6 Exclusion The poor mostly live in deprivation with little access to water supply, sanitation & social services relating to health care, nutrition, and non-formal education Benefits of welfare schemes do not reach the intended beneficiaries Awareness about the social welfare programs and schemes of the government in the vulnerable households is very low. Identification and enrollment of the most vulnerable for the government socio-economic programs in health, nutrition, education, social security, employment and gender equity is a big challenge.

12 Defining Poverty Poverty defined in terms of a set of measurable and verifiable proxy indicators of income to ensure that the poorest and weakest sections of society, who are otherwise in danger of being excluded, benefit from various welfare schemes 20

19 System Integration Objectives The project aims to  Create a common, dynamic data base of beneficiaries accessible to all departments, thereby avoiding duplication of efforts, checking leakages, and increasing the speed of delivery of social services.  Automate processing of applications and application tracking, thereby increasing transparency, efficiency, and objectivity of service delivery.  Involve the community at grass-root level in authentication of applicants.  Most importantly, indentify the unreached who invariably are the most deserving, vulnerable sections of the society

20 System Integration Project : Salient Features  Easy access for beneficiary to scheme information  Fast and accurate application processing through online approval system.  Schemes work flow designed as per the requirements of the department  Transparent Grievance Redress Mechanism – Intranet / Internet based.  Up-to date, readily available MIS, leading to better control systems.  ID Nos. used for authentication, de-duplication, and creation of reliable family folders.

21 Implementation of Govt. schemes Staff at Single Window Delivery Centers- Project Coordinator, Project Officer, Vocational Training instructor, Help Desk assistant, Non Formal Education instructor, Community Mobilizers, Accountant Besides the women empowerment and development programs, the Single Window Centers also facilitate access to Govt. schemes in the community; Used for UID- Unique Identification of every resident through capturing demographic and biometric details, RSBY Health Insurance enrollments, SJSRY Vocational Training Scheme & receiving applications for Public Distribution System for foodgrains and for Food Subsidy Scheme now. Strong community outreach enables Single window Delivery Centers to act as vehicles for delivering various schemes.

22 Unique Identification- UID A Govt. of India project to assign every resident a unique identification & capture biometric details. Will provide real-time authentication. UID will provide a dependable identity proof and help in reducing access barriers to the various welfare schemes & eliminate duplicates Single Window Facility Centers acting as enrolment centers Inclusion of vulnerable without documentary proof with the help of introducers Financial Inclusion of hitherto excluded

23 RSBY – Health Insurance Scheme Annual coverage of Rs 30,000 (US$650) for a family of 5 Transportation charges of Rs 1,000 (US$22) per year; Pre-existing diseases covered from day 1; 1day pre and 5 day post-hospitalization covered No age limit. Funding: Governments pay the premium Beneficiary pays Rs. 30 as the registration fee per year. Each enrolled beneficiary gets a biometric smart card; Beneficiary can visit any empanelled hospital Beneficiary is provided cashless treatment; Hospital submits paperless claims to the insurance company

24 Swarna Jayanti Shahri Rozgar Yojana (SJSRY) Skill is what differentiates occupationally vulnerable from non-vulnerable. Better skills lead to decent work, enhancement in wages and improved self-esteem Training provided in variety of service, business and manufacturing activities from institutions. Budget: Rs 10,000 per beneficiary; Duration up to 3 mths Individual Counselling and Enrollment through the single window Facility Centers 24

25 Micro-Finance, Thrift & Credit Cooperative 100,000 vulnerable women to be enrolled as members of Thrift & Credit Society over 5 years Range of financial services to poor women at reasonable terms Financial literacy training to members and non-members Future : Bank linkages for addl. resources, interest subsidy schemes and capacity building

30 Cash Subsidy in lieu of foodgrains 200,000 households identified under the vulnerability criteria and who do not get subsidized foodgrains are being given a cash subsidy of Rs 600 per month. As cash is being transferred into bank accounts it has led to financial inclusion. The Unique identification number is being used
