13 Literacy and Numeracy Partnership Project Curriculum Partnerships Overview of School Planning Process Whole-school approach to literacy and numeracy Literacy Overview Numeracy Overview School (Strategic) Plan The strategic plan is a response to school data assessed over time and is the context for operational plans. School plans typically span a number of years. Objectives, priorities, improvement targets, major strategies, resources, references to systemic policies and directions, evaluation and a timeframe should be included within the plan. Operational Plans Operational plans detail how school plan objectives will be implemented in that school year. Plans characteristically include improvement targets, specific strategies, who is responsible for the strategies, resources allocated to support the strategy and ways that the implementation will be evaluated. Classroom Planning Classroom planning is the responsibility of teachers and should be aligned to school planning. Classroom planning is monitored through performance management.

15 Literacy and Numeracy Partnership Project Curriculum Partnerships Improvement Targets Improvement targets are indicators of progress towards achieving an objective. They should have a timeframe, be measurable or observable and be sufficiently challenging to stimulate change, but also achievable so that effort is rewarded. Improvement targets need to be anchored to a realistic baseline and standard that gives some sense of what should be achievable if a concerted improvement strategy is employed for long enough.

16 Literacy and Numeracy Partnership Project Curriculum Partnerships Strategic and Operational Improvement Targets Strategic Improvement Targets specified in the School Plan typically set medium- to long-term targets that will be achieved over a number of years. Operational targets specify progress towards the strategic target in a given school year. Accountability = Name these students in Operational plans at LA and Phase level.

Operational In Reading for 2013, increase by 6% the number of Year 5 students in the top two proficiency bands compared with 2011 Year 3 results. Classroom – Case-management Students identified in 2011, year 3 (FD, GH, JK, DJ, LW & DG) to have greater than Moderate progress between year 3 NAPLAN (2011) and Year 5 NAPLAN (2013).

Strategic Increase the percentage of Year 7 students achieving Numeracy scores in the top 20% of the All Australian profile to 18%. Operational In Numeracy for 2013, increase by 6% the number of Year 7 students in the top two proficiency bands compared with 2011 Year 5 results. Strategic The Year 7 Reading mean performance to be at least 10 NAPLAN points above the All Australian mean. Operational In Reading for 2013, increase by 8% the number of Year 7 students in the top three proficiency bands compared with 2011 Year 5 results. (Note. Each student is worth approx 1.25%)

Evidence to be considered may include NAPLAN, WAMSE, teacher judgements, ESL/D Progress Maps, report grades, Literacy Net, Numeracy Net, Numeracy Monitoring Tool and First Steps diagnostic tasks.

Strategic planning c onnects planning at the whole-school level, setting directions for improvement. Case Management example. Implement a consistent approach to Guided Reading across P to 7. Staff to undertake Instructional Intelligences professional learning to increase their ability to differentiate instruction.

Specialist teacher to work collaboratively with phase of learning teams to ensure a consistent approach to Guided Reading. PM benchmarks resources purchased and used with identified groups of students. First Steps PL in Reading to be provided to all staff. Teachers provided with time to meet monthly with specialist teacher, admin rep and colleagues teaching the same year level to collaboratively develop and monitor case management of students.

Case Management Example. JP, GP, TR, FO and ST are provided with a specific reading activities from First Steps aimed at improving inferential comprehension and the recognition of stereotypes in book characters. Reading Lexile program to be used with these students to ensure appropriate reading materials and promote home reading.
