4  The 12 th amendment If nobody gets the majority of the electoral votes, the House of Representatives picks the next President John Q. Adams makes a deal with Henry Clay (speaker of the house) to make him Secretary of State if he influences the House of Representatives to vote for him. Adams wins the House vote He quickly nominates Clay as Secretary of State This election is known as the “Corrupt Bargain”

5  Wanted a strong federal government Most people in the US did not want a strong government  Because of his “corrupt bargain” and desired role for government, Congress turned down most of his proposals
