2 WELCOMING REMARKS The objective of the Workshop is to provide residents a better understanding of the Code Compliance process and to promote compliance with the City Code of Ordinances.

3 INTRODUCTION The City of Hallandale Beach is a beautiful City in which to live and conduct business. As a resident or member of the community it is important to maintain your property according to the City Code of Ordinances. With your cooperation, the City can continue to improve the appearance and image of Hallandale Beach.

4 Let’s Work Together As a property owner or tenant, you are responsible for taking care of your property. By maintaining your property, you are encouraging neighboring residents to do the same. 10 THE TEN MOST COMMON CODE VIOLATIONS

11 1.Overgrown Grass and/or Weeds Grass and/or weeds can not exceed 6 inches in height on improved property. Grass and/or weeds can not exceed 18 inches in height on vacant, unimproved property.

12 2.Accumulation of Junk and Debris Accumulation of junk and debris such as appliances, furniture, automobile parts, tires, vegetation cuttings, building materials, paper, cardboard and other trash cannot be left in the yard or public right-of-way areas.

13 3.Inoperable and Unlicensed Vehicles All vehicles must be operational and have a valid registration tag attached, unless stored inside a completely enclosed structure.

14 4.Commercial Equipment and Vehicles Are not permitted to park on residential property or in residential areas between the hours of 9:00 pm and 6:00 am, unless stored in a completely enclosed structure.

15 5.Signs Signs are prohibited on the City right-of-way. Signs are prohibited to be placed on utility poles, trees, fences or in medians or anywhere throughout the City.

16 6.Garbage Cans Garbage cans are prohibited on the street prior to 6:00 p.m. the night before pick-up and must be moved back 25 feet from the property line by 9:00 p.m. on garbage pick- up day. Do not place bulk trash on the swale more than 24 hours before a City wide pick-up.

17 7.Parking Residential property owners are required to provide onsite paved parking, regardless of when the property was built. The number of parking spaces required are based on the number of permitted dwelling units. Parking on an unpaved surface, such as gravel or grass, is not allowed.

18 8.Building Permits Always check with the Building Division prior to doing any work to ascertain whether a permit is required. A permit is required to construct, enlarge, alter, move, remove, or demolish any building, structure or part thereof.

19 9.Unleashed Dogs Dogs are required to be on a leash when in public. Dogs are not allowed in any of the City parks or beaches. When walking your dog, it is your responsibility to pick-up the dog’s waste. Ensure your dog’s barking is controlled and does not disturb your neighbors.

20 10.Illegal Conversions Increasing the number of living units to the exterior or interior of a residential structure is an illegal conversion and is not permitted. Regardless of how long the units have existed, once discovered, the City will require closure and/or removal of the illegal units.

22 Community Redevelopment Agency The City of Hallandale Beach and the Hallandale Beach Community Redevelopment Agency (CRA) want to help you improve your property and overall appearance of your neighborhood.

23 Neighborhood Improvement Program The Neighborhood Improvement Program (NIP) was established with the intent to assist property owners with property maintenance improvements.

26 Neighborhood Improvement Program Single families (5 units or less) $6,500 for parking, landscaping and general repair $4,000 for roof repair/replacement $1,500 exterior cleaning and painting $5,000 for on-site drainage Up to $18,500 is available You pay back 60% of the loan over 10 with zero years interest - 40% grant $1,500 Supplemental (100% payback) $125.00 Application Fee Multi-Family (6 or more dwellings) $10,000 for parking, landscaping and general repair $4,000 for roof repair/replacement $2,500 exterior cleaning and painting $5,000 for on-site drainage Up to $24,000 is available You pay back 60% of the loan over 10 years with zero interest - 40% grant $2,500 Supplemental (100% payback) $250.00 Application Fee

27 Commercial Code Compliance Loan Programs A business can receive up to $100,000 to repair code violations on an existing commercial property 15% is a grant The rest is payable in 10 years at a 4% interest rate Application fee is $750 A business can receive up to $75,000 to repair code violations on an existing commercial property on Foster Rd 50% of the first $15,000 is a grant The remaining 50% is paid at 0% interest The rest is payable in 10 years at a 4% interest rate Application fee is $750 General Code Compliance LoanFoster Rd Code Compliance Loan

28 Hurricane Shutters Program Homeowner can receive up to $5,000 for installation of shutters $1,500 is a grant. The remaining $3,500 is payable at 4% interest Loan is payable over 10 years
