2 Framework Programmes Created by EU Treaty Multi-annual programmes to undertake Research and Technological Development Main method of funding science in EU Started 1984; normally 5 years with 1 year overlap FP6: “At the Lisbon Summit in March 2000, EU Governments called for a better use of European research efforts through the creation of an internal market for science and technology – a ‘European Research Area’ (ERA). FP6 is the financial instrument to make ERA a reality.” FP7: “designed to build on the achievements of its predecessor towards the creation of the European Research Area, and carry it further towards the development of the knowledge economy and society in Europe.”

3 FP6 First entry of PP in FPs Coordinated by ESGARD; chair Roy Aleksan CARE: - I3 (NA and JRA) - 15.2 M€ from EU; 35.1M€ total Design studies: - EuroTEV - EURISOL - NuFact DS: didn’t get to starting post NESTs: - 3 submitted - 1 successful (wake field acceleration)

4 Introduction to FP7 Due to be “fully operational” in January 2007 Budgets not yet fully agreed by EU parliament - proposal submitted 6 th April - agreement “within reach” - still a lot of uncertainty Overall: - 7 year programme - total budget: 72.7B€! - RI: 4.0B€ - much bigger than FP6 But  delay! - 1 st call: Spring ’07 (CNI) - 2 nd call: Nov ’07 (DS & I3) Basically, same programmes as FP6

5 Programmes 3/4 programmes of interest, under RIs: Construction of New Infrastructure: - top down approach - ESFRI crucial - EuroTEV, EURISOL, NuFact: not eligible Design Studies: - only FS part of FP6 – no R&D - max. ~2M€ I3: - NAs, JRAs, etc, as in FP6 - limited to 20-30 participants (?) Others? e.g NESTs, etc Cost models: - only ~FC - prob. 25% matching funding

6 Neutrino LOI ESGARD request for LOI: - input to CERN strategy group - input to ESGARD - deadline: 28 th April BENE SG has prepared one 52(?) institutes from 14(?) European countries signed Identifies need for: - feasibility study - hardware R&D on accelerators - R&D on neutrino detectors - physics studies Aim is to part fund EU contribution to IDS

7 Mapping onto FP7 More than 1 proposal required! FS  Design Study - only 2M€ available + matching funds - maximum one CDR? - need 2 DS or selection mechanism Accelerator R&D: - proton driver, target, collection  JRAs - MICE phase 2  JRA - FFAGs  Oncology or technology programme(?) - RF, SC magnets, etc  JRAs(?) Detector R&D  JRAs, ? Physics  BENE, ?

8 Mapping onto FP7 Notes: - very early days - JRAs: generic, need I3 - neutrino accelerator I3 will lose out vs CARE2 - neutrino detector I3 may be possible - resources will be limited - we are unlikely to be able to do everything - selection is likely - essential to have (at least one) CDR by ~2012 From ISS & IDS
