1 Amman | Johannesburg | London | Mexico City | Ramallah | Washington Land Investment for Transformation Programme (LIFT)- Ethiopia Department for International Development (DFID)

2 Outcome of LIFT Increase in land tenure security and a reduction in the constraints to accessing markets for rural communities will lead to:  Increased investment and thus incomes through the use of the land,  Improvement in gender equality and social capital,  Semi-autonomous land institutions for delivery of land administration services.

3 Outputs of LIFT  Deliver 14 million second level land certificates (SLLC),  Improve rural land administration (RLAS) in 140 woreda offices,  Support the development of the rural land sector to enhance productivity and investment on the land (M4P).

4 Overview of LIFT Project  Operational in 4 regional states,  140 woredas (collection of villages and towns),  Rural only,  2015- 2020,  UKAID, Implemented on behalf of the GoE,  £40 Million - increasing  £3.26 per certificate,  Increase tenure security of 6.1 million households.

8 Second Level Land Certification As of the 18 th December:  Operating in 18 woredas,  Demarcated 1 million parcels,  Entered 700,000 parcels IMASSREG,  Digitised 800,000 parcels,  Commenced Public Display in 67 kebeles,  56,000 land certificates approved and printed.

9 Rural Land Administration System  Clear procedures for recording transactions at the Woreda land office,  Refurbish and equip Woreda land offices,  Provide a computer system for recording transactions,  Technical support for land policy.

10 Rural Land Administration System  RLAS Manual completed and regionalised,  Refurbishment and Equipping complete in 8 woredas,  Training of trainers at regional level complete,  IWORLAIS to be established in first 8 woredas in December

11 Making Markets Work For the Poor (M4P)  Three sectors identified: 1.Land rental sector, 2.Access to finance sector, 3.Environment and conservation agricultural sector.  14 Interventions confirmed

12 Programme Management  Flexibility early on, accelerate once lessons have been learned from actual delivery.  Setting trajectories and milestones, rigorous monitoring, results and lessons communicated clearly to all stakeholders.

13 M&E Framework  Process Monitoring,  Household Survey,  Studies,  Institutional Assessment,  Impact Assessment.

14 Challenges Technical  Field work vs back office work,  Data quality as an ongoing consideration,  Differences between the regional states. Implementation  Cash flow of financial aid,  Aerial photography,  Improving Government of Ethiopia’s capacity to monitor.
