Smart Energy, Sustainable Future Update on Singapore’s Energy Efficiency efforts 45th APEC Expert Group on Energy Efficiency & Conservation Meeting 25 March 2015, SIngapore

Smart Energy, Sustainable Future Outline Singapore’s Energy Policy; Energy Efficiency - a Key Mitigating Strategy for EI reduction; Whole-of-government approach and Energy Conservation Act; Demand Response Programme; ‘Bill redesign’ pilot to raise awareness on energy consumption

Smart Energy, Sustainable Future Singapore’s Energy Policy Resource & alternative energy disadvantaged Energy importer and price taker Small, urbanised environment poses constraints on fuel sources we can use Our Challenges Energy security Environmental sustainability Economic competitiveness Our Approach

Smart Energy, Sustainable Future To achieve a 35% reduction by 2030 (from 2005 levels) in economy-wide energy intensity; EE effort involves addressing sector-specific barriers with incentives: Energy is not subsidised to discourage wasteful consumption Energy Efficiency - a Key Strategy…. Barriers to EEPolicies & Measures Limited capitalFiscal toolsLevies, subsidies, rebates High upfront costsEE financing Schemes Lack of informationCapacity building tools Certification training programmes Educational programmes Split incentivesRegulatory tools Mandatory EE standards Mandatory reporting/audits

Smart Energy, Sustainable Future Households Tighten Minimum Energy Perf Stds for air-conditioners and refrigerators (2013) and extend to lighting & more appliances (2014) Sectoral measures to improve EE … Power generation Switch from fuel oil to natural gas Buildings Developed the Green Mark Certification for all new buildings and all retrofitted existing buildings Transport Achieve 70:30 for public and private transport and Carbon- emissions based Vehicle (CEV) scheme Industry EE financing schemes, encourage co- generation,

Smart Energy, Sustainable Future Where Are We Now? 22% improvement in energy intensity in 2012 compared to 2005

Smart Energy, Sustainable Future Whole-of-Government approach…..to promote and facilitate adoption of energy efficiency in Singapore across the various sectors by the respective agencies. Financial incentives and training programmes administered to help companies enhance energy efficiency e.g. -Grant for Energy Efficient Technologies (GREET) -Design for Efficiency (DfE) Scheme -Energy Efficiency Improvement Assistance Scheme (EASe) -Singapore Certified Energy Manager (SCEM) programme http://app.e2singapore.gov.sg/Programmes

Smart Energy, Sustainable Future Energy Conservation Act … Legislates minimum energy management standards for large energy users, consuming >15 GWh of energy annually or 1.29 ktoe of energy, in the industry sector since 2013, through the: –Appointment of energy managers; –Reporting of energy use; –Submission of energy efficiency improvement plans for large energy users. Since April 2013, over 165 energy-intensive companies in the industry sector have been required under the Energy Conservation Act (ECA) to implement energy management practices.

Smart Energy, Sustainable Future Enhancement of MELS Labels The new label uses a more stringent rating scale that requires appliances to achieve greater energy efficiency for each tick rating. This enables consumers to identify more energy efficient appliances. The new label also translates the energy performance into the estimated annual energy cost of using the appliance, so that consumers can consider this when deciding what to buy.

Smart Energy, Sustainable Future Mobile App launched as part of pilot to raise awareness on consumption pattern Available to about 310,000 consumers to access features ranging from their historical consumption data & peer comparison and to conduct simple usage audits 6-month comparison Month-on-month comparison
