2 KEY PERSONNEL INSTRUCTIONAL GOAL The participant will understand the importance of roles, duties, and responsibilities for the supervisor, attendant, and entrant.

3 ENABLING OBJECTIVES 1.Identify duties of the entry supervisor for confined space entry. 2.Explain the duties of an attendant during confined space entry. 3.List the duties of a confined space entrant.

4 Duties of Entry Supervisors

5 The employer shall ensure that all Entry Supervisors: Know the hazards, including: o Understand signs and symptoms of exposure o Understand consequences of exposure o Modes of exposure

6 Duties of Entry Supervisors The employer shall ensure that all Entry Supervisors: Verifies that all tests specified by the permit have been conducted. All procedures and equipment specified by the permit are in place before allowing entry to begin.

7 Duties of Entry Supervisors The employer shall ensure that all Entry Supervisors: Terminate the entry and cancel the permit when: § A prohibited condition arises in or near the permit space § Entry is completed

8 Duties of Entry Supervisors The employer shall ensure that all Entry Supervisors: Verifies that rescue services are available. Verifies that the means for summoning the rescue service is operable.

9 Duties of Entry Supervisors The employer shall ensure that all Entry Supervisors: Removes unauthorized individuals who enter or attempt to enter the permit space during entry operations.

10 Duties of Entry Supervisors The employer shall ensure that all Entry Supervisors: Determine that acceptable entry conditions are maintained throughout the duration of the entry.

11 Duties of Attendants

12 The employer shall ensure that all Attendants: Know the hazards, including: oUnderstand signs and symptoms of exposure oUnderstand consequences of exposure oModes of exposure

13 Duties of Attendants The employer shall ensure that all Attendants: Are aware of possible behavioral effects of hazard exposure in authorized entrants. Maintain an accurate count of authorized entrants in the permit space. Identify who is in the permit space.

14 Duties of Attendants The employer shall ensure that all Attendants: Remain outside the space until relieved. Maintain communication with all authorized entrants. Paragraph (k)(1) of 29 CFR 1910.146 HAVE BEEN PROPERLY RELIEVED BY ANOTHER QUALIFIED ATTENDANT.

15 Duties of Attendants The employer shall ensure that all Attendants: Monitor conditions inside and outside the space to determine if it is safe for entrants to remain in the space. Orders evacuation if a prohibited condition is detected inside or outside of the permit space.

16 Duties of Attendants The employer shall ensure that all Attendants: Summon rescue and other emergency services when entrants need assistance. Perform non-entry rescue if necessary. THE ATTENDANT MUST NEVER ENTER THE SPACE FOR RESCUE WITHOUT FIRST BRIEFING AND BEING RELIEVED BY ANOTHER QUALIFIED PERSON!

17 Duties of Attendants The employer shall ensure that all Attendants: Warn unauthorized entrants to stay away from the permit space. Advise unauthorized entrants to exit the space immediately. Inform the entry supervisor is unauthorized entrants have entered the space.

18 Duties of Attendants The employer shall ensure that all Attendants: Perform no duties that might interfere with the attendant’s primary duty to monitor and protect the authorized entrants.

19 Duties of Authorized Entrants

20 The employer shall ensure that all Authorized Entrants: Know the hazards, including: oModes of exposure oUnderstand signs and symptoms of exposure. oUnderstand consequences of exposure.

21 Duties of Authorized Entrants The employer shall ensure that all Authorized Entrants: Properly use equipment provided to make safe entry into the permit-required confined space. (29CFR1910.146 (h)(2)) Communicate with the attendant as necessary to enable the attendant to monitor entrant status.

22 Duties of Authorized Entrants The employer shall ensure that all Authorized Entrants: Alert the attendant whenever: oThe entrant recognizes any warning sign or symptom of exposure. oThe entrant detects a prohibited condition.

23 Duties of Authorized Entrants The employer shall ensure that all Authorized Entrants: Exit from the space when: oThe attendant orders an evacuation. oThe entrant recognizes any warnings sign of exposure. oThe entrant detects a prohibited condition.
