3 1. SWOT definition  An ex-ante evaluation tool that identifies the strengths, weaknesses, opportunities and threats of C2C partnership.

4 2. Method used  SWOT analysis is based on information provided by Partners C2C partner organisations.  These data were separated into internal (strengths and weaknesses) and external issues (opportunities and threats).  Once this is completed, SWOT analysis asseses what may support the partnership in accomplishing its objectives, and what obstacles must be overcome or minimized to achieve its planned results.

6 3.1 Strengths  different areas of experience in providing adult education  eagerness to gain new experiences and good practices  good cooperation with the stakeholders  excellent and on-going rapport with the local communities  full support from the management of organizations  previous experience in European projects  balanced geographical distribution of partner organisations  using of the best communication tools  high capacity to disseminate information in the community  enthusiastic project teams characteristics of the partnership that offer benefits to C2C project

7 3.2 Weaknesses  lack of experience in e-commerce  communication in English  the partner organisations had no previous common collaboration characteristics that could place the project at a disadvantage

8 3.3 Opportunities  new technological and educational tools that will be developed during the project  suport offered in the project by the EC  successful examples of local people with initiative elements that the project could exploit to its advantage

9 3.4 Threats  changes in environment, law and regulations  weather may hinder travel during mobilities  European Commission or National Agencies may delay payment of the grant  the human factor elements in the environment that could cause trouble for the project

10 4. Conclusions  the most important message provided by this SWOT analysis is that, in the actions set, our decision-making process should include the following elements :  build on the strengths  eliminate weaknesses  exploit opportunities  remove threats risks
