Chapter 6, Section 3

 Democratic- Republican: Thomas Jefferson  VP Candidate: Aaron Burr  Federalist: John Adams  VP Candidate: Charles Cotesworth Pinckney  Ended in a TIE!! Between Jefferson and Burr!

 Constitution said ties were to be decided by the House of Representatives  Their votes were tied too!!  It took 36 times for the House of Representatives to pick Jefferson as the president

 Reduced the size and influence of the national government  Believes in a small government  Changed the tax system to reduce size of government  Shrank the size of the army and navy

 Federalists lose control of the presidency and Congress  Try to keep control on the third branch: the Judiciary  Create Judiciary Act of 1801 before Adams leaves office  Creates new positions in the judicial branch  Adams fills those positions with Federalists

 Adams doesn’t appoint all of the justices on time  One is William Marbury – Jefferson won’t appoint Marbury now that Jefferson is in office  Marbury tries to get the supreme court to make Jefferson appoint him as a justice

 Court rules that it can only hear certain cases  Judiciary act of 1789 that gave supreme court power to hear Marbury’s case was unconstitutional  Marbury v. Madison establishes Judicial Review – Power of the supreme court to declare laws unconstitutional

 Jefferson wants control of Louisiana Territory and New Orleans  Access to New Orleans and the Mississippi was essential to American commerce (purchase and sale of products)

 The French offer to sell the US the entire Louisiana Territory  Napoleon (from France and in control of the Louisiana Territory) realizes control in North America would be difficult  Louisiana Territory cost about $15 million and doubled the size of the US

 Jefferson believes in a strict interpretation of the Constitution (if the Constitution does not say the government can do it, than the government can’t do it)  Was the purchase constitutional???

 Corps of Discovery or Lewis and Clark Expedition  Meriwether Lewis and William Clark  Ultimate goal was to reach the Pacific Ocean  Acquired a guide along the way: Sacagawea, a Native American woman  Discovered 120 different species of plants and animals throughout their journey
