3. CEQ Meeting and Overview One day meeting to identify opportunities to improve multi-jurisdictional collaboration and tools to improve the quality of information gathering. Held April 16 th. WGA Siting Task Force will NOT be requested to submit written comments  Instead participating as panelist and in small discussions;  Loyd Drain will sit on State collaboration panel  Todd Cornett (invited) on Pre-application panel  Other interested parties?  Looking to TF to pull together discussion points

Panelist Preparation Late Friday, WGA received detailed questions addressed to ‘panelists’ Inquire from TF on suggested responses Propose putting together a survey, collecting suggestions and then consolidating into presentation  Would you like another webinar Under the Task Force’s direction, TetraTech is already creating tools and solutions for incorporation in a toolkit or pre-application process.

5. Toolkit Value of Toolkit? What should it include? Best utilized? State and local regulations as they relate to federal reviews Contacts on decision makers GIS based with drill down capacity to find environmental and regulatory information Identify credible sources of data for developers regulators to rely on for pre-planning Identify relevant offices for each state. MOUs for agency state offices, field offices, district offices, etc.

6. Integrated Interagency Pre-App Process Improve Application Quality? Address key obstacles? Opportunity for early feedback; narrow alternatives in NEPA process Schedule certainty; create expectations for all parties Standard submittal requirements and checklist Establish accepted protocols and mitigation standards Early feedback on completeness of application. Clear rational for routes, as well as routes to avoid. Early discussions and feedback to improve the quality of the outcome.

7. State, Local & Tribal Coordination How to work closely? Opportunities to work together? All levels should be engaged at IIP stage. MOUs to define responsibilities, timelines and POC Engage highest levels of gov’t to address accountability Regional teams to coordinate efforts and studies States appoint single POC to facilitate state review needs. Task Force Updates  Selected TetraTech for technical expertise and Kearns & West to facilitate.  Seeking to fill missing expertise on the Task Force to better address local communities, landowners, and other stakeholders currently not at the table.  As TetraTech moves forward with their work, we’ve been able to better identify subcommittee needs and will seek your interest  Currently at the ‘information collection’ phase to better understand how to better coordinate with the federal agencies.  Next step will be translating this information into usefulness – YOUR INPUT IS CRITICAL HERE!

10. Task Force Updates, cont.  Initially focused on siting and permitting regulations; later identify tools/opportunities to incorporate Landscape Level Planning analysis  Regional workshops to provide training and networking opportunities.  Consolidating Task Force comments for Transmission Chapter of the Governors’ 10 – Year Energy Vision
