties and of the appropriate test security policies and procedures. School personnel duties may include preparing and distributing materials. Non-school personnel may assist test administrators during test administration; however, they may NOT participate in any of the test administration procedures (e.g., distributing and collecting test materials, providing accommodations). All proctors may help monitor rooms during test administration; however, they may NOT assist in rooms where their family members are testing. 52

53 Test Security Policies and Procedures Security Numbers A unique identification number and a bar code are printed on the front cover of all SECURE DOCUMENTS: All regular print test and answer books Writing and Reading Passage Booklets Special document test materials – large print – Braille – one-item-per-page These secure documents must be protected from loss, theft, and reproduction in any medium. The security number consists of the last eight digits of the identification number. These eight digits are located next to the barcode. In the sample barcode, the security number is 41000001. 53

Schools must maintain test security by using the security numbers to account for all secure test materials before, during, and after test administration until the time they are returned to the contractor. The test administrator should also maintain a record of the security numbers for all test and answer books assigned to him or her. If a test administrator receives test and answer books that are not already listed, the security numbers of those materials must be added to this record with the names of the students to whom the test materials are assigned. The security number(s) of the document(s) assigned to and returned by each student should be recorded and verified at the completion of each day of testing.

55 Test Security Policies and Procedures Missing Materials Schools must investigate ANY report of missing materials and report missing secure materials (e.g., test and answer books, Writing/Reading Passage Booklets, used planning sheets) to the district assessment coordinator immediately. A form to report missing secure materials can be found at www.FSAssessments.org. School personnel and district assessment coordinators may use this form, manipulate this form, or create their own form to submit with a written report. Schools must investigate ANY report of missing materials. If, after a thorough investigation, a secure document is not found, the school assessment coordinator must contact the district assessment coordinator. 55

56 Test Security Policies and Procedures Missing Materials (cont.) Within 30 calendar days of the incident, a written report must be submitted to FDOE. The report must include, as applicable: –the nature of the situation, –the time and place of the occurrence, –the names of the people involved, –copies of completed forms, –a description of the communication between the district assessment coordinator’s office and school personnel, –how the incident was resolved, and –what steps are being implemented to avoid future losses. 56

57 Test Irregularities/ Security Breaches Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) to the school assessment coordinator immediately. A test irregularity may include testing that is interrupted for an extended period of time due to a local technical malfunction or severe weather. School assessment coordinators must notify district assessment coordinators of any test irregularities that are reported. Decisions regarding test invalidation should not be made prior to communicating with the district assessment coordinator. Test administrators should report possible breaches of test security (e.g., secure test content that has been photographed, copied, or otherwise recorded) to the school assessment coordinator immediately. If a security breach is identified, the school assessment coordinator must contact the district assessment coordinator. 57

58 Test Irregularities/ Security Breaches For test irregularities requiring further investigation by the district and for security breaches, a written report must be submitted within 10 calendar days after the irregularity or security breach was identified. District assessment coordinators should submit the report through FDOE’s ShareFile site (fldoe.sharefile.com), using the process outlined in the manual. 58

59 Test Invalidation/Defective Materials Policies and Procedures Test Invalidation Remember that the main purpose of invalidation is to identify when the validity of test results has been compromised. A test administrator should discuss any situation involving possible invalidation with the school assessment coordinator, and the situation should be investigated immediately. If a situation described in the Test Invalidation/Defective Materials Policies and Procedures section of the manual occurs, test administrators should discuss the situation with the school assessment coordinator, and the situation should be investigated immediately. School assessment coordinators should contact the district assessment coordinator to notify them of any situations or possible invalidations. 59

If a DNS bubble is gridded by mistake, erase it completely and grid the UNDO bubble. Remember that invalidated paper-based tests should be returned with TO BE SCORED test and answer books in order to be counted for participation purposes. Test invalidations for CBT assessments are handled in TIDE. Invalidating a test will require the student’s ID number and the reason for invalidation. Complete instructions on invalidating tests via TIDE are available in the TIDE User Guide. 60

61 Test Invalidation/Defective Materials Policies and Procedures DNS Guidelines for Defective Materials If a defective test and answer book is identified before testing begins, give the student a replacement book. If the test and answer book is USED, grid the DNS bubble and return the defective test and answer book with all other NOT TO BE SCORED materials. It is NOT necessary to grid the DNS bubble if the test and answer book is defective and UNUSED and has been packaged properly for return with all other NOT TO BE SCORED materials. WRITING- If a student discovers that the test and answer book is defective during testing, instruct the student to continue writing his or her response in the test and answer book. After the test session has ended, the student must, under the supervision of the test administrator, transfer the exact response from the test and answer book to a replacement test and answer book and print an On-Demand PreID Label for that book. 61 PBT

READING, MATH, EOCs- If a student discovers that the test and answer book is defective during testing, give the student a replacement document with the same form number. If a replacement book with the same form number is not available, give the student a book with any form number. After the test session has ended, the student must, under the supervision of the test administrator, transfer the exact responses from the defective test and answer book to the replacement test and answer book. If any test items differ between the original test and answer book and the replacement test and answer book, leave those items blank. The student’s score will not be negatively impacted. 70 Test Administrator Before Testing- Practice Tests Conduct Scripted Practice Test Sessions Computer-Based Tests- Students participating in computer-based tests are expected to participate in a scripted practice test session at school, with the exception of students who have already taken a practice test for a particular subject this school year (i.e., Retake or EOC assessments). Students receiving accommodations during testing should take a practice test with their accommodations enabled. Separate accommodated scripts are available. Paper-Based Tests (accommodation)- Beginning in Spring 2016, students taking a regular print or one-item-per-page paper-based accommodation of an FSA ELA Reading, Mathematics, or EOC assessment are required to participate in a test item practice session prior to the operational assessment. Students with a braille or large print accommodation must participate in a practice test session using the appropriate practice materials. 70

74 Test Administrator Before Testing Test Item Practice for Paper-Based Tests If you are administering an FSA ELA Reading, Mathematics, or EOC assessment to students taking a paper-based assessment, including students with regular print or one-item-per-page accommodations, conduct a test item practice session using the applicable Directions for Completing Test Items handout and scripts based on instructions from your school assessment coordinator. The Directions handouts contain sample test items to prepare students to take the paper-based FSA assessments and will help familiarize you and your students with the various item types. Directions handouts and scripts for test item practice sessions are available in the FSA Portal. Students with a braille or large print accommodation are required to participate in a paper-based practice test using the appropriate practice materials. Students should be encouraged to access the Directions handouts and/or regular practice tests and answer keys in the FSA Portal and practice on their own. 74 PBT

75 Test Administrator Before Testing Prepare the Room for Testing Tests should be administered in a room that has comfortable seating and good lighting. Make sure that the room is adequately ventilated and free of distractions. Remove or cover all visual aids in the room, such as word lists, spelling lists, word definitions, punctuation charts, transitional devices, organizational patterns or charts showing mathematical concepts. Students may not have access to any unauthorized aids. Discuss any concerns with your school assessment coordinator. For computer-based test, sufficient workspace should be provided for students to use their test materials (passage booklets, worksheets, work folders, planning sheets, etc.). Students must not be able to easily view other students’ computer or device screens, passage booklets, worksheets, planning sheets, or work folders. For paper-based test, arrange the room so that each student will have enough workspace for test materials. There must be at least three feet between students. Make sure that students are not facing each other when seated at tables and are not in seating (stadium or staggered) that allows them to easily view other students’ answers. 75

If administering a computer-based test, –check the configuration of your testing room during the practice test to make sure you will be able to provide a secure environment during testing. Make adjustments prior to the test administration. If necessary, use visual blocks (e.g., file folders taped to the sides of computer screens). –when you arrive on the day of testing, open each student workstation in the testing room to the student login screen as indicated in the script, but do not log in for students. Ensure that you have a way to contact the technology coordinator or school assessment coordinator without leaving the room unattended. Outside each door to the testing room, post a sign that reads TESTING—Please Do Not Disturb Post the Electronic Devices sign, appropriate Session sign, and (if applicable) No Calculators sign inside the testing room where they will be visible to all students. Display starting and stopping times for students as instructed in the test administration script. For paper-based test administrations, display district name, school name, and test group code. 76

81 Test Administrator Before Testing Test Administration Manual You will need the appropriate manual to read the test administration scripts to students. You are responsible for reading the Test Administration Policies and Procedures and Test Security Policies and Procedures sections, the Test Administrator Responsibilities sections, appropriate appendices, and the administration scripts BEFORE testing. When testing students who are allowed certain accommodations, you may need to modify the administration scripts. It is especially important that you review the scripts BEFORE testing begins to determine the necessary modifications. 81

82 Test Administrator Before Testing Watch or Clock You will need a watch or clock to ensure that students are allowed the correct amount of time for each FSA test session. Starting and stopping times should be provided by your school assessment coordinator and displayed for students according to the instructions in the test administration script. If a disruption occurs during testing, note the time of the disruption and provide students the correct amount of remaining time once testing resumes. For the ELA Writing Retake, any student not finished by the end of the allotted session time may continue working up to half the length of a typical school day. Remember that failure to provide the correct amount of time will likely result in test invalidation. 82

Anyone who enters a room for the purpose of monitoring a test MUST sign the log. 84 84 Planning Sheets- ELA Writing (Grades 4-10) The school assessment coordinator will provide Writing Planning Sheets for ALL students participating in this test administration (for both PBT and CBT). Students must print their names on the front of the planning sheets. –CBT students sign below the Testing Rules Acknowledgment on the back of the planning sheet. –PBT students sign below the Testing Rules Acknowledgment in the test and answer books. Ignore the Acknowledgement on the back of the planning sheet. Students may use the front and back of their planning sheets to plan before writing their responses. Used planning sheets are secure materials and must be returned to the school assessment coordinator after testing. Test Administrator Before Testing

85 Work Folders and CBT Worksheets You will receive work folders for all students participating in CBT administrations of FSA Mathematics and FSA EOCs to work the problems during each test session. The Testing Rules Acknowledgment is printed on page two of the work folder. – For Sessions 2 and 3 of Grades 6–8 FSA Mathematics, students should use the same work folder for Session 2 and Session 3. However, you should have extra work folders on hand in case students need additional space to work the problems. You will receive CBT worksheets for all students participating in CBT administrations of FSA ELA Reading. The Testing Rules Acknowledgment is printed on the back of the worksheet. Distribute the work folders and worksheets as instructed in the administration scripts, and collect work folders and worksheets after each test session. Used work folders and worksheets are considered secure materials. 85

86 Test Administrator Before Testing Test and Answer Books The school assessment coordinator will provide test and answer books for: – ELA Writing- Grade 4-7 and for Grade 8-10/Retake students with paper-based accommodations. – ELA Reading- Grade 3 students and for Grade 4–10 students with paper-based accommodations. – Mathematics- Grade 3-4 students and for Grade 5-8 students with paper-based accommodations. Test and answer books are secure materials and should be delivered or picked up immediately before the beginning of a test. If additional materials are needed, please contact the school assessment coordinator. 86 PBT

87 Test Administrator Before Testing Reading or Writing Passage Booklets (CBT accommodation) You may receive Reading or Writing Passage Booklets for eligible students taking computer-based ELA assessments if this accommodation is indicated in student IEPs or Section 504 plans. Provide the booklets to students with this accommodation as instructed in the administration scripts. Supervise while students break the seal at the beginning of each session as instructed in the scripts. Students may write in these booklets, but should respond to the prompt or items on the computer or device they are using to take the assessments. Passage Booklets are secure materials. All booklets must be collected immediately after testing and returned to your school assessment coordinator. 87

88 Test Administrator Before Testing 88 Test Tickets For each computer-based test session, your school assessment coordinator will provide you with test tickets for the students testing in your room. Each test ticket includes a student’s First Name and Username for logging in to a computer-based test. Test tickets are generated in TIDE. For instructions on generating and printing test tickets, please refer to the TIDE User Guide. All test tickets must be collected immediately after testing and returned to your school assessment coordinator. Test tickets are secure materials.

89 Test Administrator Before Testing Calculators A scientific calculator is available in the CBT test platform for Grades 7 and 8 FSA Mathematics and all FSA EOC assessments. Handheld scientific calculators MAY be used by students only if all students are provided with a handheld calculator. Ensure that any handheld scientific calculators have only the allowable functionality, as indicated in the FSA Calculator & Reference Sheet Policies document (available in the portal). The calculator feature is only available to students in Sessions 2 and 3 of Grades 7 and 8 Mathematics and Session 2 of EOC assessments. If providing handheld calculators, ensure that students are ONLY provided handheld calculators in the appropriate test sessions. Students testing with paper-based accommodations MUST be provided a handheld scientific calculator for the appropriate sessions. Use of handheld calculators with prohibited functionalities is cause for invalidation. 89

90 Test Administrator Before Testing Test Group Code (for PBT only) The school assessment coordinator will provide you with a unique four-digit test group code for each PBT test (e.g., same code for both sessions). The test group code is used as a security measure to identify groups of students tested together. Post the test group code at the beginning of the test and record the code with your required administration information on your seating chart. 90 PBT

91 Test Administrator Before Testing Special Documents Refer to Appendix A in the manual to verify that you have the materials needed to administer the test to students who require large print or one-item-per-page. Refer to the braille scripts and instructions in the FSA Portal to ensure that you have the materials needed to administer the test to students who require braille. 91 PBT

92 Test Administrator Before Testing Communicate Testing Policies to Parents/Guardians and Students- *Parent Letter Templates are emailed to you and can be combined on one letter. Prior to testing, make sure students and their parents/guardians understand the following policies: Electronic Devices Policy—If students are found with ANY electronic devices, including, but not limited to, cell phones or smartphones, during testing OR during breaks, their tests will be invalidated. The best practice would be for students to leave devices at home or in their lockers on the day of testing. Calculator Policy—For FSA Mathematics and FSA EOC assessments, calculators may NOT be used during SESSION 1. In addition, only approved calculators are allowed. Schools must ensure that handheld calculators meet the specifications published by FDOE. Leaving Campus—If students leave campus before completing a test session (for lunch, an appointment, illness, etc.), they WILL NOT be allowed to complete the test. Students and parent/guardians should be aware of this policy. If a student does not feel well on the day of testing, it may be best for the student to wait and be tested on a make-up day. 92

Discussing Test Content after Testing—The last portion of the testing rules read to students before they affirm the Testing Rules Acknowledgment reads, “Because the content in all statewide assessments is secure, you may not discuss or reveal details about the prompt, test items, or passages after the test. This includes any type of electronic communication, such as texting, emailing, or posting online, for example, on websites like Facebook, Twitter, or Instagram.” “Discussing” test content includes any kind of electronic communication, such as texting, emailing, or posting to blogs or social media websites, etc. While students may not share information about secure test content after testing, this policy is not intended to prevent students from discussing their testing experiences with their parents/families.

94 Test Administrator During Testing  Keep accurate time. Record starting and stopping times in the spaces provided in the script and also display these times for students. Remember that failure to provide the correct amount of time will likely result in test invalidation.  ELA Retake and FSA EOC assessments- Students may be provided up to half the length of a typical school day to complete the test session. (Students are NOT required to have an extended time accommodation to receive additional testing time for these assessments.)  Maintain your Seating Chart and Administration Record/Security Checklist.  Ensure that proctors and anyone who enters your room for the purpose of monitoring the test sign the Security Log for your room.  If a student starts the test and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that test.  If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student on a make-up day.  If you have concerns about the testing room, discuss them with your school assessment coordinator prior to testing. 94

Please read the important information and adhere to the instructions between the SAY boxes as you read the script to students. You may make necessary modifications to the script when testing students who are allowed certain accommodations. For example, if a student receives an additional time accommodation, modify references to the amount of time allotted for testing.

As you read the portion of the script regarding the Testing Rules Acknowledgment, walk around the room and ensure that all students sign below the acknowledgment. If a student in your testing room does not sign to acknowledge the testing rules, contact your school assessment coordinator. 97

98 Test Administrator During Testing Maintain Test Security Maintain test security at all times, and report violations or concerns to your school assessment coordinator immediately. Adhere to the Test Security Policies and Procedures section of the manuals and the Statute and Rule in Appendix D, and abide by the Test Administration and Security Agreement and the Test Administrator Prohibited Activities Agreement that you signed prior to testing. Maintain your record of required administration information (Administration Record/Security Checklist), Security Log, and Seating Chart during testing. Your full attention should be on students at all times during testing. If issues arise during testing, you may need to use your computer or phone to contact your school assessment coordinator; however, it is not appropriate to use the computer or phone for unrelated activities (such as grading or personal communication) during a test session. 98

99 Test Administrator During Testing Maintain Test Security (cont.) For CBT testing – –If students leave the room for short breaks (e.g., restroom), it is recommended that visual blocks be applied to students’ computer screens (e.g., monitors turned off, folders taped to screens) instead of pausing students’ tests. If a student test is paused in TDS, that student must log back in and be approved in TDS before he or she can continue testing. –For a longer break, you must secure a student’s computer or device by pausing the student’s test. Students may pause their own tests before leaving their seats. If the student has not paused his or her test, you must pause the test via the Test Administrator Interface. Your school assessment coordinator will provide directions. 99

100 Test Administrator During Testing Create, Start, Monitor, and Close the Test Session (for CBT ONLY) In the TA Interface within the Test Delivery System, you will create, start, monitor, and close the test session you are administering. Ensure you understand how to complete these steps BEFORE administering a test, and discuss any questions or concerns you have with your school assessment coordinator or technology coordinator. Ensure that you have test tickets, which contain the following student login information for all students in your testing room: –First Name as it appears in TIDE –Username provided in TIDE 100

101 Test Administrator During Testing Create the Test Session To create a test session, complete the following steps: 1.Go to the FSA Portal and click the “Administer the FSA” icon. 2.Log in to the Test Administrator Interface with your username and password. 3.Select the test you will be administering (e.g., Grade 9 FSA ELA Writing), and click “Start Operational Session.” 4.Record the Session ID, which students will need to log in to the test. The Session ID should be displayed where it is visible to all students and should also be recorded with your required administration information and on your seating chart. 5.To log in to the test, students will enter their first names, their usernames, and the Session ID. It is important that students check to make sure the demographic information on the test tickets (such as date of birth) is correct and enter their usernames and first names exactly as they appear on test tickets. If any information is incorrect on a test ticket, contact your school assessment coordinator. 101

102 Test Administrator During Testing Approve Students to Test Once students have logged in to the test, you must approve them by completing the following steps to start the test session: 1.In the Test Administrator Interface, select the Approvals button to review the list of students ready to begin testing. 2.Ensure that all students have logged in correctly; then, select “Approve All Students.” 3.Read the information on the “Important!” pop-up window and select “Yes.” 102

103 Test Administrator During Testing Monitor the Test Session During testing, monitor student progress by viewing the “Student Status” column in the Test Administrator Interface. This page automatically refreshes every 60 seconds. When the page refreshes, student statuses are updated. If students have technical issues, contact your school assessment coordinator or technology coordinator for assistance immediately. Your attention should not be diverted from students at any time during testing. Note: As a security measure, test administrators are automatically logged out after 90 minutes of test administrator and student inactivity. If you are logged out and there is no student activity, the session will close and all in-progress tests in the session will be paused. You will need to log back in to the TA Interface, create a new session, and approve students as they log in to resume their tests. A session will remain active if students are waiting for approval, if students are actively taking the test, or if the test administrator is interacting with the TA Interface. 103

104 Test Administrator During Testing Close the Test Session Once all students have paused or submitted their tests, end the test session immediately by clicking “Stop” in the Test Administrator Interface. This will pause any remaining tests, so only select “Stop” after all students have submitted their tests. Then log out of the Test Administrator Interface by clicking “Log Out” in the upper right corner of the screen. 104

105 Test Administrator During Testing Supervise Test Administration During testing, ensure that students: Have cleared their desks or workstations of all materials except for the appropriate test materials (pencils, test and answer books, test tickets, passage booklets, planning sheets, and worksheets or work folders, as applicable). Do not have books, notes, scratch paper (other than their planning sheets, work folders, worksheets), or electronic devices of any kind other than those used for testing during testing, even if they do not use them. Do not talk to other students or make any disturbance. 105

Do not have a handheld calculator during Session 1 of grades 7-8 Mathematics or EOC assessments. Are working in the correct session and, for PBT only, are recording their answers in the appropriate area. For PBT only, are using No. 2 pencils (mechanical pencils, ink pens, highlighters, crayons, colored pencils, markers, correction fluid, etc. are NOT permitted). Allow enough time to enter their responses into the test if they are using their planning sheets for the ELA Writing Test. 106

107 Test Administrator During Testing Supervise Test Administration (cont.) Writing Test- Students may use their planning sheets as work space to take notes and plan their responses. Students taking paper-based tests may underline and/or circle words or phrases, etc., in the passages and prompt. Discussing test content: While you may encourage students to continue working, you may NOT talk with them about the items or passages or help them with their responses. If students finish the test before the allotted time has elapsed, you may encourage them to go back and check their work. You may not provide students with any information that would allow them to infer the correct answer such as suggesting that they might want to review their responses on specific items. Further, you may not read planning sheets, worksheets, or work folders or check through test and answer books, return them to students after they have been collected, or discuss test content, even after all test materials have been returned and testing has been completed. Student reports a defective test item: If a student reports a test item that he or she thinks is defective, (e.g., two possible answers), do NOT review the item on your own. Most concerns result from a student not reading an item carefully; therefore, encourage the student to reread the item. If the student still thinks that the item is defective, reassure the student that a flawed item will not be used to calculate student scores. The student should answer the item to the best of his or her ability and continue with the test. Note the student’s name, grade level, form number (PBT), subject, item #, and basic student concern. Once testing has ended, inform your school assessment coordinator of the concern. 107

For CBT testing –Any desktop-viewing programs or similar software that would enable you to view test items and student responses must be turned off during testing. –If a student’s computer is disconnected from the test, contact the technology coordinator to help diagnose any technical issues. Then assist the student with logging in again. Once a student logs back in to his or her test, you will need to approve the student again in TDS. If a student still has difficulty logging in or gets kicked out of his or her test more than once, do not have the student continue attempting to log in until the issue is diagnosed and resolved. Additional troubleshooting information is available in the Test Administrator User Guide. 108

109 Test Administrator During Testing Supervise Test Administration (cont.) PBT Testing- Students are permitted to use the blank space in their test and answer books as workspace. Students may also underline and/or circle words, phrases, etc. in the passages or items; however, closely monitor students during testing to ensure that they do not make stray marks near the answer choice bubbles. Stray marks may interfere with the scanning of the document. – For example, if a student draws a line or an X through an answer that he or she thinks is wrong and the line extends into a bubble, the stray mark could be scored as the student’s answer. 109 PBT

110 Test Administrator During Testing After Testing Is Complete… You may not read or comment on student responses or help students plan what to write. Further, you may not read planning sheets or check through test and answer books, return them to students after they have been collected, or discuss test content, even after all test materials have been returned and testing has been completed. Students are NOT permitted to have paper or to write or, for CBT testing, use their computer or device after they have finished a session, even after their test materials have been collected. Test materials may not be returned to students once the materials have been collected. For students taking computer-based tests, follow the instructions from your school assessment coordinator for how students will access the comment form once they have finished the test. The comment form is available at fsassessments.org/student-comment-form. 110

111 Test Administrator After Testing  Verify that you have collected all required administration information (Administration Record/Security Checklist). Notify the school assessment coordinator immediately if any materials are missing.  Ensure that the accommodations provided to each student and the accommodations used by each student have been recorded with other required administration information on the Administration Record/Security Checklist.  Verify that each student has completed the required information (Student Name, School Name, District Name) in the box on the student grid sheet, even if a PreID or District/School Label has been affixed.  Verify that your Seating Chart and Security Log have been completed correctly.  Organize test materials and return them to your school assessment coordinator.  Complete the appropriate comment form in the FSA Portal. 111

113 School Assessment Coordinator Before Testing You are responsible for training all test administrators and proctors, including non- school-based instructors (e.g., itinerant teachers). You must train several employees to act as possible alternates. – Session Transitions. AIR has made improvements to the Test Delivery System (TDS) to prevent students from moving to the next session too soon. Please ensure test administrators have been trained on the steps students should take to complete each session. In the absence of sufficiently trained administrators, postpone testing until trained personnel are available. Be aware of the policies, procedures, and instructions detailed in the manual. Carefully read the manuals, the Test Administrator User Guide, and the TIDE User Guide (all located in the FSA Portal), as well as any local directions you have been given. Resolve any questions you might have with your district assessment coordinator.  Read the Test Administrator Policies and Procedures in the manual, then sign the Test Administration and Security Agreement.  Train your test administrators and proctors and ensure that they, as well as school administrators, sign a Test Administrator and Security Agreement.  Ensure that test administrators sign a Test Administrator Prohibited Activities Agreement. 113

Secure materials should be delivered to or picked up by test administrators immediately before the beginning of each test session. Verify that you have all necessary materials before testing begins. Contact your district assessment coordinator if you need additional Work Folders, Worksheets, or Manuals. Writing planning sheets were included in your shipment of test administration manuals. Contact your district assessment coordinator if you need additional planning sheets. Inventory the contents of boxes within 24 hours of receipt, and maintain an accurate Test Materials Chain of Custody Form at all times. Test administrators will need access to the Test Administrator Interface in TIDE in order to administer tests. – In addition, test administrators should access and become familiar with the Test Administrator User Guide (available in the FSA Portal) prior to testing and have access to it during testing. Work with your district assessment coordinator to ensure that all students are uploaded into TIDE for the Spring 2016 administration. Prior to testing, school and district assessment coordinators should verify that student eligibility is correct in TIDE and that any accommodations or test settings are correct. In order to participate in a computer-based test, students must be listed as eligible for that test in TIDE. Ensure test administrators understand how to create, monitor, and close test sessions in the Test Administrator Interface in TDS. Arrange practice test sessions to familiarize students and test administrators with the testing platform. Print Test Tickets to distribute to test administrators. Test Tickets contain login information for students. Each student must have a test ticket to log in to computer- based FSA assessments. Test tickets are generated in TIDE. 119 School Assessment Coordinator Before Testing Assign Test Group Codes Test group codes are used during paper-based administrations as a security measure to identify groups of students tested together. Your district assessment coordinator will provide instructions regarding four- digit test group codes that you will give to test administrators. Schools must ensure that each test administrator uses one unique four-digit test group code in his or her testing room for each test administered. Each testing room must use a different test group code. A different unique test group code must be provided for each make-up session. 119 PBT

120 School Assessment Coordinator Before Testing Print On-Demand PreID Labels A PreID label must be applied to all used test and answer books. Failure to apply a PreID label will delay the scoring process. Print On-Demand PreID Labels for students who were not included in the original PreID upload for spring administrations, who transferred to your school after the PreID upload, or whose PreID label has been damaged. Blank labels for printing On-Demand PreID Labels will be included with your initial shipment of test materials. Your district assessment coordinator may also place an additional order for blank labels if needed. See the TIDE User Guide for instructions on how to print On- Demand PreID Labels. 120 PBT

121 School Assessment Coordinator Before Testing Test Materials Chain of Custody Form You are required to maintain a Test Materials Chain of Custody Form, located in Appendix E of the spring manuals and in the FSA Portal. The purpose of this form is to track secure test materials at all times, including their location, the dates and times they are handled, and the names of the people performing various activities involving the materials. Schools must retain electronic or hard copies of completed forms for their files after materials are packaged for pickup and return the originals to the district assessment coordinator according to his or her instructions. 121

122 School Assessment Coordinator Before Testing Administration Record/Security Checklist Communicate to test administrators the process for collecting the required administration information for both computer-based and paper-based testing. For paper-based testing, maintain a record of the security numbers of the test and answer books, and, if applicable, Reading/Writing Passage Booklets. File all required administration information for future reference. Assign Proctors Assign proctors to testing rooms according to the guidelines -make sure that they understand their responsibilities, and explain the Security Log to them. FDOE strongly encourages use of proctors in ALL testing rooms. 122

123 School Assessment Coordinator Before Testing Arrange to Test Special Program Students Your district assessment coordinator may contact you to make arrangements for students in special programs (district virtual instruction programs, Home Education Program, etc.) to test at your school. Adhere to the information and instructions from your district assessment coordinator, and contact your district office if you have questions about testing special program students. Ensure Implementation of Accommodations Appendix A in the manual provides information concerning allowable accommodations for students with disabilities and for ELLs. Arrangements for implementing accommodations must be made prior to the administration dates. Make sure that test administrators have been properly trained regarding and have made provisions for the exact accommodations needed for individual students to avoid test invalidations. Make sure students receiving the following accommodations are marked appropriately in TIDE before testing begins: – Text-to-Speech – Answer Masking – Writing or Reading Passages 123

124 School Assessment Coordinator Before Testing Seating Charts Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. Ensure that test administrators record all information indicated in manual and that they create a new seating chart if the seating configuration changes during a test session. After testing, copy all seating charts, file the copies, and package the originals in the District Assessment Coordinator ONLY box. 124

125 School Assessment Coordinator Before Testing Meet with Technology Coordinator For CBT administrations, it is important that technology coordinators understand their responsibilities before, during, and after a computer-based test administration. Review the instructions and information for technology coordinators (located in the portal), as well as all test administration and security policies and procedures included in the manual, with your technology coordinator and create a plan for handling issues during testing. Technology coordinators are required to sign the Test Administration and Security Agreement. The technology coordinator should also be involved in all planning meetings to provide input on logistics and resolve any network issues. 125

126 School Assessment Coordinator Before Testing 126 Prepare Test Settings, Computers, and Devices Tests should be administered in a room that has comfortable seating and good lighting. Make sure that testing rooms are adequately ventilated and free of distractions. Sufficient workspace should be provided for students to use planning sheets, passage booklets, and paper-based test materials, as applicable. Students must not be able to easily view other students’ test materials and/or computer/device screens. Check the configuration of the testing rooms to make sure you will be able to provide a secure environment during testing. If necessary, use visual blocks. Also, check for and remove all unauthorized visual aids posted in classrooms or affixed to student desks. Ensure the technology coordinator has verified that all computers/devices meet the requirements needed to administer CBT tests, as indicated in System Requirements for Online Testing, and has installed the correct secure browser. – Before each test session, test administrators should launch the secure browser on each computer or device. – For more information, see the testing room requirements in the Spring/Summer 2016 FSA CBT Manual and the system specifications found in the FSA Portal.

127 School Assessment Coordinator Before Testing- Practice Tests (CBT) 127 Arrange CBT Practice Test Sessions Before a student can participate in a computer-based administration, the student must complete the appropriate practice test to learn how to use the computer-based system. Instruct school personnel to make students aware that they can access practice tests on their own any time prior to testing. The practice tests and scripts for administering the practice tests are available in the FSA Portal. Students who require accommodated CBT forms (e.g., text-to-speech, masking) must also complete the appropriate accommodated practice test(s). Accommodated practice tests and scripts are available in the FSA Portal.

128 School Assessment Coordinator Before Testing- Test Item Practice(PBT) 128 Arrange Test Item Practice Sessions (PBT only) Before a student can participate in a paper-based FSA ELA Reading or Mathematics test, the student must complete a test item practice session conducted at his or her school using the applicable Directions for Completing Paper-Based Test Items handout. Students with a braille or large print accommodation should participate in a practice test session using the appropriate accommodated practice test. Test item practice sessions and paper-based practice tests familiarize test administrators and students with the item types and format for the tests. Students who will participate in the paper-based Grades 4–7 ELA Writing or the Grades 8–10 and Retake ELA Writing with paper-based accommodations are not required to participate in a practice test though FDOE strongly encourages them to do so. 129 School Assessment Coordinator Before Testing 129 Manage Student Information in TIDE It is important that student info is correct to ensure that results are reported accurately. Refer to the TIDE User Guide for information on managing student information in TIDE, including:  Adding students  Editing student demographic information  Assigning accommodations  Printing test tickets  Printing On-Demand PreID Labels For paper-based administrations, ensure student information has been entered in TIDE and print On-Demand PreID Labels, if necessary. Prior to testing, ensure that all student information listed in TIDE is correct, including any accommodations students will use during testing.

If the Internet connection is interrupted during testing, students will not be able to continue testing. If the Internet connection is not restored in time for students to complete the test, the test administrator should contact you or the technology coordinator for assistance. If a technical issue interrupts testing and is not able to be resolved quickly, you should contact the FSA Help Desk at 866-815-7246 and notify the district assessment office immediately. Test administrators are instructed to contact you if a student does not sign below the Testing Rules Acknowledgment. Determine the appropriate course of action for handling a student who does not affirm the Test Rules Acknowledgment. Any student who refuses to affirm the Testing Rules Acknowledgment should still be tested, but a record of the student’s refusal should be retained at the school. 132

133 Re-open a Test Requests The school CBT Coordinator role now has the ability to submit “Re-open a test” requests in TIDE for students who mistakenly submit their tests and need to return to testing on the same day. The district assessment coordinator will be responsible for approving these requests to allow students to continue testing. 133 School Assessment Coordinator During Testing

134 Monitor Student Progress Student progress and test completion rates for computer-based tests can be monitored via ORS. Supervise Make-Up Administrations Ensure all test security and test administration policies and procedures are followed while conducting make-up tests. 135 School Assessment Coordinator After Testing Update Student Information in TIDE (CBT and PBT) If student information is discovered to be incorrect during testing, update the corrected information in TIDE immediately following test administration. Instructions on updating student information are available in the TIDE User Guide. Record Accommodations Ensure all accommodations provided to and used by students are recorded on each record of required administration information, as applicable. This documentation may be necessary in the case of investigations regarding possible test irregularities. Defective Tests Review the policies regarding the return of defective test materials in the spring manuals. For paper-based tests, grid the DNS bubble on any USED test and answer books. It is NOT necessary to grid the DNS bubble if the test and answer book is defective and UNUSED and has been packaged properly for return with all other NOT TO BE SCORED materials. 135

136 Directions for Returning Typed Writing Responses For students taking a paper-based FSA ELA Writing test using a flexible responding accommodation to provide a typed response, transcription of the response into the paper-based test is no longer required. 137 Invalidate Tests Review policies regarding test invalidation in the manuals. CONTACT RESEARCH & ACCOUNTABILITY and we will decide if the following needs to occur: – For paper-based tests, grid the DNS bubble on any invalidated paper-based tests. If a DNS bubble is gridded by mistake, erase it completely and grid the UNDO bubble. Remember that invalidated paper-based tests should be returned with TO BE SCORED test and answer books in order to be counted for participation purposes. – For computer-based tests, invalidate tests in TIDE. Complete instructions for invalidating tests via TIDE are available in the TIDE User Guide. To invalidate a test, you will need the student’s ID number and the reason for invalidation. You may also search by Session ID or Results ID. 137

138 School Assessment Coordinator After Testing Checklist  Verify that all distributed secure materials have been returned, if applicable. Complete your Test Materials Chain of Custody Form. Report missing materials to your district assessment coordinator and conduct the necessary investigation.  Make copies of all collected required administration information, including Administration Record/Security Checklist, Seating Charts, and Security Logs, and file the copies.  Organize test materials and return them to your district assessment coordinator as indicated in the following:  FSA Paper-based Materials Return Instructions (Appendix C)  Packing Overview Handout (from Karen)  Complete the appropriate comment form in the FSA Portal, and encourage test administrators to complete a comment form. 138
