16 Section 2 Component of Service: Active Duty, Reserves or National Guard. Helps determine if this period of service can qualify towards CH 33 eligibility. Example 1: Regular Army (Regular Component Active Duty Army). You still need to check the period of service and character of service to see if it qualifies. Example 2: Army National Guard. May or may not qualify for CH 33. Depends on the type of active duty orders and the period of service.

17 How to Read a DD 214 In section 12 Indicates exact dates the Service Member was on active duty. For CH 33 purposes, if service started before 9/11 but ended after 9/11 then you will have to manually calculate their post 9/11 service to determine their tier rate. Block 18 (Remarks) is checked to verify the type of orders (use this only for Reserve or National Guard Service). What you are looking for is “Ordered to Active Duty in Support of _______ IAW ______ (type of orders 10 or 32) USC _____ (series of numbers indicating the type of orders).

18 Example Orders Additional instructions: (a)YOU ARE ORDERED TO ACTIVE DUTY IN CURRENT GRADE OF RANK AND IN CURRENT POSITION WITH CONSENT OF THE GOVERNOR OF NORTH CAROLINA. THE SOLDIER IS ASSIGNED TO UNITED STATES FORCES COMMAND (FORSCOM) ON THE EFFECTIVE DATE OF THIS ORDER, MACOM CODE IS FC. THE COMMANDING GENERAL, FORSCOM APPROVES PERSONNEL TO EXCEED 220 DAYS OF PERSONNEL TEMPO, BUT PERSONNEL WILL NOT EXCEED PARTIAL MOBILIZATION (TITLE 10 USC SECTION 12302) OF 24 MONTHS.

19 How to Read a DD 214 Block 24 (Character of Service) MUST be “Honorable” in order to qualify for CH 33.

20 Federal Tuition Assistance Update DoD MOU: All Institutions of Higher Learning wishing to enroll Service Members using FTA must have a current signed DoD MOU. https://dodmou.com/ https://dodmou.com/ LOI Schools: Have Fully Developed Degree Plans within the Go Army Ed (GAE) software Can approve FTA Requests Can approve Degree Plans and Course Planners Non LOI Schools: Do not have Fully Developed Degree Plans within the GAE software Required documents in eFile for each term: Class Schedule, Invoice, Current Approved Degree Plan/Course Planner

21 Federal Tuition Assistance Update Continued Basic Characteristics: -Tuition for first Associates, Bachelors, Masters and ONE certification at a DOD MOU Institution of Higher Learning -Can fund up to $250 per semester hour, with an annual cap of 16 semester hours per Federal Fiscal Year

22 Federal Tuition Assistance Update Continued Basic Eligibility Requirements: Associates or Bachelors Degree: Must have one year time in service from the day after the graduation date of the Service Member’s initial Military Occupation Specialty (MOS) training; Advanced Individual Training for Enlisted personnel and Basic Officer Leadership Course for Commissioned or Warrant Officers

23 Federal Tuition Assistance Update Continued Basic Eligibility Requirements: -Masters Degree: Must have ten years time in service from the day after the graduation date of the Service Member’s initial MOS training -Exception: If a Service Member previously earned a Bachelors Degree prior to entering the Service, he/she will be eligible to use FTA funds towards a Masters Degree after they have one year time in service from the day after the graduation date of the Service member’s initial MOS training -The request for FTA must be approved prior to the start date of the course, and the TA request will not be approved if they separate from the Army prior to the End Date of the course -The Service Member MUST be in GOOD STANDING with their Unit, i.e. not Suspended for Favorable Personnel Actions

24 Federal Tuition Assistance Update Continued Other Interesting Facts: Service Member must have an approved DEGREE PLAN and COURSE PLANNER after completing 6 semester hours of FTA funded courses or 9 semester hours if courses were completed from two different schools Upon completion of 15 semester hours of FTA funded courses, Go Army Ed (GAE) will begin calculating the FTA GPA. This is the GPA of all FTA funded courses. Service member must maintain a 2.0 or higher GPA for undergraduate programs and 3.0 or higher GPA for graduate programs, or will be placed on hold in GAE A grade of C or better is required for FTA funded courses for Soldiers pursuing an Undergraduate degree. A grade of B or better is required for FTA funded courses for Soldiers pursuing a Graduate Degree. Failure to meet this standard will result in a hold in GAE and recoupment of all awarded funds

25 Federal Tuition Assistance Update Continued Recoupments: Recoupment of FTA funds will occur anytime a Service Member receives a grade of : Graduate: C, D, F, W, or Incomplete Undergraduate: D, F, W or Incomplete Settling FTA Recoupments: Recoupment resolution can be acquired as soon as the GAE system places a Soldier on hold for recoupment Soldier simply logs onto GAE, goes to Recoupment Information Page and selects a repayment plan If Soldier does nothing, Soldier will remain on hold for 45 days. After 45 days, GAE will select the lowest repayment plan for the Soldier and the hold on the GAE account will be lifted

26 Federal Tuition Assistance Restrictions Duplication of Federal Benefits: FTA and GI Bill CH 1606 or 1607 MAY BE USED during the same semester/term, but CANNOT be used/certified for the same courses Service Members currently on Active Duty (for Select Reserved currently on Mobilized Status) may receive Montgomery CH 30 monthly benefits up to the cost of the course only. This provision is referred to as ‘TOP UP’. Under TOP UP, benefits under CH 30 can be used to assist in payment of tuition when the cost exceeds their respective military component cap under their component’s respective FTA program. Once Service Member is no longer serving on active duty, he/she can receive their Chapter 30 benefit up to the full monthly amount while using FTA FTA may not be used if the requesting Soldier is currently receiving an ROTC Scholarship

27 NCNG TUITION ASSISTANCE Reimbursement program – subject to funds availability Granted per semester, not by year Eligibility requirements Can be used in conjunction with all GI Bill benefits Can be used in conjunction with other assistance (scholarships, grants) Students apply for NCTAP at www.cfnc.org – FAFSA NOT requiredwww.cfnc.org Students must also submit coursework information PRIOR to the start of EACH term semester to be considered to receive the benefit Degree, Certificate, Vocational Training Communicate with Financial Aid!

29 CH 1606 & Kicker Eligibility

30 CH 1606 NOBE The Notice of Basic Eligibility (NOBE) is issued to any Service Member who gains eligibility in the CH 1606 (MGIB-SR) program. The NOBE becomes a permanent part of their record. A NOBE is a counseling document that informs the Service Member that they have gained eligibility in the CH 1606 GI Bill program. It counsels the Service Member on the general eligibility requirements, the deliminating/expiration date for their benefits, how their benefits can be suspended, and how they can be terminated. A NOBE is NOT used to determine eligibility in the CH 1606 program. Eligibility is verified at the VA when the Service Member applies for the program based on eligibility coding received from the Department of Defense. VA School Certifying Officials should NOT require a student to produce a copy of their NOBE before certifying a student under CH 1606 as this can delay the process.

31 CH 1607 (REAP) Sunset Guidance The 2016 National Defense Authorization Act sunset the CH 1607 (REAP) GI Bill program. This change affects beneficiaries differently: Current beneficiaries (traditional): those attending an educational institution during the semester, quarter, or term on 25 November 2015, will continue to receive benefits until 24 November 2019 Current beneficiaries (non-traditional): those attending an educational institution during the semester, quarter, or term that immediately proceeded 25 November 1015, will continue to receive benefits until 24 November 2019 Beneficiaries not attending school-are no longer eligible to receive benefits under the CH 1607 program.

WILL PAY UP TO THE COST OF TUITION AND FEES OR THE NCTAP ESTABLISHED CAP MGIB CH 30 AD DELIMITING PERIOD: 10 YEARS FROM LAST HONORABLE SEPARATION FOR ACTIVE DUTY, ONLY WITH THE TOP UP OPTION. FOR REGULAR DRILLING SOLDIERS - YES YES. WILL PAY UP TO THE COST OF TUITION AND FEES OR THE NCTAP ESTABLISHED CAP CH 33 POST 9/11: 15 YEARS FROM LAST DAY OF LAST QUALIFYING SERVICE PERIOD SO LONG AS DISCHARGE IS HONORABLE YES. FTA WILL PAY TOWARDS TUITION (FIRST) AND THEN CH 33 WILL PAY TOWARDS THE REMAINING TUITION AND FEES TIMES THE PERCENTAGE OF ELIGIBILITY YES. WILL PAY UP TO THE COST OF TUITION AND FEES OR THE NCTAP ESTABLISHED CAP ROTC SCHOLARSHIPABSOLUTELY NOTYES. WILL PAY UP TO THE COST OF TUITION AND FEES OR THE NCTAP ESTABLISHED CAP
