3 I. Activities in the first half of 2014 1. General information Number of FNGOs: o FNGOs having relationship with Vietnam: over 900 o FNGOs having regular activities in Vietnam: nearly 560 FNGOs conducted humanitarian and development activities in all 63 provinces and cities. As 22 nd May, 2014: 22 new FNGOs

Activities in the first half of 2014 Conversion from Permits to Certificates of Registration: o Done registration: 346 For Representative Offices: 36 For Project Offices: 78 Registration for Operation: 232 o Undone registration: 172 No and not-yet response: 88 Incompleted applications: 46 Applications under processing: 38 o Framework Agreements: not as planned

Co-operation with FNGOs: 2.1 Administrative Procedures : Great support to FNGOs to supplement required docs for conversion of Permits to Certificates of Registration VUFO/PACCOM facilitated administrative procedures for 199 missions with 536 guests to Vietnam, not included those facilitated by ministries, localities,... Other procedures (tax extemption, stamp, bank transaction,....)

Activities in the first half of 2014 2.2Promotion of FNGOs assistance and facilitation of FNGOs activities 2.2 Promotion of FNGOs assistance and facilitation of FNGOs activities Many local trips by FNGOs were facilitated and participated by PACCOM staff Many visits to localities were organized by VUFO/PACCOM to support local authorities and partners and help enhance their cooperation with FNGOs

Activities in the first half of 2014 2.3 Other Activities: The VUFO-NGO Resource Centre maintained effective cooperation with PACCOM and FNGOs in information sharing Regular meetings were maintained in order to improve information sharing. Meetings with FNGOs from North America, Europe and Asia Pacific Thematic workshop on Xayaburi hydropower dam

Activities in the first half of 2014 2.4 Personnel changes: Mr. Ho Xuan Son replaced Mr. Ha Kim Ngoc as Chairman of COMINGO (effectively from 17 th March, 2014) Ms. Tran Thi Thu Thuy: Chief of Representive Office of VUFO in Ho Chi Minh city Mr. Nguyen Trung Dung: Deputy Director General of PACCOM (in-charge of The European Desk) Ms. Do Thi Kim Dung: Director of Asia Pacific Desk, PACCOM Ms. Tran Thi Khanh Van: Deputy Director in- charge of The European Desk.

9 I. Activities in the first half of 2014 3. Co-operation with Vietnamese partners: Workshops on promoting foreign aid for Thanh Hoa and Bac Giang, Hai Phong and Phu Tho. Capacity building for local agencies on NGO work: Đak Lak, Lam Dong, Lai Chau, Hai Phong, Vinh Phuc, Bac Giang… Sharing information and support localities to develop provincial programs on aid promotion

10 Remarks Number of missions and guests arrived in Viet Nam was approximately equivalent as the first half of 2013 Most prominent sectors: health, education, community development, social issues and response to climate change. Volume of aid was maintained

11 II. Plan for the second half of 2014 1. Coorperation with FNGOs:  Facilitation of NGOs activities: Continuous support to FNGOs to supplement required docs for conversion of Permits to Certificates of Registration Regular meetings will be organized with FNGOs operating in Vietnam to improve information sharing

12 II. Plan for the second half of 2014  Promotion of FNGOs’ assistance 5 overseas visits: 1 to the UK, 2 to the US, 1 to Germany and the Netherlands and 1 to Australia. Representatives of FNGOs are welcomed to join  Capacity Building For administrative staff For program coordinators/project officers For communication officers

13 II. Plan for the second half of 2014 2. Co-operation with localities Monitoring and evaluation visits in localities Capacity building for local agencies on NGO’ work Participation in overseas trips Workshop/seminars on strengthening partnership and aid promotion for localities

14 II. Plan for the second half of 2014 3. VUSTA Organize a workshop on co-operation between FNGOs and Vietnamese NGOs Organize thematic workshops (health, education, environmental protection and climate change)

Thematic workshops Youth and their future Think-tank in the US and some ASEAN countries: The case of VUFO NGOs - Social Enterprises and Government Foreign NGOs: Volunteer work in Viet Nam Religion in philanthropic operation: The case of Viet Nam. Foreign NGOs' activities in human rights promotion and protection in Viet Nam Fund raising: The case of Foreign NGOs in Viet Nam Role of Vietnamese NGOs' in promoting philanthropic culture in Viet Nam Role of Vietnamese - American NGOs in socio - economic development in Viet Nam Leardership skill development

17 III. Co-operation between NGO RC and PACCOM Maintain regular meetings A senior staff of PACCOM becomes a member of Steering Committee Staff of PACCOM to take part in Working Groups
