8. Legally,...the District has powers to... Purchase, sell, and mortgage property – both personal and real Accept, administer, and sell legacies, gifts, and legal documents

9. English District Bylaws, Article VII...... grant the Board of Directors full power and authority to exercise any and all of those powers

10. What’s “Job #1”?

11. “The Board’s chief responsibility is developing and amending policy” (Bylaws, Article VII, B 28).

12. One key category of Policies is Ends - which set forth the benefits the District is to produce for its ministers and ministries.

13. Another key category of Policies is Executive Limitations - the boundaries the Board sets (for prudence and ethics) within which the President is free to accomplish those “Ends.”

14. A third important category of Policies is Board Process - policies that concern how the Board itself carries out its task.

15. Heeding our Lord’s command to “Love your neighbor as yourself” (Mt. 22:39), the Board set forth for the Triennium 2015-2018 the following End Statements...

16. (In our congregations) Each congregation will be aware of district activities and available resources (Eph. 4:12, 1 Cor 14:40, Heb 13:21)

17. Each congregation will prayerfully and financially support the District (Rom. 12:4-5, 1. Cor. 12:12-14, 1. Tim. 2:1).

18. Each Circuit will implement a new mission or ministry (Mt. 28:18-20, Rom. 10:13-16, Acts 13:47).

19. (In our schools) Each educational ministry will explore and embrace ways the Lutheran tradition can enrich instruction, practice, and policy (Proverbs 22:6, Deut. 6:5-7, Phil. 3:20).

20. (For our Church Workers) Each church worker will enjoy emotional and spiritual wellness (Gal. 6:2, 1 Cor. 12:26, 1 Thess. 5:11).

21. What’s our job?

22. The Board adopts policies (and also requires procedures) which assure the general management and supervision of the District’s business and legal affairs

23. The Board establishes the annual District budget

24. The Board establishes the salary of the District President.

25. The Board annually reviews the President.

26. The Board establishes and maintains the District’s Corporate Operations Manual.

27. The Board exercises oversight for the English District Endowment Fund (EDEF).

28. The Board approves church constitutions and changes.

29. The Board approves the transfer of congregations in and out of the District.

30. The Board conducts, supervises, and manages all affairs of the district not otherwise assigned.

31. What’s not our job?

32. What the Board does not do: “Run” the District (manage staff) Review staff members (other than the President-Bishop) or set their salaries Develop the “Means” by which its “Ends” are to be accomplished

33. Where do we work? As often as possible, “on the road.”

34. August 11-12, 2015 Angelica Lutheran Church, Allen Park, MI where we not only learned the history and ministry of this congregation but met with members and pastors from circuit congregations, too.

35. November 13-15, 2015 Philadelphia, PA where we not only learned the history and ministry of –St. John, Springfield, PA, and –Philadelphia Lutheran Ministries and worshiped at –Martin Luther Chapel, Pennsauken, and –Logos Lutheran (Philadelphia Lutheran Ministries) but met with members and pastors from circuit congregations, too

36. February 22-23, 2016 San Diego, CA where we not only learned the history and ministry of –First, El Cajon and –Living Water, San Diego but met with members and pastors from Circuit congregations, too.

37. Our goal is to be the best-informed Board we can be in order that we might be the most effective and responsive Board we can be as we strive to “love our neighbors as ourselves” (Mt. 22:39).
