 Non-profit organization focusing on recycling market development & sustainable materials management  10 Northeast states  25 years old  Members are states, also private sector advisory members  5 staff in Vermont & Massachusetts  Long history of projects related to e-scrap management

Assessment done by independent, 3 rd party auditor qualified & accredited to issue certification to a specific standard. For e-scrap there are 3 in U.S.:  R2  e-Stewards  R2/RIOS

Only way to ensure not “self-certifying” or making unsubstantiated claims › No federal regulatory requirements specific to electronics recyclers › Most states have limited/no requirements Known EHS performance requirements Known environmental integrity practices Risk minimization Ensure meet your expectations

Brokers/collectors o Often not certified although may claim to be Processors o E.g., shredders, dismantlers Downstream processors o E.g., takes shredded plastic & pelletizes it

Standards setting organizations (SSO) o ISO o ANSI o ASTM o R2 Solutions SSO review, approve, create, or change Standard may be created by organizations/efforts other than SSO o True for all 3 of the e-scrap standards

e-Stewards Standard for Responsible Recycling (e-Stewards) Responsible Recycling Practices (R2) R2/RIOS

EHS component › e-Stewards requires certification to global ISO 14000 + air testing › R2 requires EHSMS but doesn’t specify particular standard › R2/RIOS includes an EHSMS Export to developing nations › R2 & R2/RIOS allows if being sent to facility that meets same requirements as an R2 certified facility › e-Stewards prohibits toxic materials for recycling or disposal (but okay for tested, fully functional products)

Prison labor › e-Stewards prohibits › R2 & R2/RIOS allows certification of prison operations, but facilities must meet Standard Definition of materials of concern R2 & R2/RIOS focus materials e-Stewards hazardous materials as defined by Basel Convention Process for development & maintenance of Standards are different Both multi-stakeholder
