3 Strategies of the UIC-Middle East Regional Office to make use of strengths and opportunities and to remove threats and weaknesses  Effective interaction with M.E. countries and the transport companies  Effective interaction with UIC and international railway organizations, carrying out joint work and using their experience;  Interaction with other UIC regions; benefiting from their experience and performing multiregional projects;  Setting up technical working groups for Middle-East;  Attraction of new members from ME, Asia and local transport companies;  Cooperation for execution of the plans forecasted in the Action Plan;  Defining and implementing the regional projects;  Identifying the decision-makers and stakeholders of transport organizations in the region

5 Strategy I. Effective interaction with countries in the region and promote the cooperation spirit among the ME members  Launching website for ME railways  Creating e-mail for ME  Determining the liaisons from each ME railway  Encouraging the members to have positive involvement in the regional and global events  Following up the execution of the decisions adopted in the ME Regional Assembly;  Preparing and disseminating the RAME minutes to the members.

6 Strategy II. Effective interaction with UIC and other international railway organizations  Identifying the methods of cooperation with international organizations like UN-ESCWA, ECO and UNESCAP in order to carry out joint activities and consolidate the ME region;  Concluding tri-lateral MOU amongst ECO, UIC and UIC Office ;  Taking part in UIC training workshops and conferences ;  Involving in UIC study projects and making them operational in Middle East region.

7 Strategy III. More interaction with the other regions of UIC, benefiting from their experience in progress of the activities of Tehran Office  Identifying methods of cooperation with Asian Region ;  Involving the Asian railways in the M.E. technical meetings;  Participation of the ME representatives in the technical meetings of Asia;  Implementing joint activities, e.g.joint educational workshops;  Holding joint seminars in line with making regional corridors operational;  Setting up professional working groups.

8 Strategy IV. Setting up technical working groups for Middle-East  Setting up the safety working group;  Setting up the infrastructure working group;  Setting up the security working group;  Setting up the corridors working group;  Setting up the freight working group.

9 Strategy V. Attraction of new members from ME, Asia and local transport companies  Membership of Jordan Hejaz in UIC;  Membership of the capable Iranian and other countries' rail transport companies in the RAME;  Membership of transport institute of UAE and Qatar in RAME;  Membership of the ECO member railways in RAME.

10 Strategy VI. Cooperation in execution of the plans and events seen in the annual Action Plan  Convening the second Educational Seminar on Safety;  Cooperating for holding the Infrastructure Management Seminar in Jordan, preparing the program of the seminar;  Cooperation with the Turkish State Railways (TCDD) for holding the Conference of "Towards an Interconnected and Competitive System";  Cooperating for organizing Middle East Investors Forum;  Cooperating for organizing first Conference on Oil Transport by Rail.

11 Strategy VII. Defining and implementing the regional projects within the member countries  Studying the corridors passing through ME region;  Carrying studies on launching the scheduled freight trains among the countries of the region.

12 Strategy VIII. Identifying the decision-makers and stakeholders of transport organizations in the region  Preparing a databank containing a list of transport ministers, railway authorities, banks, regional/international investment institutions, and rail transport companies;  Contact details of the countries, organizations, departments and personnel;  Interaction with ports and shipping lines.
