Introduction UnionPay provides four major types for UnionPay Card Production Manufacturer: ─ Card Manufacturing ─ Magnetic Stripe Personalizing ─ IC Embedding -Contact -Dual-face ─ IC Personalizing The application procedures are similar for the four types certificates, please refers to the following slides for more details.

4. Certification Procedure ── Time Schedule Note: 1.Time schedule here is the maximum number and may be less in the real case. 2. The schedule does not include the duration of 2nd onsite inspection, if card manufacturer failed at the first time. 5. Part I: Application-Documents Preparation 1. Application Form for UnionPay Card Manufacturer 2. Copies of business license or approved by the local regulator 3. Comprehensive introduction of the manufacturer including, but not limited to, profile, product scope, manufacturing facility and equipment, produce in capacity, staff and organization, product quality management policy, security management policy, packaging and delivery management policy, etc. 4. The allocation map of the entry control, monitoring equipment, fire protection and warning system 5. The audited annual reports of recent two financial years 6. The recommendations from least one local UnionPay Member 7. The quality certification or evidence of possessing sound quality assurance system issued by the institution approved by the nation or industry 8. Copy of the purchased liability insurance of manufacturer 9. Other documents required by the Certification Office

6. Part I: Application- Submit Documents Manufacturer submits application documents to UnionPay UnionPay Certification Office decides the acceptance or not Go to Part II Once the application is accepted, manufacturer shall pay the Application Fee

Part II: Application Review The Certification Office is responsible for the review of the application documents Certification Office receive the application documents Certification Office complete the application review (4 weeks) Go to Part III Certification Office issues Document Review Result of UnionPay Card Manufacturer Certification

8. Part III: Sample Card Test - Requirements The applicant shall submit sample cards to the Test Center for testing within one month upon receiving the notification (if the result is “passed”) Requirements for Sample Card Quantity ： Requirements for Sample Card Appearance  Unless otherwise specified, the sample cards to be tested shall have placed UnionPay hologram, UnionPay logo, signature panel, magnetic stripe and etc on the surface Requirements for Sample Card Color  Card face and back  UnionPay Logo Card Manufacturing15 per kind for both debit and credit cards Magnetic Stripe Personalizing30 for Embossing and 15 for plane printing IC Embedding40 for contact and 20 for dual interface IC Personalizing2 pieces for each template Note: For more detailed test standards and card specification, please refer to Testing Guide from Lab and UnionPay Card Specification.

9. Part IV: Onsite Inspection The Certification Office is responsible for onsite inspection of the manufacturer Onsite inspection will cover the following features:  Internal rules and procedures for card manufacturing  Staff management  Security facilities management  Product quality management  Order management  Storage and delivery Note: For more detailed requirements on onsite inspection, please refer to UnionPay Card Manufacturer Security Management Guide and Security Guide of UnionPay Card Personalization Service Provider

10. Part V: Issuing Certificate The Certification Office shall generate certification result based on the results on application documents, sample card testing and onsite inspection The Certification Office will notify the applicant of the certification result by issuing Notification of UnionPay Card Manufacturer Certification The certified manufacturer shall sign The Holding Commitment of UnionPay Card Manufacturer Certificate with the Certification Office, and agree to accept supervision from the Certification Office at any time The Certification Office will provide Qualification Certificate for UnionPay Card Manufacturer to the certified vendor and make public notice Note: The manufacturer that fails to the certification is not allowed for second application within one year

11. Responsibility for UnionPay Card Manufacturer Certified UnionPay card manufacturer shall fully comply with UnionPay rules and procedures on whole process of UnionPay card manufacturing, and accept Certification Office’s Supervision and Penalties The certified manufacturer shall fill in the Monthly Report of Ordering and producing UnionPay Card, and submit the report for last month to the Certification Office within the 7 calendar day each month The certified manufacturer can only deliver the card to the ordering UnionPay member. Otherwise, the manufacturer shall obtain the prior approval from UnionPay and the ordering UnionPay member Result Notification of UnionPay Card Design Review issued by UnionPay must be needed before UnionPay card manufacturing The certified manufacturer shall submit card for testing timely to ensure the card quality The certified manufacturer must notify the Certification Office of the required scenarios, if happened
