2 Innovative Economy Operational Programme (IE OP) Types of support offered within IE OP by the PAED: Direct support for entrepreneurs subsidies for innovative investments (4.4.) subsidies for R&D and implementation of R&D works results (1.4.-4.1) subsidies for development of R&D activity of enterprises (4.2.) industrial property protection (5.4.) support in the area of industrial design (4.2.) projects related to e-economy (8.1.;8.2.) subsidies for advisory services on entering of the entrepreneurs into the foreign markets. 3 3Polish Agency for Enterprise Development ©Kraków, 09.05.2008 Measure 1.4 Support for goal-oriented projects Measure 4.1 Support for implementation of results of R&D works Supporting projects comprising of technical, technological and organisational actions (industrial research and development works). It includes subsidies for expenses related to R&D works until the creation of a prototype (Measure 1.4) as well as financing the implementation stage of the project (Measure 4.1). Applicants: entrepreneurs (SMEs, large enterprises). Measure 1.4. Max. project support amounts to EUR 7,5 mln per project. Micro- and small enterprises: 70 % for industrial research and 45 % for development works. Middle- sized enterprises: 60% for industrial research and 35% for development works. Large enterprises: 50% for industrial research and 25% for development works. Min. project value in Mazowieckie, Lubelskie, Podlaskie, Warmińsko-Mazurskie, Kujawsko-Pomorskie, Podkarpackie i Łódzkie voivodships: 400 000 PLN Measure 4.1. Max. support for Measure 4.1.: 20 mln PLN. Investments in line with the regional aid map. Consulting for SMEs: 50%. Max. project value in total for Measures 1.4 and 4.1 – 50 mln PLN. BUDGET: 390 mln EUR (for each of the highmentioned measures).

4 Project examples within 1.4-4.1 Measure 1.Project title „Elaborating and implementation of the equipment to start a new internet service” Total project cost 1,35 mln PLN co-financing for the I phase 265.000 PLN, for the II phase 158.000 PLN. Time schedule of the project 10.2008 – 10.2009. During the project the beneficiary intents to create and implement worldwide modern equipment in order to start new internet service. The service will enable direct voice connections between clients and users of web-sites of certain company, office, bank or other entity. The service will be based on the modern technology, not known and not used to date. 2.Project title „Elaborating and implementation of chemical technology of segregation and utilization of municipal waste” Total project cost 17,9 mln PLN, co-financing for the I phase 492.000 PLN, for the II phase 9,4 mln PLN. Time schedule of the project 01.2009 – 07.2010. During the project the beneficiary intents to create and implement innovative chemical technology of segregation and utilization of municipal waste. At present waste utilization is conducted using traditional methods (sorting, combustion, waste storage). Chemical technology of segregation and utilization of municipal waste is innovative thanks to the method of processing raw materials as well as 2 innovative end products: wood charcoal and electric energy. Project has positive impact on natural environment – will enable processing significant amounts of waste annually, thus decreasing huge areas of waste dumps.

7 Implementation of 1.4-4.1 Measure Expenditure: - 3,8 mln PLN, including around 3 mln of advance payment; PAED received 20 applications for advance payment, of which 18 has been executed; PAED received 36 applications for partial payment, of which 12 has been already executed.

8 8Polish Agency for Enterprise Development ©Kraków, 09.05.2008 Measure 4.2 Stimulation of R&D activity of enterprises in the scope of industrial design Support provided within the framework of the measure will enable an increase in the engagement of enterprises in conducting R&D activities as well as the use of industrial and applied designs. Two types of projects will be eligible to additional funding: - those aimed at R&D operation development, in particular transforming an enterprise into a research and development centre; Max. support value: investment stage - 1,4 mln PLN, consulting stage – 100 000 PLN (50% SMEs and large enterprises), training stage – 100 000 PLN (25% for large enterprises and 35% for medium-sized, 45% for micro and small). - those aimed at creating an industrial or applied design and implementing it to production (support in terms of industrial design). Max. support value: investment stage - 21 mln PLN, consulting stage – 600 000 PLN (50% SMEs and large enterprises), training stage - 1 mln PLN (25% for large enterprises and 35% for medium-sized, 45% for micro and small). Applicants: entrepreneurs (SMEs, large enterprises). Project value: min. 400 000 PLN (investment stage), max. 50 mln EUR BUDGET: EUR 186 million

9 Project examples within 4.2 Measure 1. R&D operation development : Project title: „Creating internal optoelectropnic laboratory” Project cost: 1,72 mln PLN Co-financing: 605 tys. PLN Time-schedule of the project: 06.2008 – 07.2009 Project’s aim is to create internal optoelectropnic laboratory in company. This laboratory will be the base for R&D activity of the beneficiary. Investment will allow to implement internal R&D services for the company, as well as external services for other entities in the field of research and quality of optic cables and optic fibers. 2. Industrial design: Project title: „Elaborating and implementation innovative industrial designs in the field of plastic packaging” Project cost : 32 mln PLN Co-financing : 10 mln PLN Time-schedule of on the project: 06.2008 – 12.2010 Project concerns elaborating and implementation innovative industrial designs in the field of plastic packaging addressed to the chemical, cosmetic, pharmaceutical and food industry.

12 Implementation of 4.2 Measure Expenditure: - 18 mln PLN PAED received 67 applications for advance payment, of which 40 has been executed; PAED received 10 applications for partial payment, of which 3 has been executed.

13 13 Polish Agency for Enterprise Development ©Kraków, 09.05.2008 Measure 4.4 New investments of high innovative potential Support for investment projects in terms of the purchase or the implementation of new innovative technologies to start-up production or services aimed at marketing new or significantly improved products. These must include technologies that have been applied worldwide not longer than 3 years or the level of their worldwide distribution in a particular industry does not exceed 15%. Applicants: entrepreneurs (SMEs, large enterprises). Project value (eligible expenditure): at least 8 mln PLN, not more than 160 mln PLN. Support level: in line with the regional aid map. Max. Support value for investment stage - 40 mln PLN, consulting for SMEs – 1 mln PLN (50%) and training sessions - 1 mln PLN (25% for large enterprises and 35% for medium-sized, 45% for micro and small). Min. support value 2,4 mln PLN BUDGET: 1 420 mln EUR

16 Exemplary projects from Measure 4.4. PO IG Exemplary project - InPost New delivery service – send/collect parcel (parcel machine) Solution based on 3 technological pillars. - Parcel machine- electronic device provided with hiding places enabling to send or collect the parcel - Central software integrates all parcel machines, sorting plant, palmtops and collects data of users and parcels. - Couriers with palmtop help will collect data from parcel machine computer and synchronize them with central data base. Project costs: 23,4 mln PLN ( co financing 70%) Realization period: 1year Employment growth : 23 Exemplary project – OLIMAR  Innovative technology of the artificial materials recycling  New products: - High quality Regranulate - Recyklat poliuretanowy  Project costs: 10 mln PLN ( co financing 70 %)  Realization period: 5 years  Employment growth: 4

17  Due to the high interest of applicants, in case of majority measures the application rounds were closed after 2 weeks up to 2 months from the day of announcement (1.4-4.1, 4.2, 4.4). The most popular was measure 4.4. In 2009 r. mesure 4.2. was closed after 3 days.  In order to finance most projects from the ranking lists we enlarged the budgets for the measures (measure 4.4.)  During the formal evaluation around 11% of applications have been rejected.  During the essential evaluation around 40 % of applications have been rejected.
