1 OVENS & KING FNL UNDER 18’S 2012 MODEL

2 From submissions received, the high majority of OKFNL clubs concede the current OKFNL U18 model, based on player availability and participation levels, is no longer viable or sustainable past 2011. The OKFNL Board have accepted opinion and amended the initial proposal with consideration to the concerns raised in the submissions. The OKFNL U18 Model for 2012 has been re-scoped under the auspice of the OKFNL to deliver a viable and sustainable competition, which is attractive to current and prospective players with at least 20 players per team with 22-24 preferable to provide the level of competition expected by players and the wider football community. 3 Purposes: To address the current trends, sustaining and enhancing participation in underage football in the OKFNL areas with an attractive and viable 3rd grade competition. To provide a duty of care to underage participants in regards to playing numbers per team and playing conditions. Vision: In the longer term, to have all OKFNL clubs have a viable 3rd grade team. 4 1) Establish a 5 team U18 OKFNL competition involving 1 or more OKFNL clubs working collectively, including a maximum of 3 Wangaratta based teams, 1 Benalla team and Bright. The OKFNL Board shall determine the alignment of clubs (refer below) however; clubs may propose alternate alignments or decide not to participate. - Milawa/Whorouly - Greta/ King Valley /Glenrowan - Tarrawingee/ North Wangaratta - Benalla All Blacks - Bright OVENS & KING FNL UNDER 18’S 2012 MODEL

5 2) With club alignments, the relevant Clubs are required to provided the OKFNL Board with formal written proposals by December 15th, 2011 stipulating as a minimum: - Preferred Training venue - Preferred match venues and fixture requirements - Match Day Team Management - Coaches, team manager, trainers etc - FootyWeb management and result entry - Must be constant - Team names and uniform - Clubs may propose alternate management structures for the OKFNL Boards consideration Aligned clubs are expected to submit a joint management plan, OKFNL and VCFL on request, will facilitate discussions between clubs. 6 3)Financial assistance maybe applied for and granted at the discretion of the OKFNL and VCFL for team uniforms and associated setup costs 5)An IT system, allocating players to a combined entity for the entire season(s) will be implemented. Top Age U18 Players may play in Reserves or Seniors but only with clubs aligned to their U18 team. Players may transfer to any club once ineligible by age for Under 18’s. 7 6)Clubs shall submit team lists at dates nominated by the OKFNL Board and numbers be regulated at each team to a number established annually by the OKFNL Board. In 2012, the maximum number per team is 24. 7)U18 Coaches shall be Level 1 Accredited and endorsed by the OKFNL Board prior to Round 1 each season - Coach appointment processes shall be determined by relevant clubs, however, co-coaches are not preferred. (I.e. one coach from each club is not preferred) - Coaches shall be required to participate in 4 coach educations seminars/forums during each season at the direction of the OKFNL Board and NEB Coaches Association OVENS & KING FNL UNDER 18’S 2012 MODEL

8 8)Teams shall play an 18 round season with a minimum of 14 games plus a traditional final 5 series - At the discretion of the OKFNL Board, the fixture may be scheduled with regards to meeting league objectives; i.e. Friday nights and U18 double header games - Clubs are expected to submit fixture preferences On request, clubs shall be provided assistance from the OKFNL and the VCFL in establishing management plans for each team to ensure that the functional and logistical concerns are addressed. It is expected that clubs actively recruit eligible players to participate in the teams as listed. U18 Fixtures will be developed to ensure games are scheduled evenly, wherever possible as curtain raiser games to either clubs normal scheduled senior games. OVENS & KING FNL UNDER 18’S 2012 MODEL

9 Current data: All data is based on 100% retention and on figures as of May 2011. It should be expected that 85% be retained annually, therefore the projected total number of players available for the OKFNL U18 Wangaratta teams will be less than indicated in column “D”.
