Strana 1 Evaluation of Pilot Projects (CZE) 2nd Dissemination Conference - Halle, 19th March 2014 SCHP ČR + Partners of the project

Pilot Project ImplementationPage 2 Main objectives I.State/EU contract – service Information for IRS in case of an accident Online information about the movement in the monitored territory (Ústí Region) Information about the movement in the individual countries (statistics, determination of routes, IRS complexity and facilities, normative activities of the EU and individual countries) II.Commercial sector only tangentially – possibility of extending the chosen information for other subjects Facultative offers specified according to the subject of activity and provided to a subject in the transport chain

Pilot Project ImplementationPage 3 Analysis of container tracking up to now 1.Container movement is not tracked comprehensively 2.Movement is tracked independently by individual subjects of the transport chain Existing information of carriers: road – Position of individual vehicles/chassis with a container – E-call from 2018 railway –Position of entire shuttle trains –Position of individual wagon shipments waterway (position of entire ships)

Pilot Project ImplementationPage 4 OBU Selection made from existing national manufacturers of the units which approximated to the required project criteria: CR – LEVEL SR – NAM The unit suppliers are interested in further development of the unit according to the assignment of the T&T project results

Pilot Project ImplementationPage 5 Pilot tracing

Pilot Project ImplementationPage 6 Beginning: 30th October 2013 Finish: 19th November 2013 Capacity of battery: 86 % Interval: 8 minutes Germany, Duisburg – Czech Republic – Slovakia – Ukrajine, Kalush (road and railway transport) Trace 1

Pilot Project ImplementationPage 7 Beginning: 22th November 2013 Finish: 14th January 2014 Capacity of battery: 56 % Interval: 8 x 3 minutes Germany, Duisburg – Czech Republic – Slovakia (river and railway transport) Trace 2

Pilot Project ImplementationPage 8 Beginning: 2nd February 2014 Finish: 22th February 2014 Capacity of battery: 22 % Interval: 3 minutes x 90 seconds Belgium, Antverp - Germany, Duisburg – Czech Republic – Slovakia – Hungary (Budapest) (road and railway transport) Trace 3

Pilot Project ImplementationPage 9 The project has proved Signal availability – trouble-free  D  CZ  SK  UA  D  CZ via the Elbe  SK  B  D  CZ  SK  HU  We are able to trace movement of individual containers 3 different transport modes – different conditions for tracing:  E.g. frequency (interval) of reporting  Possibility of covering the device (e.g. a tunnel)  Sensitivity of the OBU settings etc.

Pilot Project ImplementationPage 10 The project has proved Accident: We are unable to define what an accident is! There are no standards for containers, only for individual modes of transport There is no OBU certification according to individual criteria (standard) Necessity of preventing error messages as much as possible

Pilot Project ImplementationPage 11 OBU parameters - findings Battery – usable time, recharging capability (automatic monitoring of the battery condition) Remote adjustment of parameters – switching between individual modes of transport and required geofencing (sensitivity to an accident) Geofencing – the issue of accuracy of the transition moment point Unit casing – thoroughly secured against theft and unauthorized handling Clear and internationally understandable marking – unit designated only for tracking of containers

Pilot Project ImplementationPage 12 Ownership of the OBU, handling and placement Ownership – system solution on a transnational level Marking – container number as the basic identification feature Handling the units – placement on the container and maintenance – system solution on a transnational level

Pilot Project ImplementationPage 13 Ownership of the OBU, handling and placement Standardization of placement on individual types of containers:  As far as possible from the filling chute and outlet of tank containers  Greatest risk during filling and draining – OBU placement must comply with the legislation and standards for loading/filling and unloading/draining of individual products  Shielding - possibility, technology

Pilot Project ImplementationPage 14 OBU information system Specific for each OBU unit manufacturer Technology platform, fully ensuring the information flows with the OBU unit Automatic process of the unit tracking Automatic changes in the unit settings according to predetermined parameters in IS Makes it possible to transfer chosen data/data files to IS “T&T“

Pilot Project ImplementationPage 15 T&T information system Clearly defined range of data –Collected from subjects involved –Provided to a precisely defined circle of subject involved –Priority of data protection (allowed accesses, incl. commercial) Definition of a data transfer interface

Pilot Project ImplementationPage 16 Conclusions 1.We are able to track containers – interest on the part of OBU manufacturers 2.Accident definition/settings 3.We are not able to ensure the overview of the movement of containers carrying chemicals in the individual countries and regions in a different way 4.Marking and unified placement of OBU 5.Purchase, installation and maintenance of OBU 6.Range of data for IS T&T 7.Definition of an interface for data transfer Specific and detailed conclusions of the pilot project have been described in the regular monitoring reports (6 by now) and they will be presented in further presentations prepared for pilot project no. 4.
