CPM-10 2015 -Supported development hub and generic system -Supported continued work of the ePhyto Steering Group under oversight Bureau -Encouraged ePhyto Steering group to develop business rules and requirements for hub -Encouraged ePhyto Steering Group to participate in management STDF project

STDF proposal -Provisionally approved April 2015 -Written objections: -Core activity of IPPC -Cooperate with other international organisations (OIE, CODEX) -Developing countries should benefit first of all -STDF working group October 2015: -Project conditionally approved - Funding available by end of 2015 -Next steps: - Find additional funding and revise proposal

IPPC ePhyto Steering Group -Meeting in Rome in May 2015 -Meeting in Buenos Aires in October 2015 -Worked by mail and teleconferences in between -Separate working group for specifications -A lot of work has been done -ESG members do this in addition to their regular work -Further work depends on external funding -Project manager is needed

6 4. Pilot hub -8 – 10 countries -Basic hub, focussing on exchange -ePhytos encrypted in the hub: not readable in the hub -The hub harmonizes exchange of ePhytos -Single exchange mechanism -Authentication by X509 (private key) -Harmonisation of contents ePhytos needs separate work

7 5. Pilot Generic system -Basic functionalities: -Produce, send out, store, receive read ePhytos -Countries that do not have national system -Countries that can continue after pilot -Few countries that also join pilot hub

8 6. Country selection for pilot -Readiness survey to all CP -Crucial criteria: -Trade volume, sustainability, infrastructure, legislation, willingness First selection by December 2015 Final selection before CPM 2016 Steering Group will advise to Bureau Bureau takes decision

9 7. UNICC -UN International Computing Services -Based in Geneva -Will host hub and generic system -Will tender for hub and generic system development -Has started working on it though no official arrangement yet -Details already discussed with them

10 8. Global symposium in Incheon How to start implementing ePhyto as country Draft programme available Important elements: working groups, industry, other organisations. Interaction between countries, with UNICC Work on further developments (with UNICC) Industry perspective in presentations Second announcement will go out this week

11 9. Industry perspective -Awareness raising and their perspective -Service provider grain industry at meeting ESG in Buenos Aires -Presentation in global symposium (seed, wood, cut flowers, grain, fruit & vegetable) -Use of ePhyto in bank guarantee? -What other elements need to be included?

12 10. Further work -STDF project -Pilot hub and generic system -UNICC tender development and hosting hub -Further harmonize the ePhyto format -Find additional funding -Revise project proposal -Work on business relation IPPC UNICC -CITES join the hub with their specific functionalities?

13 Tentative time lines -Global symposium on ePhyto, 9 – 13 November 2015 in Republic of Korea -Further harmonisation of ePhyto format 2015/2016 -Development of a pilot hub, 2015/2016 (harmonize exchange) -Development of a generic system 2015/2016 (more harmonized format ePhyto) -Selection of countries, April 2016 (CPM) -Testing of hub and generic system, 2016
