4  Methods that the president and Congress can use to influence other nations and carry out American foreign policy……

5  Treaties- formal agreements between the governments of two or more countries  Some based on defense (NATO)  Senate must approve by 2/3 vote  BUT, the president can bypass the senate by making an executive agreement  An agreement between the president and the leader of another country

6  Ambassador- an official representative of a country’s government  Appointed by the president  Must be approved by the senate  Only sent to countries where the U.S. recognizes the legal existence of the government

7  Money, food, military existence, and other supplies  Marshall Plan- a program to help rebuild Europe after World War II

8  Trade sanctions- efforts to punish another nation by imposing trade barriers  Embargo- an agreement among a group of nations that prohibits them all from trading with a target nation.

9  The president can use the military to carry out some foreign policy decisions  Powerful, but must be used with care  1794- Washington sent troops to suppress the Whiskey Rebellion  1998- Clinton ordered cruise missiles to be launched at terrorist facilities in Afghanistan and Sudan  2001- Bush committed American troops to the long-term struggle against terrorism.
