1 Abraham Lincoln’s election in 1860, was the first step towards the outbreak of the Civil War The entire Deep South seceded by February 1861 The Upper South did not view Lincoln’s election as a death sentence and did not secede immediately

2 The constitution of the Confederacy was similar to the U.S. Constitution except that it: Protected slavery and states’ rights Elected Jefferson Davis as Confederate president Outlawed tariffs Created a weak national government

3 Lincoln viewed Southern secession as illegal and promised to “preserve the Union”

4 In April 1861, federal soldiers refused Confederate demands to vacate at Fort Sumter in SC When Lincoln sent aid to soldiers, Confederates fired on the fort The firing on Fort Sumter proved to be the start of the Civil War

5 After Fort Sumter, the upper South states seceded and joined the Confederacy Not all slave states seceded; Those that stayed in the Union were called “border states”

6 At the outbreak of the Civil War, the North had lots of advantages Larger population for troops Greater industrial capacity Huge edge in railroad transportation But, the North had challenges to overcome The North had to invade the South to win It would be difficult to maintain enthusiasm and support for the war over a long period of time

7 Although outnumbered and less industrial, the Confederacy had advantages The Confederacy did not have to “win” the war just drag it out and make the North quit… The Confederacy had the best military leaders France and Great Britain appeared more willing to support the South (“King Cotton” Diplomacy)

8 Once the Civil War is over, what do we do? “Reconstruct” America

9 Reconstruction is the era from 1865 to 1877 when the U.S. government attempted to rebuild the nation after the Civil War Quick Class Discussion: What were the three goals of the federal government during Reconstruction? During Reconstruction, the government had to readmit the seceded Southern states back into the Union End slavery and protect newly emancipated slaves Rebuilt the South after more than four years of fighting

10 The Executive Branch and the Legislative Branch disagreed over how to treat the Southern states

11 Reconstruction: 1865-1877 President Johnson obstructed Congressional Reconstruction by firing military generals appointed by Congress to oversee Southern military zones He violated a new law called the Tenure of Office Act when he tried to fire his Secretary of War who supported Congress’ plan

12 Radical Republicans used this as an opportunity to impeach the president After an 11 week trial, the Senate fell 1 vote short of removing the president from office

13 In 1868, Civil War hero Ulysses Grant won the presidency as a Republican candidate President Grant (1869-1877) worked with Congress to enforce Reconstruction By 1870, all the ex-Confederate states were readmitted to the United States

14 During Congressional Reconstruction, African Americans seemed to experience unprecedented rights The 15 th Amendment gave black men the right to vote in 1870 The 1 st black politicians were elected to state and national offices

15 Literacy and education increased among blacks Black families were reunited, marriages were legally recognized, and black workers could make their own money

16 Reconstruction brought economic changes to the South After the Civil War, the Southern economy became more diverse with new iron, steel, and textile mills The government built railroads and helped repair the South The new industrial economy required hired workers

17 Reconstruction was difficult to maintain as Democrats slowly took back control of Southern states

18 Southern governments resisted Reconstruction by passing more discriminatory black codes The Supreme Court ruled against civil rights laws designed to protect African- Americans One-by-one, Southern state governments shifted from Republican control to the Democratic Party

19 These “Redeemer Democrats” hoped to restore the “Old South”

20 Southerners used violence and intimidation to keep blacks inferior to whites The Ku Klux Klan was first formed during Reconstruction to attack blacks who tried to vote or challenge white supremacy Lynching became more common

21 The Civil War ended slavery, but African-Americans had little job training or money for farm land With few other options, most ex-slaves returned to the plantation to work

22 After the Civil War, slavery was replaced by sharecropping, also known as the tenant farming

23 In the 1876 election, neither Democrat Tilden nor Republican Hayes won a majority of electoral vote Republicans and Democrats in Congress agreed to the “Compromise of 1877” in which Democrats agreed to vote for Hayes as president if federal troops were removed from the South

24 When President Hayes removed federal troops in 1877, Reconstruction officially ended

25 When Reconstruction ended, the Jim Crow era began (1877-1954) Jim Crow laws segregated Southern society and restricted blacks from voting with poll taxes and literacy tests
