1 Restructuring of the Finnish Infrastructure Administration Draft 19.8.2009

2 Transport Administration Reform As of 1 January 2010 a new Transport infrastructure agency covering all transport modes will be established. It will comprise: the duties of the Finnish Maritime Administration that will not be transferred to the future state-owned company specialising in production or incorporated into the Transport Safety Agency; the Finnish Rail Administration; the Finnish Road Administration, excluding the road districts and functions to be transferred to the Transport Safety Agency.

3 Transport Administration Reform A new Transport Safety Agency will be responsible for transport system regulation and supervision tasks, will develop transport system safety and security, and will mitigate and prevent adverse environmental impacts of transport. 4 Clearer roles At present the roles of a client, supplier and supervisor vary: in some cases they are separated and in some cases combined.

19 Benefits of the administration reform – customer perspective Comprehensive approach to transport policy drafting and implementation will be strengthened. The transport system perspective will be enhanced, - customers’ mobility management and transport chain needs will be taken into account. Transport Infrastructure Agency: easier to balance and allocate big investments. Transport Infrastructure Agency’s responsibility for public transport conditions will bring them into focus. Both agencies: more focused and efficient allocation of resources to alleviating the problems of the transport system (congestion, accidents, environmental impactetc.) and to improving the quality of the system.

21 Transport agency - challenges Different cultures between maritime, rail and roads captain, conducteur and engineer Maritime is divided into three different organizations production to state owned company (300) vesselsafety to Transport safety agency (100) client organization to the Transport agency (285) Lots of synergies between rail, maritime and roads, but when.. different locations until 2011 easier start with old structure (divisions) Different systems for salaries and benefits (roads have a bonus system) clear objective to have a new common system Nominations of top management

22 Development situation Laws are OK Governement gives the suggestion (draft of the Law) to the Parliament in the beginning of September Budget for the year 2010 is ready for the new organization and goes to the parliament in September We have a detailed structure for new organization in two weeks We have planned the process how personnel is chosen and located to the new organization and posts in the beginnig of 2010 Facilities for all three organizations will be decided this autumn. Departements for Economic and personnel and Traffic system are new. There are new jobs to offer to the personnel. General dir. shall be an open call, but others even dep.chefs comes from within.

23 Other pending reforms Government Productivity Programme: significant personnel reductions by 2015. Reform project for State Regional Administration (ALKU) Regional offices of the Road Administration and State Provincial Offices for traffic safety and public transport will be merged into new regional administration centres to be established in 2010. Relocation Strategy: a total of 130 jobs in the new agency will be relocated outside the Helsinki metropolitan area. The status of unincorporated state enterprises will be clarified. Finavia, Finnpilot and Finstaship will become state-owned companies as of 2010. Functions of the Finnish Maritime Administration related to production will be incorporated as of 2010.
