9 9 Copyright Chinese Taipei 2012 Energy Efficiency Ranking program – Mandatory Labels  To show the consumers useful information as they choose among various models.  To influence consumers’ purchasing decisions to lead the product importers or manufacturers will likely take actions to improve energy efficiency of their products and to phase out low energy-efficient ones.  The mandatory labeling of air conditioner, refrigerator, automobile and motorcycle had entered into force on July 1, 2010,and that of dehumidifier and compact fluorescence lamp on March 1, 2011 and July 1, 2011. The program will extend to Gas Stove and Instantaneous Gas Water Heater in Dec. 2012.  Currently, there are 6,317 air conditioner models, 964 refrigerator models., 4513 automobile models and 968 motorcycle models,193 dehumidifier models and 1548 CFL models have completed mandatory energy label applications, 59 Gas Stoves models and 496 Instantaneous Gas Water Heaters models. 13 13 Copyright Chinese Taipei 2012 Introduction (1/2) The Energy Efficiency Rebate Program was originally launched in October 2008 for Energy Conservation Label qualified products. This year,started from Jan. 1 to Mar. 31, 2012, the First Stage of Energy Efficient Appliance Rebate Program has provided commonwealths with rebates NT$2000 on energy efficient appliances. The application period was from Jan. 1 to Apr. 30, 2012. Energy efficient appliances eligible for the program included air conditioners and refrigerators with Energy Rating labeling grade 1 or 2, and Energy Conservation Labeling clothes washers. The total budget available for the first stage rebates is NT$ 600 million (about USD$ 20 million).

14 14 Copyright Chinese Taipei 2012 Introduction(2/2) Due to success of the first stage rebate program, the second stage of Energy Efficient Appliance Rebate Program started from May. 17 to Aug. 16, 2012 and the application period started from May. 17 to Sep. 16, 2012. Energy efficient appliances eligible for the second stage program included air conditioners with Energy Rating labeling grade 1 or 2, and Energy Conservation Labeling TVs and monitors above 32 inches. The total budget available for the second stage rebates is NT$ 700 million (USD$ 25 million). Since the second stage of Energy efficient appliance rebate gets overwhelming response. The Rebate Program ended earlier on Jul 23, 2012, but the application deadline remained till Sep. 16, 2012.

15 15 Copyright Chinese Taipei 2012 Program Description When the program launched, the natural person lived in Taiwan who purchased and installed qualified Energy Efficient appliances from a retailer could be eligible to receive the assigned rebate for that appliance. The sales receipt and the certifier must verify that a qualifying energy efficient appliance was purchased and installed. There were no limits to the number of rebates per household. Following the appliance purchase and installation, customers would be responsible for applying for the rebate in person or by mailing applying document to 303 Service centers of Tai-power Company. Once the rebate application was physically received and the receipt was verified, the customer’s rebate would be approved and payment would be paid by cash, check or remittance. Rebates will be issued within two to three weeks from mailing the required forms and receipts. The rebates will be awarded on a first-come- first-serve basis until the funding is depleted. Consumers should be able to confirm the availability of remaining funds by calling hot line and to get detail information by checking the Web site. Guides for consumers and Frequently asked questions (Q&A) were also available at the website.

18 18 Copyright Chinese Taipei 2012 Program Achievement(1/4) These two stages of Efficient Appliance Rebate Program have achieved remarkable success. Total 343,214 appliances were issued through the first stage rebate program. NT$ 86,428 thousands over NT$ 600 million was distributed to rebate applicants for appliances rebates in the Commonwealth. Total 700,461 appliances were issued through the second stage rebate program. Almost NT$ 700 million over NT$ 700 million was distributed to rebate applicants for appliances rebates in the Commonwealth. Through the rebate program, we expects to annually save 387 million kWh, promote amount of sales NT$36,600 million, and maintain or create 200 jobs. In addition to dollar savings on customer’s energy bills the Rebate Program increased the availability of energy efficient products in the retail marketplace, increased market share for energy efficient appliances, and increase awareness of the Energy Conservation and rating Label. According to Satisfaction Survey, most participants were satisfied with the rebate Program. About 89% applicants were satisfied with the rebate application process.

22 22 Copyright Chinese Taipei 2012 The MEPS program for Chinese Taipei will cover more products in the near future, such as electric pot, electric storage water heater, water dispenser, drinking water fountain, clothes washer, TV, monitor and LED lamps. The E.E. labeling compliance program in Chinese Taipei is still in the start up stage and need more effort to enhance it. The Rebate Program has successfully increased the market share for energy efficient appliances, and the public awareness of the Energy Conservation and rating Labels. Concluding Remarks
