3 ® 3 USPS Current Financial Situation  2006 Legislation requires USPS to prefund Retiree Health Benefits for the next 75 years and pay in full in 10 years (2007 – 2017)  Existing Legislation limits USPS cumulative debt to $15 Billion; we are already at the debt ceiling.  21 of last 23 quarters sustained a loss  Liabilities exceed assets by $42B  Need to invest more than $10B in new delivery vehicles, package sortation equipment and other deferred investments
