Divide denominator into numerator

Last place value after decimal determines denominator; the decimal number determines the numerator; simplify if possible

Percents means out of 100; therefore 100 is the denominator and the percent number is the numerator. Simplify if possible
Fraction to percent

What’s happening?
If possible make an equivalent fraction with a denominator of 100. The numerator will be the percent.
Or change to a decimal and turn decimal to percent.
