2 Zoning EXd: Central Employment with Design Overlay River District, North Pearl Subarea 4:1 base zone FAR; can go over 9:1 with transfers & bonuses 100’ base zone Height with 75’ bonus

3 Vicinity Full block site in north Pearl subdistrict. Existing building will be demolished. Area is a mix of single-story warehouses, parking lots, commercial buildings, and new multi-family. NW 13 th & NW Pettygrove have specific street design criteria. Future park New housing I-405 freeway streetcar

4 Proposal Summary Six-story Residential Building 177 apartments; 75 feet tall –Underground, partially automated parking for 165 vehicles. –Central courtyard with “loading dock” facing NW 13 th Ave. –Green street improvements to NW Pettygrove. –Exterior finishes include a concrete base, white brick walls, cement panels around windows, glass accent tiles, aluminum storefront, vinyl residential windows, integrated white grilles, and precast medallions & keystones. Modification requested to Ground Floor Windows –For all 4 sides of the building due to flood protection requirements. Oriel Window Exception requested –To allow bays wider than 12 feet.

Modification requested.

11 Summary Staff Recommendation: Approval of the proposal with Conditions; and Approval of the Modification to ground floor windows and the Exception to oriel window widths. - Condition of Approval reads: B. Unless otherwise approved by the Portland Bureau of Transportation, oriel windows will project no more than 2’-6” beyond the property lines. Commission options: 1.Approve the proposal; 2.Request changes to the proposal or request additional information and have applicant return at a later date; or 3.Deny the proposal which would require appeal to City Council.
