INGAA Quality Management Systems White Paper Supporting Pipeline Construction

Quality is Conformance with Requirements Defective Pipe Failure Final Inspection Receiving Inspection Personnel Training & Competency Purchasing Procedures Controls (Project QMS Elements) Quality System) Process Deficiencies Controls not working Results: Unscheduled Downtime Delays Increased Costs Damaged Equipment Injuries Transportation Procedures QC QA When Quality Does Not Happen

Quality Management Systems Prevention Inspection Costs Cost of Failures and Re-work Failure Inspection Costs Prevention Costs Failure Costs Avoided Cost of Failures and Re-work Added Prevention and Reduced Failures/Re-work through effective implementation of a QMS Cost avoidance for the project Cost of Quality without a well structured QMS

Plan Do Check Act Step 1 – Plan the processes, products or services for your project. Step 2 – Do the work to execute your project in accordance to your Plan Step 3 – Check and measure to assure that activities within the project meet the desired requirements and accomplish the project goals. Step 4 – Act to continually improve all processes and strive in improving the delivery of the project.

Core Elements of a QMS 1.Management Commitment 2.Resource Management – machines, people, time 3.Plan and develop processes – efficient, effective 4.Measurement, Analysis and Improvement – inspection, audit 5.Documentation and Records

Why ISO 9001 ? Basic Requirements of a QMS for Pipeline Construction Identifying the processes needed for the QMS and their application throughout the organization. Determining the sequence and interaction of these processes. Determining criteria and methods needed to ensure that both the operation and control of these processes are effective. Ensuring the availability of resources and information necessary to support the operation and monitoring of these processes. Monitoring, measuring, and analyzing these processes, and Implementing actions necessary to achieve planned results and continual improvement of these processes.

Final Words Recent industry work has demonstrated that quality processes implemented in production processes for plate, pipe and coating mills has been successful in producing products that consistently meet requirements. The recommendation, based on the pipeline construction quality issues, is to establish and implement a QMS for construction practices on the right-of-way. ISO 9001 is a useful resource and ISO/TS 29001 (API Spec Q1) offers industry specific guidance on the development of a QMS for the Oil and Natural Gas industries.
