3 REPUBLIC OF MALI MINISTRY OF MINES Mali, recovering from crisis Mali used to be a stable democracy with a fairly elected President, multiple parties Parliament and separate executive and judiciary systems The country is slowly and steadily recovering from the worst crisis of its history. All the major parties are committed to maintaining the current emphasis on growth through economic liberalization, private sector development and international openness The GDP growth resumes to its pre-crisis level. The Donors confidence and support are back (cf. OCDE) Mali is a member of regional organizations such as WAEMU and ECOWAS. The country has been applying EITI standards since 2007 and is part of the Kimberly Process 3

4 REPUBLIC OF MALI MINISTRY OF MINES Economic growth in Mali is on track for recovery With GDP growth averaging almost 5% per year from 2008-2011, Mali’s GDP growth at 7% in 2014 has gone beyond WAEMU average( 6%) This was made possible due to the robust economic growth, the low inflation and the sustainable fiscal position According to Transparency International, in 2014 Mali ranked as one of the least corrupt countries in the region The growth in middle class incomes and consumption is evident across sectors: –The number of mobile phone connections has grown 10-fold to over 10 million over the last 10 years –The number of new vehicle registrations has also doubled over the same period Reducing the growth gap 4

7 REPUBLIC OF MALI MINISTRY OF MINES A secure and liberal Mining Code for investors As examples, the Malian legislation guaranty to all title holders:  The free choice of suppliers and subcontractors for the procurement of goods and services  The free importation of goods, materials, equipment, machinery, equipment, spare parts and consumables, subject to compliance with the Custom’s Code  The free movement within Mali of all materials and goods and all substances and products from research and operation  The free conversion and transfer of funds to pay the debts (principal and interest) in foreign currencies vis-à-vis creditors and foreign suppliers  The free conversion and transfer of net profits to non-Malian members and to all the funds allocated to the amortization of loans obtained from non-Malian institutions and affiliates of the title holder after paying all fees and taxes under the Malian law  The free conversion and transfer of profits and funds from the liquidation of assets after payment of tax fees and custom duties under the Malian law The Mining Code adopted in February 2012 emphasises aspects related to the separation of properties of the soil and the subsoil, the legal value of the mining title, differenciation of minerals in 5 groups, Investors environmental awareness and the availability of a public geological database 7

The sedimentary basins are large and most are still unexplored, offering good prospects for discovery. Although Mali is a landlocked country, the government's mineral code has attracted numerous foreign investors. This has resulted in several new mines (gold in particular), which has boosted the gold mining industry to be Mali's first largest income earner in terms of exports and fiscal revenues. Following the opening of several new gold mines, Mali is now Africa's largest gold producer.
