2 Transport plans in Poland To be introduced by new Act on Public Transport (12.2010); Obligatory for some sort of self-governments (mid-sized and big cities, bigger districts – poviats); Part of broader public transport regulatory measures; Exact date of preparation.

3 Polish transport plan Plan determines: The network where public transport services are executed; Evaluation and prediction of demand for transport Possible sources of financing; Preferences to choose other modes of transport; transport market organization; desirable standard of public transport services; predictable way of organizing of passenger information system.

4 Polish transport plan When elaborating transport plan one must take into account: Actual state of spatial planning issues Social-economic situation of analyzed area; Impact to environment; Needs of sustainable development of public transport; Profitability of lines.

5 Polish transport plans and SUMPS Focus on public transport; Lack of long-term financial perspective (apart of EU funding); Not clearly related to spatial planning issues. Strongly related to spatial planning; All modes of transport included; Social participation during different phases of document setting up and implementation; Clarity in defining of vision and goals; Complex monitoring and evaluation; Related to financial resources. 7 Public transport system in Gdynia Strong, consequent investments since 1995; Trolleybuses as strong ecological and promotional advantage (28,7% of vehicle-km of PT); CNG buses since 2007; Still high share in modal split of the city; Model of regulated competition; Need for deeper integration within metropolitan area.

8 Transport landscape in Gdynia: result of complex marketing research Almost 2/3rd of Gdynia’s households have at least 1 car; Ca. 500 cars / 1000 inhabitants; 48,7% of journeys in the city was done by car, 50,7% by public transport (2010); Most important features of public transport are directness, punctuality and accessibility.

15 Summary There is a need for integration of different documents existing in the city and related to transport policy National act for public transport introduced an obligation for setting up the Transport Plan for cities and regions Transport Plan includes only public transport which is important barrier for sustainable planning City is going to refresh its general strategy of development up to 2013, paying special attention to itregrated transport solutions
