The major weaknesses include: Limited independence; Lack of sufficient operational efficiency and consistency; Lack of consequences; Reliance on national experts;

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Board of trustees The Board of Trustees has amongst several others, the following competencies:  To appoint the members of the Council of Administration and of the Council of Appeals;  To formulate a generic opinion about the operation of the Council of Administration and to issue recommendations about the generic aspects of this operation;  To formulate an opinion about the Agency’s Annual Activity Plan and the Budget;  To formulate an opinion about the agency’s annual management report and the accounts.

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Administration Council In the domain of higher education quality assurance the Administration Council has competency for:  Starting any assessment and accreditation procedure;  Making final decisions about the procedures concerning assessment and accreditation, both if the procedures were started by the Council’s initiative or if they were initiated by initiative of the interested higher education institutions;  The approval of reports resulting from assessment and accreditation procedures;  The eventual adoption of the results of assessment or accreditation carried out by other quality assurance bodies, national or foreign;  The approval of norms in the area of higher education quality assurance, with compliance with the terms of reference that are part of the legal regime for assessment.

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Advisory Council The Advisory Council is a counseling body in matters of higher education quality assurance and supporting the decisions of the Council of Administration. The Advisory Council is composed by: a) Two representatives of the Council of Rectors of Portuguese (public) Universities; b) Two representatives of the Coordinating Council of the (public) Polytechnic Higher Institutes; c) Two representatives of the Portuguese Association of Private Higher Education; d) Two members to be appointed by the students unions for higher education, one of them representing university higher education and the other representing polytechnic higher education; e) One representative of each existing professional association; f) One representative of the Council of Associated Laboratories;

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Advisory Council The Advisory Council is composed by: g) One member to be indicated by the most representative entrepreneurial association representing industry; h) One member to be indicated by the most representative entrepreneurial association representing commerce and services; i) One member to be indicated by the most representative entrepreneurial association representing agriculture; j) One member to be indicated by each of the two trade union confederations more representative of the workers; k) Representatives of the interested ministries; l) Up to five specialists co-opted by the Council itself.

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Appeals Council The Appeals Council is the body for appeals against the decisions of the Council of Administration regarding assessment and accreditation decisions. The Appeals Council is composed of five members, appointed by the Board of Trustees.(not appointed yet)

Higher Education Evaluation and Accreditation Agency (A3ES) 2.2 Structure Scientific Council Scientific Council, integrated by experts with well recognized international experience that will promote at the end of each year a debate on the annual progress of the Agency and will present a report with criticisms and suggestions to improve the Agency’s procedures. This Council is composed as follows: David Dill, Professor of Public Policy, The University of North Carolina at Chapel Hill Don Westerheijden, Senior Researcher, CHEPS, The Netherlands Bjorn Stensaker, Research Professor, University Oslo, NIFU-STEP Mary Henkel, Professor Brunel University, UK Guy Neave, Researcher at CIPES, consultant WB, OECD, EU, Swedish Academy José Ginés-Mora, University of Valência and Institute of Education (University of London)

9 9 EU standards for accreditation of study programmes on BiH Universities - ESABIH ISEP · ISCAP · ESE · ESMAE · ESEIG · ESTGF · ESTSP| Mónica Vieira – Carla Carneiro/ KaHo Sint Lieven / 24 th – 27 th February 2010 Agency proposed the adoption of the following complementary measures: 1)Definition of guidelines based on a set of performance indicators allowing the clear separation of those cases that should be submitted to a deeper analysis from those that offer no doubts that minimal standards are fulfilled; 2)To take into account, by the Agency, assessment/accreditation processes previously used by institutions, that offer guarantee that minimum standards are safeguarded and that comply with conditions laid down in law (as examples it is possible to mention cases of assessment/accreditation by foreign agencies such as the ABET and EURACE for engineering, EQUIS for management, the European accreditations for Veterinary Medicine, the assessment of Medicine by the European University Association, etc). 3)The study cycles exempt from detailed assessment/accreditation in this phase off the process are considered as pre-accredited until the stable operation of the system, in the scholar year 2011/2012. 2. 10 10 ISEP · ISCAP · ESE · ESMAE · ESEIG · ESTGF · ESTSP| Processo de Avaliação Institucional do IPP pela EUA Mónica Vieira – Carla Carneiro/ KaHo Sint Lieven / 24 th – 27 th February 2010 Agency proposed the adoption of the following complementary measures: 4)To proceed to an assessment/accreditation exercise of all the study- cycles that do not offer a clear guarantee those minimum standards are safeguarded. 5)The study cycles referred in the previous item and that get a positive assessment are accredited for a period of five years. 6)This proposal will allow for a modulation of assessment/accreditation processes over a limited number of cases (selected by the above mentioned mechanism) feasible until the end of scholar year 2010/2011. 2.
