3 EOC Facts Subject based tests – not grade level based Started with students that entered high school in the fall of 2011 as freshman Up to 5 tests required for graduation Tests have performance levels of: – Level 1 – Unsatisfactory – Level 2 – Satisfactory – Level 3 - Advanced 3

4 EOC Facts Students currently completing an EOC subject that are EOC graduates Students who achieved a “Level I” score will be re-tested Students will always keep the highest score they have made 4

5 House Bill 5 Five Required To Qualify For Graduation English I English II Algebra I Biology U S History “…beginning in Spring 2014, STAAR English I & II will measure reading and writing achievement through a single assessment given in one day and student receives a single score.” 5

6 EOC Facts ELL (or asylee/refugee) students that meet the TEA special provision criteria must have a form for English I in their permanent records (they must have passed the course to use this) Exam Make-up Sessions are available (See the District Schedule) The last STAAR Retest Session for 2014 will be in in December. Tests cannot be used as CBEs 6

7 Standards Student scored at Level 1 Unsatisfactory:  REQUIRED to Retest Student met LEVEL 2  Done Student met LEVEL 3  Done Precoded labels will be provided for any student that has not met Level 2 and previously tested within our district. 7

8 Who is eligible to take STAAR in December? A Student currently enrolled in an EOC tested course and who will finish earning a WHOLE course credit upon the completion of the Fall 2014 semester. (Counselors should notify CTC of students who will fall in this category no later than November 14, 2014) Students who have tested previously taken a STAAR – EOC and DID NOT earn a minimum Level 2 score. Pearson will automatically generate a label for students in this category. At the end of the testing week, once all test sessions are closed, if a scheduled student is a required re-tester and is absent, the students answer document will coded as “A” – absent. 8

9 Who does not have to test? Students given full credit from homeschooling, private, or CBE do not take the EOC ELL students in US schools 3 years or less, or 5 years or less for asylees/refugees that have passed the course, completed the paperwork, and were not parent denials do not have to re- test the English I EOC – It is the responsibility of the campus to confirm all requirements from the ELL provisional documentation for the exemption. This is only for English I EOC. All students must take and pass the English II EOC regardless of their LEP status 9

11 Timed Tests 5 hour English I and English II EOCs are 5 hour tests 4 hour Algebra I, Biology & US History are 4 hour tests You cannot do a mass start time/stop time If a test administrator goes over the 4 or 5 hours, report it immediately to DTC Start testing students with extended time as soon as possible to ensure 7 hours (not to exceed the normal school day) Once the test has begun, the test administrator must communicate (orally AND in writing) the amount of time left to test in one-hour intervals and in shorter intervals during the last hour Time can only for the following reasons: NurseMajor Emergencies (Fire) LunchConsolidation or movement into a new testing environment 11

12 Test Versions STAAR – most students, allowable accommodations STAAR L – on-line, if paper copy required, request now from district testing office – No STARR L for ENG I & II – Remember STAAR L student tutorials must be done prior to test date 12

13 Responsibilities 13

14 Principal Responsibilities Attend trainings and sign oath Ensure security and confidentiality of the tests and materials Designate CTC Oversee training and the implementation of test administration process as stated in the manual Approve test administrators, logistics and ensure that the testing environment meets the following: – Testing rooms are quiet, well ventilated and comfortable. Students have enough room to work. – A “Testing-Do not Disturb” is posted outside each room – Bulletin boards and instructional displays are covered or removed from any location students may pass while testing – All desks used for testing are clear of books and other material not required for the test Monitors the test administrators Report any incident to the DTC 14

15 Campus Testing Coordinator’s Responsibilities The CTC Is: – the contact person for all test-related communications at your campus – responsible for planning, training and the execution of testing – required to read and be familiar with all TEA testing related manuals, forms, rules & regulations. – responsible for supervising the verification of precoded test materials by campus personnel 15

16 Campus Testing Coordinators are: – responsible and 100% ACCOUNTABLE for all test materials and the accurate completion of all answer documents – All of this should be done with the approval of your principal before returning test materials to the district testing office. 16

17 In Preparation for Testing, The CTC Must: Read the coordinator’s manual, the coordinator supplement, the accommodations manual, and the Security manual. Read the test specific administrator manuals Attend test coordinator trainings sessions with the District Testing Coordinator. Receive and manage testing materials in a timely fashion. Be responsible for all secure testing materials on your campus. Prepare answer docs for testing, to include the process of checking student data. Coordinate all campus testing logistics Train all test administrators Establish and monitor testing procedures to insure test security 17

18 During the Testing Window, the CTC & Principal:  are responsible for test security on the campus.  Supervise and actively monitor testing.  Verify appropriate score codes, test taken information codes, testing accommodations codes, and all other coding is correct on answer documents  Prepare and return all testing materials to the district test coordinator  Be the campus contact for all questions about testing  Report testing irregularities and security violations immediately to the district test coordinator  Manage the TAMS system on the campus for on-line testing  Establish & Update a testing spreadsheet for Testing test assignments and accommodations. 18

19 All Test Administrators Are Responsible For: Reading all test related TEA Manuals as assigned by the CTC Attending and actively participating in a formal training session conducted by your campus test coordinator. Receiving & Returning secure testing materials from & to the CTC on test days. Observing all rules regarding test security and confidential integrity of the state testing system. Reading “Guide to the Test Administration Directions” prior to administering any state assessment Administering the tests in strict compliance as directed in the TEA Test Administrator Manual. Supervising and actively monitoring students during a test session. NOT providing any unauthorized assistance to students during a test session. NOT viewing, discussing, or scoring a student’s test either before, during, or after testing 19

20 ALL Test Administrators must: Complete answer documents in accordance with the manual Return all testing materials to the campus test coordinator (CTC) immediately after students are finished testing. Help the CTC with on-line administrations of STAAR L as needed Report testing irregularities and security violations immediately to the campus test coordinator (CTC) Prepare statements for submission to CTC if you are involved in a testing irregularity or test security violation 20

21 Test Administrator Responsibilities ENG I & ENG II (See Manual, page 32) The test administrator may read aloud or sign the writing prompt to any student who requests this assistance Reading or discussing student compositions is not allowed at any time Reading selections may not be read aloud to a student At no time before, during, or after the administration of the assessment are test administrators permitted to assist students with their written compositions The test administrator must not do the following: elaborate on the prompts give students an opening and/or closing sentence give students an outline for organizing their compositions give students ideas about how to develop their compositions translate the prompts into another language (except sign language) 21

22 ALL Test Administrators Must thoroughly read the directions for the assessment they are administering to students. TAs must know which students they are testing before the day of the assessment 22

23 Security & Confidentiality 23

24 Security and Confidentiality  Account for all secure materials before, during, and after each test administration  Protect the contents of all tests booklets and student answer documents  No person may view, reveal, or discuss the contents of a test or answer document unless specifically instructed to do so by the procedures in the test administrator manuals  No person providing an oral administration may write notes, calculations, or any other marks in a test booklet or in any other location 24

26 Departures from Test Administration Procedures Incidents resulting in a deviation from documented testing procedures are defined as testing irregularities Each person participating in the testing program is responsible for reporting immediately to the campus testing coordinator any violation or suspected violation of test security or confidentially, including all testing irregularities 26

27 Penalties for Prohibited Conduct Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term Issuance of an inscribed or non-inscribed reprimand Suspension of a Texas educator certificate for a set term Revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently Release or disclosure of confidential test content is a Class C misdemeanor and could result in criminal prosecution under TEC ξ39.0303, Section 552.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code. 27

28 28 * It is very important that everyone review all materials distributed during the mandatory training session in addition to reading test related manuals. * Account for all test materials & ensure proper storage of materials * Verify accuracy of student information * Verify testing requirements and implement all accommodations as prescribed by Special Education, LEP, 504 Dyslexia, and all other special programs. Reduce the risk of having an irregularity! Before the test administration:

29 29 Ensure each student receives the correct assessment and testing material(s) Emphasize and verify active monitoring Make certain all testing personnel understand that they may NOT: provide assistance view the tests without authorization discuss confidential student information check for strategies Reduce the risk of having an irregularity! After test administration No unauthorized viewing (only TEA may permit) No scoring of student responses No discussion of confidential student information No erasing stray marks or darkening response ovals No copying of students answer documents YOU CANNOT COPY ESSAYS OR SHORT ANSWERS Account for all test materials No opening answer documents to view answers

31 31 Reporting Irregularities Notify the CTC immediately if you become aware of the following types of irregularities: Eligibility, Timing, Monitoring or Procedural Errors Cheating IEP/IAP Implementation Issue Improper Accounting for Secure Materials Note: Remember on all irregularities you will need to report the who, when, where, what and why. Always keep a log book and document everything.

32 Collecting Documentation All irregularities require the following documentation to be submitted: Incident report including a plan of action (refer to local form) Signed statement(s) from individual(s) involved (typed, printed and signed name and dated) The local disciplinary referral form will be used to report disciplinary actions taken against students for cheating, cell phone issues, and or disruptions. A copy will be included in the report. 32

44 Accommodations Refer to STAAR Accommodations and Optional Test Procedures, Materials and Settings – No oral on writing portion – any student may request writing prompt be read to them – Supplemental Aides – only those approved by the Testing Department – Transcription – does not apply to time limit, student must check but cannot make corrections or changes to answers – Spelling Assistance – must meet all requirements (for ENG I & II- may be used on short answer reading questions and written compositions only) – See all others for eligibility and usage……. 44

45 Dictionary Use Refer to TEA Dictionary Policy and the Linguistic Accommodations for ELLs Reminder: Dictionaries must be available to students at a 1:5 ratio but it is recommended that each student be provided with their own dictionary Thesauruses are allowable 45

46 Linguistic Accommodations If a linguistic accommodation has been predetermined and documented by the LPAC you must mark “LA” on the answer document even if a student does not use all the accommodations 46

49 STAAR is taken by ELLs and other students not assigned to STAAR Spanish, STAAR L, STAAR Modified, or STAAR Alternate Remember: – STAAR L on-line is for mathematics, science, and social studies. No STAAR L version for English I or II – ELLs taking general STAAR assessments are permitted some linguistic accommodations ELL Participation in General STAAR Assessment 49

50 ELLs with Parental Denials TAC §101.1005 (f) Reminder: These students are not eligible for special ELL assessment, accommodation, or accountability provisions No testing in Spanish No linguistic accommodations during testing ELLs with parental denials may, however, use bilingual, ESL, or other allowable dictionaries as part of dictionary policy for STAAR reading and writing tests in grade 6 and up; under this policy, use of dictionaries not considered linguistic accommodation 50

56 Oral Administration Level of reading support: – ALL questions and answer choices. – PART questions and answer choices. – Option to CHANGE reading level support during the administration at student request if documented in IEP/IAP. – Students cannot change from “PART” to “ALL”. – Students with “ALL” can elect to change back and forth. 56

58 What about transcribing? If the student has the accommodation, then complete transcription and note on the top of the answer document the reason and name of person that transcribed. (Not included in the 4 or 5 hour window for basic transcription) 58

60 TEA Modules Remember that there is only one Test Security & Confidentiality Oath for the entire year. Personnel must have signed an oath prior to handling materials. There are different oaths based on position and test.
