Middle of McDowell Road? Adjacent? Meandering? Conclude at a new amphitheater south of McDowell Road in Papago Park. Where? Create a compelling new recreational amenity that sparks key economic activity on McDowell Road. Largest piece of art in Scottsdale: Signature new element for South Scottsdale after so much investment in the North. Not a stalking horse for light rail. Made possible by a future public bond vote in conjunction with associated non-profit efforts. If successful, there would be a national design competition and a decision made by an Independent Citizen’s Committee.
