4 ESGARD recommended to continue the efforts and to issue the detailed proposal planned for in about a month, even without the list of the partners. This document should indeed help to interact with the institutes if required for getting them involved. This proposal is independent of FP7 at the moment, but this could be re-considered in case of delays.

5 A.D. ESGARD 120906 5/10 The proposed Program is to build by 2009 one Alstom/MSA and one SMI dipole magnet model, relying on the cos , layer design and the conventional insulation system. It is articulated around 5 Work Packages – WP1: Design and Integration (01/07-12/09), – WP2: Supporting R&D and Demonstrators (01/07-06/08), – WP3: Pole Manufacturing (07/07-06/09), – WP4: Collaring and Cold Mass Assembly (01/08-09/09), – WP5: Magnet Test (second half of 09). 19 Given the calendar of the calls planned, ESGARD recommends to submit all the Design Studies of the LoI list in the fist call early 2007. 1.The upgrade of luminosity of the CERN-LHC 2.Super-beams and neutrino facilities 3.Fast cycling synchrotron design 4.Beta-beams study ESGARD decided to set-up working groups to help developing consistent set of research activities, in line with the priorities stated in the Strategy Document adopted by the CERN Council, and that could be imbedded in an (or several) Integrated Activity (IA) projects  High-intensity, high-energy proton beams (convener: R. Garoby)  Novel accelerating systems (convener: E. Jensen)  Superconducting RF acceleration system (convener: O. Napoly) ESGARD recommendations A first meeting was help on October 30 at CERN Considering the proposals received so far, ESGARD recommends the following priorities

20 Starting from the LoI received, the working groups are expected to establish  a consistent set of prioritized Joint Research Activities, including a first estimate of the needed resources for each activity,  Identify the infrastructures that will benefit from the proposed R&D,  Identify the infrastructures that could be subject to Transnational Access,  A consistent set of Networking Activities related to the R&D activities  The laboratories/institutes/universities that would participate to the different activities.  A possible coordinator for each NA, TA and JRA It is expected to get a first report from these working groups during the CARE06 meeting in Frascati from November 15 to 17, 2006. 21 Conclusion ESGARD has started the process for coordinating the next round Accelerator R&D project The call for LoI has shown that there is a strong interest from the community to strengthen further the accelerator R&D program in Europe ESGARD will meet on December 5 th to review the situation and discuss the next steps ESGARD has set up working groups to propose a consistent set of Networking, Transnational Access and R&D activities
