2 What is FVIARS? A Nation wide model formed to address family violence A collaborative approach between Police, Child Youth and Family and National Collective of Independent Women’s Refuges (NCIWR) Focused on building safe, violence free families

3 Purpose Key component is a regular planned interagency meeting Purpose of meeting to share information, develop plans for change regarding offenders, victims and children To enhance individual agency practice to reduce family violence collectively

4 Counties Manukau East Communities include: Howick, Pakuranga, Botany, Beachlands, Maraetai and Whitford, Otara and Flatbush Total population – 105,828 approx (2006 census) Number of reported incidents of family violence 2007-2008: 3,110 Third highest number of reported incidents in Counties Manukau

5 FVIARS East FVIARS agencies meet once a week to discuss the Family Violence Investigation Reports (FVIR) received by Police Agencies include: Police, Child Youth and Family, Victim Support, Eastern Women’s Refuge, Te Tai Awa O Te Ora, Harvest Community Care, NZ Sikh Women’s Association, Family Start Manukau, Community Corrections (Probations), Supporting Families in Mental Health, Te Rawhiti, Plunket, Fatimah Foundation, Chinese New Settler Services Trust

6 Initial incident Police attend incident FVIR written CYF referral if required Victim Support referral if required Police Family Violence Team (receives reports daily) FVIARS Meeting Police Extract relevant history from NIA and document to take to FVIARS meeting

7 Meeting (incidents with Children) Discussion takes place regarding risk, prior history of violence, accountability of offender, safety of adult and child victims, appropriate intervention Police Family Violence Team Home visit Letter Phone call Victim Support Low risk Home visit Letter Phone call Referral Family Start Low/medium risk Home visit Short term Intervention Long term Intervention Corrections Information CYF Medium/high risk Dummy notification DRM Notification Agency allocation Offender VictimChildren Other Community Agencies Medium Risk Home visit Short term Intervention Long term Intervention Residential

9 Feedback Allocated agency will feedback information to Police regarding engagement, non engagement and/or additional referrals. All feedback is case noted in NIA (Police database) for future reference. Agencies working with individuals/families will keep all relevant detailed documentation in their respective databases.

10 Information sharing Each agency involved in the FVIARS process has signed a local MOU covering the sharing of information Any individuals/agencies present at a meeting who are not signed up to the local MOU are required to sign a confidentiality agreement form

11 Where to from here… Continued monitoring and evaluation of the FVIARS process as it evolves Continued relationship building with Community and Government agencies in the Eastern area of Counties Manukau Education regarding FVIARS within the community Establishing more effective processes around High Risk families
