7 Comprehensive Area Assessments (CAAs) From April 2009 Comprehensive Area Assessment (CAA) replaces Best Value and Comprehensive Performance Assessment. The CAA is an annual assessment of the whole area, although it also includes a component that looks in more detail at local authorities' performance.
