2 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 As a response to the El Nino induced drought, the UN and partners have developed a Humanitarian Response Plan WFP and FAO are co-leading the development of a joint Food Security and Agriculture Sector response plan (April 2016 – March 2017) The Food Security and Agriculture Response Plan seeks to: 1.provide emergency assistance to address immediate food needs of vulnerable households 2.Protect rural livelihoods through provision of crop and livestock inputs Food Security Sector coordination is led by WFP and reports regularly to the Food Assistance Working Group The Agriculture Sector coordination is led by FAO through the Agriculture Emergency Working Group Introduction

3 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 The Sector targets 1.8 million people (based on 2015 ZimVAC assessment) The number will be revised in June 2016 following the results of the Second Round Crops and Livestock assessment and the 2016 ZimVAC Rural Livelihoods assessment The Food Security Coordination Working Group held its second coordination meeting on 15 April for the purpose of coordinating interventions A Food Assistance Coordination Matrix was shared in the meeting and partners were requested to provide data indicating each organisation’s total planned beneficiary numbers by district for the three months of April, May, and June. There was general agreement that the recent good rains will have an impact on the harvest and hence on food security and that partners’ interventions from April to June should take this into account. 4 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 Coordination A total of 14 organisations indicated they are planning to provide food assistance. Of these, 11 have provided data on their planning figures. Some organisations have expressed interest in some districts but have yet to provide planning figures. WFP is updating the FS coordination matrix and appeals to organisations to provide their planned beneficiary figures. The next Food Security Sector meeting will be held shortly to update and validate the matrix. Coordination

5 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 District Targeting For LSA district targeting normally uses the following methodology: Take food insecurity projections from national food security and livelihood assessments (ZimVAC) – The ZimVAC takes into considerations all sources of livelihoods to develop its projections (stocks, food crop production, income from cash crops, livestock, casual labour and all other income sources including remittances) Overlay this data with chronic and transitory analysis of the food insecure population (in-house WFP analysis)

6 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 District Targeting For the May and June 2016 district targeting WFP: Used the ZimVAC rapid assessment food insecurity projections as the baseline. Overlaid this with WRSI estimates and estimated cereal production (measured in months). Baseline assumption is that due to the effects of El Nino, there will be minimal impact of casual labour and other agricultural related sources on incomes.

7 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 District Targeting The analysis of chronic and transitory food insecurity of those districts that are chronically food insecure was prioritised. From our analysis, the 1.5 million people are just covering households from category D and C.

8 Better Prepared And Ready to Help Emergency Preparedness Mission Nepal February 2011 District Targeting Our analysis prioritised 29 districts for assistance in May and June 2016. In order of priority these are: 9. Zaka 10. Hwange 11. Rushinga 12. Bikita 13. Chivi 14. Chipinge 15. Umzingwane 16. Gutu 17. Masvingo 18. Mt. Darwin 19. Mberengwa 20. Chirumhanzu 21. Chiredzi 22. Chimanimani 23. Beitbridge 24. Shurugwi 25. Bulilima 26. UMP 27. Nyanga 28. Mutare 29. Centenary 1. Zvishavane 2. Mbire 3. Buhera 4. Mwenezi 5. Mudzi 6. Binga 7. Tsholotsho 8. Kariba
