6 Crisis Management Authorities Exercise Plan ›Is developed in accordance with the „ Principles for preparation and implementation of an crisis management authorities exercise“; ›Determines and clarifies for next three years crisis management authorities exercises at central level; ›„Exercise plan for the crisis management authorities for the period from 2010 to 2012“ (approved by the National Security Council of 5 October 2009 No. 32) imposed on the Minister of the Interior in cooperation with the State Office for Nuclear Safety chairperson and the Minister of the Defence to ensure preparation and execution of the „ZONE 2010“ exercise;

7 Basic Data about the Exercise TOPIC: Activities of Crisis Management Authorities of involved Central Administration Authorities and the Southern Bohemia Region, the Integrated Rescue System Units and other bodies dealing with emergencies arising from a simulated radiological accident at the Temelín Nuclear Power Plant. TYPE: National multilevel exercise of Crisis Management Authorities of involved Central Administration Authorities, the Southern Bohemia Region and the Temelín Nuclear Power Plant.

8 „ZONE 2010“ Exercise Objectives TO PRACTICE: ›Activities of the involved Central Administration Authorities and their working bodies in response to a radiological accident; ›Organisational activities taken by ČEZ Temelín Nuclear Power Plant during emergency response when Emergency level 3 occurs; ›Central Crisis Staff and its expert working groups activities during assembling and addressing the challenges when Emergency level 3 (radiological accident) occurs; ›Activities taken by National Radiological Monitoring Network, particularly Air Monitoring Groups and Mobile Monitoring Groups;

9 ZONE 2010“ Exercise Objectives TO PRACTICE : ›Activity of territorial Authorities of the public administration when urgent protective measures are taken during occurance of Emergency level 3 accident (radiological accident); ›Communication with the media and informing the civilian population; ›Audio-video conference system among exercise participants; ›Activation of assets and capabilities of Integrated Rescue System, including the assets and capabilities of the Czech Army and subjects involved in fulfilling selected tasks according to the external accident plan for Accident Planning Zone ČEZ Temelín Nuclear Power Plant.

10 „ZONE 2010“Exercise Objectives TO EXAMINE: ›Information flow at the horizontal and vertical level according to the external accident plan ČEZ Temelín Nuclear Power Plant and information flow according to the „Convention on Nuclear Accident Early Warning“ according to the „Convention on Assistance in case of Nuclear or Radiological Accident“, and „Council Decision 87/600/Euratom on Community arrangements for the early exchange of information in the event of a radiological emergency“; ›Objectivity of developed (updated) documents (external and internal accident plan ČEZ Temelín Nuclear Power Plant, Alarm Plan of Southern Bohemia Region Integrated Rescue System, Central Alarm Plan of Integrated Rescue System) in the event of a radiological accident; ›Coordination of requirements for material resources at the level of Regional Crisis Staff and Central Crisis Staff;

14 „ZONE 2010“ Exercise Periods and Tasks 1st period – occurance of Emergency level 3 at ČEZ Temelín Nuclear Power Plant Astronomical and operational time: 22nd September 2010 (07.00 -14.00 hrs.) Tasks: ›The event reclassification to Emergency level 3 (radiological accident) ; ›Notification of authorities and organization on the occurance of Emergency level 3 ČEZ Temelín Nuclear Power Plant according to internal accident plan; ›Warning and informing the civilian population in the ČEZ Temelín Nuclear Power Plant accident planning zone (without running sirens); ›Calling together Regional Crisis Staff and selected municipalities, Central Crisis Staff and its expert working groups, Crisis Staff of the involved Central Administration Authorities; ›Decision-making process of the crisis management authorities in taking urgent protective measures to protect the civilian population; ›Actions of the Crisis Management Authorities of the Czech Republic according to the „Convention on Nuclear Accident Early Warning“ according to the „Convention on Assistance in case of Nuclear or Radiological Accident“, and „Council Decision 87/600/Euratom on Community arrangements for the early exchange of information in the event of a radiological emergency“; ›Activation of assets and capabilities of Integrated Rescue System, including the assets and capabilities of the Czech Republic Army and subjects involved in fulfilling selected tasks according to the external accident plan for Accident Planning Zone ČEZ Temelín Nuclear Power Plant.

15 „ZONE 2010“ Exercise Periods and Tasks 2nd period – monitoring of radiological situation Astronomical and operational time: 22nd September 2010 (14.00 -20.30 hrs.) Tasks : ›Monitoring and evaluation of the radiological situation, preparation of documents to issue recommendations for implementation, clarification or removal of the protective measures and their handover; ›Decision-making process of the Crisis Staff in taking urgent protective measures to protect the civilian population and ensuring its implementation; ›Central Crisis Staff meeting to deal with emergency situation; ›Passing messages, reporting, information flow from exercising units, bodies and organizations; ›Activity of assets and capabilities of Integrated Rescue System, including the assets and capabilities of the Czech Republic Army and subjects involved in fulfilling selected tasks according to the external accident plan for Accident Planning Zone ČEZ Temelín Nuclear Power Plant; ›Communication with the media and informing the civilian population.

16 „ZONE 2010“ Exercise Period and Learning Tasks 3rd period – the implementation of urgent protective measures Astronomical and operational time : 23rd September 2010 (7,00-12,00 hrs.) Tasks : ›Monitoring and evaluation of the radiological situation, preparation of documents to issue recommendations for implementation, clarification or removal of the protective measures and their handover; ›Decision-making process of the Crisis Staff in taking urgent protective measures to protect the civilian population and ensuring its implementation; ›Implementation of urgent protective measures according to the external accident plan for Accident Planning Zone ČEZ Temelín Nuclear Power Plant; ›Addressing requirements for material resources through the Central Crisis Staff technical working group; ›Practical work of the Integrated Rescue System assets and capabilities, including allocated assets and capabilities of the Czech Army and relevant subjects involved in fulfilling selected tasks according to the Accident Planning Zone ČEZ Temelín Nuclear Power Plant.

17 The Initial Situation for the Exercise ›On the 22nd September 2010 in the morning hours occurs a simulated accident at ČEZ Temelín Nuclear Power Plant; ›In consequence of rapid continuation of the accident associated with the release of radiological substances it takes place reclassification to Emergency level 3; ›In ČEZ Temelín Nuclear Power Plant measures are implemented to prevent escalation of the accident and announced protective measures under the instructions of the shift engineer and the emergency staff;

18 The Initial Situation for the Exercise ›According to the developed plans the relevant authorities and organizations are informed, and the civilian population is alerted; ›Crises staff of relevant Crisis Management Authorities are activated; ›In terms of Agreement on the planned assistance upon request, between Ministry of Interior – DG Fire Rescue Service of the Czech Republic and Ministry of Defence – General Staff of the Czech Army, deployment of allocated assets and capabilities of the Czech Army during radiological accident was requested; ›Exercise is conducted in conditions according to the simulated meteorological situation;

19 Time Course of the Exercise 22nd September 2010 ›6,00-7,00 hrs.  Emergence of the Emergency level 2 at ČEZ Temelín Nuclear Power Plant ›7,00 hr.  Its reclassification to Emergency level 3 (opening exercise)  Information is sent from ČEZ Temelín Nuclear Power Plant to the relevant authorities and organizations according to the internal accident plan ›7,00-8,00 hrs.  Regional Operational and Information Centre of the Southern Bohemia Regional Fire Rescue Service carries out notification of the relevant authorities and organizations  Initiation of central coordination of rescue and clean-up works  The radiological monitoring network is set to accidental mode ›from 9,00 hr.  Instruction of the Southern Bohemia Region Governor to convene the Southern Bohemia Region Crisis Staff ›9,00-12,00 hrs.  Release of radioactive substances from ČEZ Temelín Nuclear Power Plant into the environment ›till 9,30 hr.  Departure of mobile groups to the base at České Budějovice ›11,00 hr.  The Southern Bohemia Region Governor makes a request to the Prime Minister of the Czech Republic to announce a state of emergency for the Southern Bohemia Region ›12, 00 hr.  Declaration of the state of danger for the Southern Bohemia Region  Head of the State Office for Nuclear Safety Crisis Staff asks the Prime Minister of the Czech Republic to declare the state of an emergency

20 Time Course of the Exercise 22nd September 2010 ›13,00 hr.  Disclosing of the Prime Minister´s decision to declare a state of emergency for a period from 13,00 hr. 22. 9. 2010 to 24,00 hr 2. 10. 2010  Implementation of crisis measures following the Prime Minister´s decision ›14,00 hr.  Meeting of the Central Crisis Staff  The Southern Bohemia Region Governor´s decision to implement crisis measures based on the decision of the Prime Minister to declare a state of emergency in terms of the Southern Bohemia Region  Completion of the movement of the radioactive cloud in the Accident Planning Zone  Deployment of mobile groups of the 1st sequence to carry out monitoring on the specified routes and to replace the thermo-luminescence dosimeter and deployment of an air group to monitor the affected area ›17,00 hr.  deployment of mobile groups of the 2nd sequence to carry out monitoring on the specified routes ›do 20,30 hr.  Termination of activities of the Crisis Management Authorities  End of monitoring and handover of measured values and samples taken  State Office for Nuclear Safety sends recommendations based on monitored radiological situation by the mobile group to Operational and Information Centre of the DG Fire Rescue Service of the Czech Republic

21 Time Course of the Exercise 23rd September 2010 ›from 6,00 hr.  Preparation of implementation of urgent protective measures based on recommendation of State Office for Nuclear Safety ›8,00 hr.  Implementation of urgent protective measures  Carrying out actions for decontamination of people and equipment  Practical development of decontamination lines for population and equipment at the Bechyně airport  Development of a container for an emergency survival  Development of the material base for humanitarian aid and its staffing ›10,00 hr.  Simulated extraordinary meeting of the Government of the Czech Republic – the issue of the Government Resolution to confirm a declaration of a state of emergency ›12,00 hr.  termination of the exercise
