4 A- IMPACTS of PREVENTING SCHOOL DROPOUTS Education is the fundamental way of ensuring a better future for young people within the principle of social and individual development. One of the fundamental objectives of education is to mobilize the young population potential. The rate of school dropout provides information about economic, social and cultural conditions of the countries. Negative consequences of school dropouts affects the people, their families and the whole community. 4

6 A- IMPACTS of PREVENTING SCHOOL DROPOUTS Communities, that are aware of the importance of those results, pay attention the studies aiming dropout prevention. The goal is to detect the students at the risk of dropout before they leave and implement the best solutions to keep them at the schools. THE GOAL of STUDIES 6

9 1)Come on girls, let's go to school! Campaign B-POLICIES and PRACTICES for DROPOUT PREVENTION Working together with the Turkish government, the United Nations Children's Fund known as UNICEF, is running a program called "Haydi Kizlar Okula!" which translates into "Come on girls, let's go to school!" It aims to eliminate the country's disparity in school enrollment between boys and girls. 9

10 2) Conditional Cash Transfer B-POLICIES and PRACTICES for DROPOUT PREVENTION Conditional Cash Transfer is a social assistance program, persons can benefit of after school attendance. Beneficiaries are selected from the poorest part of the population: in 2009, 2.118.821 children benefit of education assistance. Government pays 45 TL for male students and 55 TL for female students at secondary schools. 10

11 3) Mobile Secondary Education Applications B - POLICIES and PRACTICES for DROPOUT PREVENTION This project is especially for students who wants to continue secondary education but his/her home is more than 5 km away from school. Within the framework of this project, Ministry of National Education will provide free bus service from home to school and free lunch for the students. Project started in 2010 with 9th grade students only. For the next years the project will cover more students with other grades. 11

12 B-POLICIES and PRACTICES for DROPOUT PREVENTION 4)Monitoring of Irregular Female Students in Secondary Education Number of female students at the secondary education is lower than male students. In order to determine the number of female students who do not continue to the secondary education, central e-registration system will be very helpful. On the other hand, local governmental authorities will contact with those families to convince them to let their daughters go to school. 12

13 B-POLICIES and PRACTICES for DROPOUT PREVENTION 5)Determination of the Strategic Objectives According to the strategic plan prepared by the Ministry of National Education; it is targeted that the number of dropout students will be reduced up to less than 5% until the end of 2014. 13

14 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS At the next pages you will see details about the units and people who deal with the students at the risk of dropout and lead projects for dropout prevention at high schools. Guidance and Research Centers within the District Directorates of Education are also lead projects and applications for dropout prevention. Other departments and units responsible for the applications will be discussed in detail at the next pages. 14

16 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS Classroom Counselor Teacher: is a teacher who helps students to understand themselves so they can develop into adults who are capable of living productive and fulfilling lives. Classroom teachers also forwards students to the alternative academic or vocational fields according to their interests, desires and skills. 1)Practices of Classroom Counselor Teachers for Students at the Risk of Dropout 16

17 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS Responsibilities of Classroom Counselors: a)Maintain files on students' progress, evaluate them, gather detailed information about students and try to solve their problems. b)Fill the student recognition forms and monitor their absenteeism, c)Examine and review students' interests, skills and academic achievement. d)Establish a correct communication channels with parents. e)Try to solve problem within the collaboration with parents and school guidance service, 17

18 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS 2)Responsibilities and Practices of Deputy Principals for the Dropout Prevention a) Monitors students' absenteeism and notifies parents when it exceeds 7 days b) Deals with the problems of the students whom recorded by classroom counselors and contact with their parents for solution. 18

19 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS 3)Practices of School Counselor Teachers for the Students at the Risk of Dropout a) Prepare the annual work programme which will be implemented by classroom counselors during the education year, b) Deals with the problems of the students whom recorded by classroom counselors and contact with their parents for solution, c) Negotiates regularly with the students who has problems, 19

21 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS 4)School Development Management Team’s Practices Related to Dropout Prevention Project of School Development Management Team targets a well planned development. It recommends schools to determine the problems and participate in the process of creating a solution. All secondary schools must establish a School Development Management Team. One of the task of this team is to recognize the students at the risk of dropout and set up a commission to deal with the those students. 21

23 C- SCHOOL DROPOUTS PREVENTION PRECAUTIONS at SECONDARY SCHOOLS 5)Practices of Parent-Teacher's Association Parent- Teacher’s Associations are established to perform family integration into school environment. The most important role of this organization is to provide financial support to the students at the risk of dropout. It is obligation for a school to establish Parent-Teacher Association. Economic power of the association consists of the contribution of the parents. 23

24 D- STUDIES of COUNSELING SERVICE OFFICE of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ 1) Leads studies which aims to determine the personal characteristics of the students, 2) Negotiates both with parents and students who do not attend to classes regularly 3) Interviews with students who are having trouble in school. 4) Share the observations of the classroom teachers,. 24

25 D- STUDIES of COUNSELING SERVICE OFFICE of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ 5) Evaluate the counseling activities of the classroom teachers, 6) Recognition form, the student interview form, parent interview form, survey for the causes of failure are being used in order to know more about students and find solution to their problems, 7) Within the legal requirements of Ministry of National Education, we are leading a programme called “7- 19 Age Family Education Programme”. The number of parents is very low for this programme. 25

26 D- STUDIES of COUNSELING SERVICE OFFICE of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ I-Studies Related to Students Living Financial Problem 1) The school provides financial support to students with the possibilities of family unity. 2) The Ministry of National Education distributes free books to all students. 3) The Ministry of National Education provides free transportation and lunch 26

27 D- STUDIES of COUNSELING SERVICE OFFICE of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ II-Studies Related to Students having Communication and Adjustment Problems 1) There are regular meetings with the students having communication and adjustment problems and with their parents, 2) Students with health problems are advised to get better health service 3) There are guidance activities for teachers on effective teaching techniques 27

28 D- STUDIES of COUNSELING SERVICE OFFICE of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ III-Studies Related to Students having Academic Achievement Problems 1) Students are given information about efficient studying techniques. 2) Guidance on students' interests and abilities are directed into the appropriate fields. 28

29 E- AN APPLICATON for DROPOUT PREVENTION of GAZİOSMANPAŞA KIZ TEKNİK ve MESLEK LİSESİ SCHOOL DEVELOPMENT MANAGEMENT TEAM (GOPKML SDMT ) School Development Management Team of Gaziosmanpasa Technical and Vocational High School for Girls concluded that school dropouts and repeats emerged commonly at the 9th grade with compared to other grades in 2010-2011 academic year, by examining school records. It has prepared a work program on this topic. 29

31 SCHOOL DEVELOPMENT MANAGEMENT TEAM GOPKML SDMT WORK PROGRAMME 1) There are 2 responsible teachers for one classroom 2) Students recognition forms has been prepared (FORM 1) With the help of students recognition forms, we could collect more detailed data about students 31

32 SCHOOL DEVELOPMENT MANAGEMENT TEAM 3) Exam results are being monitored from E-School software all time. As an example: we have monitored that 30 students out of 47 have three or more poor degree in the 9/Y1 classroom. We have concluded that there is great risk of dropout among those students. 4) We have regular personal interviews with the students (FORM2) At the interviews: a) The causes of failure. b) The familial and economic circumstances. c) Personal problems and other causes are addressed. 32

33 SCHOOL DEVELOPMENT MANAGEMENT TEAM 5) Parent interviews;(FORM3) Parent interviews is very important to determine the causes of the student's academic failure.During those interviews the child's home environment, sibling relationships, economic status, friendship relations are discussed. 6)Interviews With the Course Teachers; The negotiations with the teachers provide details about classroom. Student-Teacher communication problems are evaluated together. 33

34 SCHOOL DEVELOPMENT MANAGEMENT TEAM 7) Questionnaire of reasons for failure are being made and solution proposals are made according to those reasons. (FORM4) 8)Irregular students and students with psychological problems are directed to the guidance service. 9) Students are provided information about efficient studying techniques by the counseling service. 10) Student absences are monitored and discussed with students.Families are informed about it. E-school attendance are monitored. 34

35 SCHOOL DEVELOPMENT MANAGEMENT TEAM Applications of GOPKML SDMT are being continued by the support of students in our school. As the Project team: We believe that students should continue their education without any interruption if we want a society where the living standards are high, unemployment is not the problem, people have qualified professionals, people develop and enrich their differences, criminal behavior is less and the most important one is that people are happy. 35
