2 Substitutions Rule 3-3-3(e) 3-3-3(e) New: Since the clock is stopped when bench personnel are cautioned or disqualified, substitutes from both teams who have already reported may be beckoned by the referee and may enter the field of play. Previously, there was no provision for substitutes to enter the field of play during this type of stoppage.

3 The jersey of the goalkeeper must be distinctly different in color from his/her teammates and opposing field players. To differentiate opponents, it is important that the goalkeeper’s socks be included in this rule. Therefore, the goalkeeper’s socks must differ in color from the opposing field players. HEAT ACCLIMATIZATION AND SAFETY PRIORITIES Please make sure to follow TSSAA heat policy: 95°-104° - No less than five minutes during the first and second half. The time-out will be called at the first logical time to stop play after the 20 minute mark of each half. Above 104° - Game will be suspended or prohibited to start. **Make sure schools have psychrometer on site and it is placed in the shade to get an accurate reading**

TAPE OR SIMILAR MATERIALS ON SOCKS If tape or a similar material (stays/straps) is applied externally to the socks, it must be of similar color as that part of the sock to which it is applied. (Home tape/stays/straps = white, Away tape/stays/straps = similar color of socks)

7 Sample Fourth Official Duties Fourth Official Duties have been added to the NFHS Soccer Rules Book. Individual state high school associations may adopt this or other fourth official duties. Unless otherwise stated, the rules of the game apply.

Get Set For Life.™ National Federation of State High School Associations Scoreboards (update 7/24/2015) TSSAA has asked that we follow NFHS rules for keeping time: Clock will be used – Meeting with clock operator to go over signals and clock restart procedures No clock administrator, clock shall be set to 0:00 and only used to keep score and stats

9 TSSAA Concussion Policy (Officials’ Protocol) 1. Determine prior to the start of the contest whether or not a school has access to a designated health care provider during the contest. 2. Continue to monitor players for possible signs of injury as usual. 3. Remove any player that shows signs, symptoms, or behaviors consistent with a concussion per NFHS rules. 4. Inform the head coach that the player is being removed for showing signs, symptoms, or behaviors consistent with a concussion. 5. The school shall have the player examined by their designated health care provider. If the designated health care provider determines that the student has not sustained a concussion, the head coach may so advise the officials during an appropriate stoppage of play and the athlete may re-enter competition pursuant to contest rules. 6. The head coach is in charge of getting clearance from the school’s designated healthcare provider.

If the school does not have access to a designated health care provider, or if the school’s designated health care provider suspects that the athlete may have sustained a concussion, the only means for an athlete to return to practice or play is for the student to be evaluated and cleared by a licensed medical doctor (M.D.), Osteopathic Physician (D.O.) or a Clinical Neuropsychologist with Concussion Training.  8. If signs, symptoms and behaviors consistent with a concussion are observed by an official, and a designated health care provider is not available to evaluate the student athlete, the “TSSAA Concussion Return to Play” form MUST be completed and signed by a licensed medical doctor (M.D.), Osteopathic Physician (D. O.) or a Clinical Neuropsychologist with concussion training, and shown to the official(s) by the head coach prior to a student-athlete returning to participate in a contest the same day.  9. If a player that has been removed by an official for showing signs, symptoms, and behaviors consistent with a concussion is allowed to return to play during the contest, an “Unusual Occurrence Form” shall be filed with the state office by the official within 24 hours of the incident.  10. Officials have no role in the diagnosis of a concussion. NFHS Rules do require that the officials remove players from the contest when signs, symptoms, or behaviors consistent with a concussion are observed and the above written protocol must be followed.  Designated Health Care Providers – Certified Athletic Trainer, Certified Nurse Practitioner, Physicians Assistant, Doctor of Medicine, Osteopathic Physician

11 TSSAA Lightning Policy TSSAA follows the NFHS Guidelines found in NFHS Rules Books. Reasons to suspend play:  Lightning can be seen (exception: Heat Lighting (Pink),  Thunder can be heard You must follow the thirty minute rule. Once the activity is suspended, at least 30 minutes must pass after the last clap of thunder is heard or the last flash of lightning is witnessed prior to resuming play.  Any subsequent thunder or lightning after the beginning of the 30 minute count requires the clock to be reset and another 30 minute count to begin.

12 Regular Season Overtime  Applies to only Div II small schools:  Dist 1: ECS, FACS, Lausanne, Northpoint, Harding, Catholic  Dist 2: St. Georges, USJ, Sacred Heart, Fayette Acad., Tipton-Rosemark *Only games from schools in the same District* (Games have notes in Arbiter)

13 Regular Season Overtime  2x10 minute sudden victory  If still tied, directly to kicks from the mark (Penalty Kicks) per NFHS Rules. First Set of 5 from each team, do not need to know kick order (AR2) If still tied, second set of 5 different kickers, 1 v 1 If still tied after second set, order resets, still 1 v 1
