5. After the War Vice President Johnson becomes president President Johnson’s Plan – Pledge loyalty get amnesty – By December 1865, Johnson declared Reconstruction OVER!

6. Problems Loyalty meant nothing – Southerners promised loyalty to the union but continued their old ways – Johnson was too light on the South, their word meant nothing. Black codes passed in the South – laws that severely restricted the rights of newly freed African Americans.
