School systems provide and effectively communicate the ground rules for everyone. They ensure a measure of consistency in approach and action across the school.“ (Educational Leaders, 2012)

2 Curriculum is the basis of what is taught in a classroom, and the syllabus around which subjects, lessons and assessments are arranged. Curriculum is like the core guideline for what a teacher can teach in their classroom. Curriculum is something that is frequently contested as there are different opinions about what should be taught in a classroom. New Zealand teachers are fortunate in the fact that they have flexibility within the Curriculum to be creative and more reactive to what the students want. Every society has a different view on what they picture an ideal citizen to be. To a certain extent, the Curriculum has to conform to this. It is important that teachers allow flexibility within the classroom to teach their students what they think is important, regardless of if it hasn’t been specified in the school curriculum (within reason). Having a curriculum creates reality for learners as it is a base around which achievement can be structured. The curriculum is an ever-changing constant, because it must be adapted to suit current societies expectations. Curriculum always involves choosing from alternative options, although an effective Curriculum should encompass a wide range of facets with room for teacher flexibility.
