2 SO1 Norms and Standards sub-group Immediate next steps: prepare preamble / copy edit and fact checking (EG) Develop and implement a dissemination plan (WG) Potential new/ refreshed guidance required

3 SO1 Professionalization sub-group 2016-2017 There was a broad endorsement of the deliverables Priorities: 1.Final revision to Concept Note and Evaluation Competency Framework document and endorsement 2.Engagement with external “stakeholders” (IOCE, IDEAS, CES, EvalPartners, etc.)

4 SO1 Professionalization sub-group 2016-2017 Priorities: 3. Design and deliver products and tools to market the ECF to UNEG members and publicize externally 4. Identification and implementation of pilot projects to commence 5. Showcase in 2017 AGM how the revised CF is being used in the UN for professionalization purposes & Collect lessons learned and success stories

5 SO1 Peer Review sub-group 2016-2017 Discuss the feasibility to conduct 4 peer reviews in 2016-2017 and identify the chairs for peer reviews of ICAO, WHO, UNFPA, UNICEF. Finalise peer review guidance taking into account the changes in UNEG norms and standards, professionalization work and piloting of the guidance. Conduct the review of implementation of management responses to the professional peer reviews conducted.

6 SO1 Decentralized Evaluation Interest Group 2016-2017 Need for the group to come up with key points / focus to be tackled; the DEIG will consult with other working groups so as to better design its upcoming workplan; Analysis of status of decentralized evaluation functions (drawing on information from survey, peer reviews, MOPAN assessments, JIU study etc.) Agenda 2030: more information/discussion needed; there is a need for a better understanding of this new framework and of its implications on evaluation in general before discussing its specific implications for decentralized evaluation.

7 SO2: Key messages to enhance use of evaluations 1.Users and stakeholders should be consulted throughout the evaluation process. 2.Evaluators need to ensure that recommendations are relevant and feasible. 3.The support of senior decision-makers is key, as is their commitment to the implementation of recommendations. 4.Management responses and follow-up processes need to be institutionalized. 5.Sharing of findings should promote cross- organizational learning.

13 SO3 Humanitarian Evaluation Interest Group 2016-2017 Continued relevance of the HEIG considering:  discussions around Humanitarian Action in the context of SDGs  follow up to the WHS Follow up to the HEIG study on Humanitarian Principles (e.g. piloting HP analysis in evaluations; developing guiding questions on Humanitarian Principles) Analysis and synthesis of evaluations addressing the emergency / development nexus

14 SO3 ISWE 2016-2017 Participation in advisory group for the GA’ s independent review of ISWE Continued agency engagement in the EMGs and ECOSOC dialogues Participation in planned ISWE events: – Geneva event with Member States and Agency Heads – Regional Groups and Member State briefings – ECOSOC dialogues on policy review, financing and future topics and ISWE mechanism – Dialogues with General Assembly during QCPR

15 SO3 SDG working group 2016-2017 A Roadmap for the UN evaluation system in the context of Agenda 2030 (by AGM and High Level Political Forum 2017) Set out UNEG’s engagement on country-level evaluations and country-led reviews (by June 2016, when UNSDF guidance will be finalized.) Urgent advocacy action to secure visibility and relevance of the UN evaluation system in the Global Follow-up and Review mechanism and ECOSOC Dialogue under discussion in New York (immediate to HLPF July 2016)
