5 05.04.06 5  1973 CFL introduced crocodile system  1997 the implementation of MEMOR II+ (improvement of the crocodile system) whole fleet  1999 CFL decided to introduce ETCS Level 1 on the complete Luxembourg railway network and to equip the whole rolling stock fleet a German supplier including based on  2002 a German supplier got the order to install ETCS Level 1 on the whole network, including Infill functionality based on Balise a French supplier  2002 a French supplier got the order for the ETCS equipment of a pre-series of 10 engines 1 - LUXEMBOURG NETWORK CCSystem in Luxembourg - History Project supported by EU

7 05.04.06 7 2 - INFRASTRUCTURE ETCS Level 1 and estimated costs  ETCS increases safety level on the network  ETCS achieves interoperability between Luxembourg and neighbouring countries  Same standard on the whole network  Fully compatible with TSI  Luxembourg takes a whole network approach (European wide a corridor approach, the Corridor C Antwerp-Basle/Lyon will accelerate ETCS development in the area and the RS onboard migration) for the entire network:  Total estimated costs for the entire network: 24.665.406 € (1999)

13 05.04.06 13 3 - PILOT PHASE Rolling stock - First migration phase achieved 2003-2005 Pilot phase started in 2004 with 10 engines 3 D-Railcar CFL 2100 (same as SNCF X73500) Equipped with ETCS: 12/2003 - 04/2004 Use: Passenger trains cross-border and on corridor Cost per engine: 227 074,- € 4 EMU CFL 2000 (same as SNCF Z11500) Equipped with ETCS: 09/2004 - 12/2004 Use: Passenger trains cross-border and on corridor (needs two equipments per EMU due to the length of the EMU) Cost per engine: 353 284,- € 3 E-Locos CFL 3000 (same as SNCB T13) Equipped with ETCS: 05/2004 - 07/2005 Use: Freight / passengers trains cross-border and on corridor Cost per engine: 260 144,- € Total costs for the 10 engines: 3 035 000,-€

19 05.04.06 19 5 - ACHIEVEMENTS AND LESSONS (2/2) + No relevant failures (INFRA + RS) + No interoperability problems between INFRA + RS (two different suppliers) + No interferences with actual system Memor II+ + End of MEMOR II+ by 2017 - Multiple Units need two equipments (additional costs) - Problems with homologation of ETCS RS on other networks (costs and time) - ETCS equipment for RS increases costs currently (costs of prototype and series) - Combined ETCS/National System are not helpful for Interoperability

20 05.04.06 20 6 - OPEN POINTS and QUESTIONS (1/2)  Cross acceptance ! Re-examination of the rolling stock authorisation for the modified engines in the bordering countries (long lasting process and high additional costs)  Braking curves not unified !  Transition between the different CCSystems ! (No specific STM available in the worst case standing transition)  70% of the trains in Luxembourg are cross-border, traction units need several CCSystems !  Several data recorders within one engine to pass border (JRU, ATESS, DSK) !

21 05.04.06 21 6 - OPEN POINTS and QUESTIONS (2/2)  Compatibility problems between ETCS balises and KVB on board equipment !  State of play of the RS migration of other RUs operating in the area ?  Retrofitting ETCS on RS is actually a high invest for CFL and other "ETCS RUs" !  State of play of MS and EU funding?  Funding prototype (fix costs) and series?  All traction units should qualify for EU funds? (Locomotives, multiple units, control trailers,.....)

22 05.04.06 22 7 - MAIN CONCLUSIONS ETCS:  in Luxembourg is aligned on the EU policies  migration phase for Luxembourg INFRA assured  migration phase on RS is challenging (high costs, cross acceptance and different migration strategies of other RUs)  on the Corridor C Antwerp- Basle/ Lyon will certainly accelerate the migration in the area (INFRA +RS)  is expensive on INFRA and particularly on RS side  needs MS and EU funds for INFRA and RS  insures interoperability and is an important project for Luxembourg and Europe
