Original Competitive Grant Application Rubric *additional documentation may be requested Amended Application Scoring & Rubrics Competitive Grant Read Process – May 22, 2012 o Proposal reviewed by 3 trained peer reviewers. o Score analyzed to minimize reader leniency/severity & statistically adjusted. o Readers assessed for consistency & eliminated for inconsistencies. o Proposals rank ordered according to an overall adjusted score.

19. Carryover Process & Guidelines o SEA may not allocate more than 2 million dollars to any LEA building per year, including carryover. o LEA carryover request has moved to the CCIP under “School Improvement Grant 1003g Carryover (ARRA)” o SIG ARRA carryover grantees will need to specify the following: 1. Why the funds were not spent during the FY12 year 2. How the carryover funds if approved will be allocated for FY13
